Interviewee: Ano ba yung kung anong mga iniinterview naming sa mga tao?
Interviewer: Yes po, like for example sa Barangay Health Center ano pong mga records ang kinikeep nyo
po? Like sa Fire department, anong mga records ang kinikeep nyo po?
Interviewee: Ah, kasi ang pinakarecord lang namin dito kung sino lang talaga ang nakuha.
Interviewee: Ayun, kailangan nga naming. Actually, as of now, inaayos naming yung mga forms naming
para magkakaroon kami ng ano mass interview per household and per zone. Kasi nga siguro yun din
naman na tinitingnan naming na kulang ng Barangay Bulihan when it comes to RBI; Record of Barangay
Inhabitants kasi nga sa sobrang laki ng Barangay Bulihan yung mga tao dito may come and go diba? Kasi
marami din ditong paupahan eh. Ngayon nawawala tayo sa update na yun. Kaya ayun din yung
tinututukan naming na magcome up kami ganun sa ano.
-Resident’s profiling. The barangay is lack of Record of Barangay Inhabitants due to its wide area and
high population. The people are only come and go. There are lots of apartments that are situated in
Brgy. Bulihan and the Brgy. are getting lost with that update.
Interviewer: Sa Barangay Health Center po anong mga nakikeep nyo pong record or wala po?
Interviewer: Wala napong ginegenerate na record na coming from Brgy. Health Center po?
Interviewee: Wala
Interviewee: Oo, separated sila. Pero kasi itong Brgy. Bulihan so diba alam na nating sa sobrang laki. We
have 3 health centers na nakaclusterized sya. Like for example,Bukluran 1-4 ang health center nya ay sa
Bukluran; meron tayong Bukluran Center. Yung Old Bulihan, Bamboo Side and zone 7,8,9,10,11 sa dito
sa AFP 2 Center. Tapos yung the rest doon sa AFP 1 Health Center.
-No generated health records in the barangay Bulihan. They have 3 health centers that are clusterized
for e.g. Bukluran 1-4 they have Bukluran Health Center, while Old Bulihan, Bamboo Side and zone
7,8,9,10,11 in AFP 2 Center, the rest in AFP I Health Center. Only the RHU call up the attention of the
Barangay Bulihan to tell that the specific area or place has a covid-19 cases.
-Businesses, Clearances
Interviewer: Aside from nasabi nyo po kanina na personal records lang po ng mga residents ang kinikeep
nyo po. Kasu di pa ganun ka naiisa-isa nyo po. Ano pa pong ibang records aside from that ang kinikeep
nyo po? Meron pa po ba? Or yun lang po talaga?
Interviewee: Oo.
Interviewer: Pano po kapag ka, for example nagkasakit sila, nagka COVID sila ( yung mga residents), diba
kayo rin po nagbabalita sa mga residence? Or hindi na po?
Interviewee: Actually, sa Center yun. Kinocall-up lang ng RHU ang attention naming para maadvise kami
na on that specific place or area mayroong COVID case ganun.
3. Sinabi nyo nga po na Malaki ang Barangay Bulihan, composed ng ilang zones, phase or villages po
ang Barangay Bulihan?
Barangay are composed of how many zones, subdivisions, etc.?
-Actually, ang Barangay Bulihan ay composed of 19 Purok. Kasama po dyan sa 19 purok ispecify ko
na ang Zone 1-11, Franceville Subd., Gainesville Subd., Old Bulihan, Bamboo Side, and Bukluran 1-4.

4. How about naman po kapag magfifile ng complaints si resident po? Pano po ang mangyayari?
How can a resident able to file a complaint against in his/her neighborhood or any resident in the
Barangay?
-Ayan pagnagfifile ng complaint yung talagang pinaka process dito sa Brgy. Bulihan is halimbawa ako I
am from Zone 1 ngayon baka ko dalhin yung complaint ko dito sa Brgy. Bulihan dadaan muna ako sa
zone leader. Ngayon kapag nakadaan na ako sa zone leader at tinitingnan ng zone leader na hindi nya
kayang masolusyonan, maresolve, mabigyan ng solusyon ang problema ng isang residente bibigyan yun
ng certification or endorsement letter na yung complaint ng tao ay dadalhin na sa Brgy. Bulihan. Ngayon
pagpunta nya po dito iaaccomodate naman po sya agad ng aming Brgy. Investigator. Tapos, sa
complainant dapat alam nya rin ang exact name and exact address kasi doon tayo magbebase kung saan
po ipapadala si Paanyaya doon sa respondent.
Interviewee: Opo, pwede naman. Diretso na sa Brgy. Investigator naming. Tapos ibablotter na sya. After
ng maiblotter tatanungin si complainant; si may problema; si may concern na anong araw mong gusting
isettle. Kasi everyday from Monday to Sunday we have one councilor duty. Diba ang barangay councilor
natin ay pito, so, everyday iba iba ang councilor on duty.
Interviewee: Hindi iba. Aside from investigator we have councilor on duty with Brgy. justices kaya yun
ano, kaya everyday may naka duty talaga kami.
-For e.g. I am from Zone I; I need to go to our zone leader and report a complain to him/her. If the
complaint was not been resolved between the complainant and the affecting person by the zone leader
that is the time, they are going to Barangay Bulihan to file a complaint. The zone leader will give an
endorsement letter or certification that the complaint must be raises to the Barangay Bulihan. When the
complainant reaches to the Barangay together with the endorsement letter or certification it will be
accommodated by the Barangay Investigator. Then the complainant should know the exact name and
address of the complainee, because it is the basis where the invitation will be sent for the respondent.
-But the complainant can go directly to the Barangay Bulihan through the barangay investigator to file a
complaint. Then it will be filed as blotter, the complainant will be asked what day would you like to
settle the complaint in order to be attested by one councilor on duty during that day together with
barangay justices.
-Complaints are just handwritten reports in the record book and stored in a locker on the 2 nd floor that
was lock only the investigator and councilor on duty are have the key to the locker that able to read the
blotter. And not all complains are being directed to the Investigation Office. There are complaints that
will be directed to the VAWC (Violence Against Women and Children) Office and VAW (Violence Against
Women) Office and other investigator for that office are being assigned to them.
5. Sa property disbursement naman po sir pano po kayo nag didisburse ng mga property nyo po sa
barangay? For example, Brgy. Property Office or sa mga streetlights po ng bawat purok, pano po
kayo nagdidisburse? Pano nyo po kinacount yung records? Or pano kayo naglilista saan po?
How is the barangay disburse they property? How do they keep or track the record of that property?
-Actually, sa pagdisburse ng Brgy.Properties ay kailangan dinadaan sya into a resolution. Kailangan bago
sya maidisburse ay duly approved majority by the councilors, inuupuan talaga sya sa session.
Interviewer: Tapos ayun po naupuan na sa session pano nyo po kinekeep yung data? Yung mga
nadisburse na properties.
Interviewee: Mga supplies, ganoon? Mga gamit? Nakaintact naman sya ng monthly. Meron kaming
barangay disbursement voucher per month. Basta lahat ng dinisburse namin ay monthly nakaintact sya.
Interviewee: Actually yung monthly disbursement naming ay sinasubmit naming every 10 th of the
month. Halimbawa, lahat ng dinisburse naming for the month of May ay kailangan naming maisubmit sa
treasury sa Munisipyo ng every 10th of the month. Tapos pag nacheck napo ng treasury and naapproved
na ng commission on audit saka ibinibalik samin.
Interviewer: Mabalik lang po tayo sa disbursement na records sabi nyo po every 10 th of the month
pinapasa sa treasury, so pag wala pa pong 10 th of the month san nyo po kinekeep yung records?
Interviewee: Dito lang. Inaayos naming sya. Finafile ko sya.
-It needs to be filed into a resolution. Before the property will be disburse it needs to be approved by
the majority of the councilors and it will be tackled in the session separately. The records of barangay
supplies and properties are piled monthly reports in the Barangay Disbursement Voucher. Monthly
Disbursement reports are being submitted every 10 th of the month to the treasury in the municipality of
Silang, Cavite. If it was already approved by the treasury and the COA the reports will be back to the
barangay Bulihan.
- Before the 10th of the month the reports are just filed up and store in their cabinets.
6. Ask ko lang po pano po nagstart ang Barangay Bulihan? May history po bai to?
-Oo, meron kaming history pero. Wait lang hanapin ko lang. Pero ano lang ito eh.
7. Pero dun po sa 19 purok ilan po ang population counts? Meron po kayong records or ilan po yung
population counts na meron po kayo ngayon? Yung overall residents counts po ilan po sa tingin nyo?
-Yun yung ano kami, wala pa. Per household more than 8,000.
Interviewee: Kasi ganito ang mahirap po kasi dito sa Brgy. Bulihan yung hindi nagdedeclare ang mga
tenant’s ng tamang number of occupants nila sa isang bahay. Kasi meron dito halimbawa Blk.1 Lot 1
that specific address hindi nila pinapaalam sa amin na yun pala ay may tatlong pinto na paupahan or
apat na pinto. Kaya nga last year pa, talagang number 1 problem naming at talagang hinahanap
naming sa Brgy. Bulihan na kung sino yung pwedeng magbigay, hindi naman actually magbigay yung
parang mahanapan naming na mag ano ng system, kasi talagang naiistress kaming mag-ano ng mga
records namin. As of now nga this year 2021, talagang stress yung mga kasama naming clerk,
talagang manual encoding sila. Lahat ng mga businesses ganon, lahat ng mga clearances talagang
manually encoded nila yun. Tapos kapag may naghahanap ng ganito, kung sinong may complaint sa
taong yun. Kung yung taong yun eh nakakuha ng clearance parang nag aalangan kami na we can
provide kasi nga wala kaming specific data or anon a pagklinick naming sya eh lalabas na agad.
8. How about naman po dun sa mga complaints, diba handwritten lang din po sya? San po yung
kinekeep din?
-Meron kaming isang locker dyan sa second floor na doon nakalagay yung mga record book kasi talagang
nilolock namin sya only the investigator and the councilor on duty na pwedeng magbasa ng blotter. Kasi
we have the confidentiality ng bawat information ng tao. Tapos din for your information din hindi lahat
ng complaints ay agada gad sa investigator naming kasi meron kasing mga complaints alam naman natin
yung VAWC (Violence Against Women and Children) and VAW (Violence Against Women) we have
special office for them. We have special office ng VAWC at ng VAW. Meron kaming sariling investigator
ng VAWC. Kasi yung mga bagay nay an sa VAW at sa VAWC ay maseselan may mga wordings na talagang
napakaselan kailangan may tamang place para doon.
Interviewee: Actually, yung records nila ay hindi namin nakikita, nababasa. Ibig sabihin merong special
clerk or secretary ang VAWC. May sariling coputer, as of now nga kapag kasi hindi pa wala pa silang
printer. Like for example yesterday kailangan nilang magpaxerox sa amin ng isang blotter na tungkol sa
VAWC. Xinerox naming sya basta ano lang andun parin yung secrecy ng file, yung confidentiality ng file
kasi bawal nga talaga syang makita.
9. Other problems po ba na naeencounter nyo po sa Barangay Bulihan, aside from record keeping
ng mga information or data?
-Ang number one problem naming is that sa sobrang laki ng Brgy. Bulihan bago naming isyuhan ng mga
certifications na kailangan ng tao, ang gusto naming at pinapatupad ng barangay Bulihan is that
kailangan muna dumaan sa bawat purok leaders to get certificate of residency, sa mga Home Owners
president ganun. Kailangan muna nila dumaan para for them to certify na sila ay talagang residente
doon. Like for example bago kumuha ng clearance kailangan muna naming ng certification from Zone 1.
Pero kung other problem eh wala naman. Basta talaga ano, kasi andami talagang nagveverify dito sa
amin. Basta talagang gusto naming maattain ay yung system talaga. Diba uso naman ngayon yung mga
system through technology.
-Actually wala kaming IT Department kasi pang Munisipyo lang yun eh.
-We have Barangay Police, Barangay Justices. We have the Barangay Staff as a whole na yung barangay
staff kasama na kami doon, Brgy. Council kasama dun yung dalawang appointed official; yung secretary
at treasurer.
Interviewee: Opo, kasama yung pitong konsehal at plus yung dalawang appointed official. Kasama rin
ang SK Chairman at SK Kagawad.
Interviewee: Sa staff included na dyan yung aming Brgy. Clerk, tapos kasama narin dyan yung Brgy.
Information Officer, Brgy. Community Affairs Officer and also sa Brgy. Bulihan meron din kaming Tourism
Department; para sa mga events, sa mga programs and activities ng Brgy. Bulihan yung Tourism
Department din naman ang namamahala. Tapos yung mga utility mga sweeper kinaclasify ko nalang sila
as a staff kasi ayaw ko rin naman na.
Interviewer: Ask ko lang po sana ano pong role nung Brgy. Information Officer po?
Interviewee: Actually, nakapwesto sa dito sa 2nd floor, ibig sabihin pag may pumasok na tao dapat sya
ang parang receptionist; babatiin nya tapos anong kailangan, para saan, sinong hinahanap, anong
concern, para kaya nilagay naming yun para yung role nya ay maituro sa tamang proseso, sa tamang tao.
Like for example, tumaas ang isang residente sa 2 nd floor pero Brgy. Certifications pala ang kailangan
nya, papababain nya dito sa 1st floor.
Interviewer: Sa 1st floor lang po ba kumukuha ng certifications? Sa 2 nd floor ano pong nangyayari? Sa 3rd
floor?
Interviewee: oo dito lang sa first floor. Sa 2 nd floor office andun lang ang office ni kapitan, office ng Brgy.
Investigator, Office ng Tourism Officer at office ng Brgy. Secretary. Tapos sa 3 rd floor naman doon yung
office ng Brgy. Councilor on duty every day, kasama dun yung Brgy. Justice at syempre bawat duty ng
mga konsehal may nakaassign na Brgy. Police. Minsan di natin inaasahan na yung pag-aayos ay medyo
mainit ang ulo, atleast may taga pacify na mga tanod. Tapos yung VAWC Office dun sa kabilang building
yung bago, sa baba naman nun ay Office of the Senior Citizen. Sa Kabili naman nun yung SK Hall.
Interviewer: Sa office of the senior Citizen po ba kayo rin po nag kekeep ng record nila? Ano lang pong
nakukuha nyong record sa kanila?
Interviewee: Masterlist lang kung ilang ang senior citizen sa isang zone. Pati profile ng mga senior sa
kanila rin. Sa katabi din ng office naming dito sa 1 st floor binigyan din naming office ang PWD. Tapos dun
sa SK Hall dun nakalagay yung aming Ten Set ng aming E-Library.
- Barangay Police, Barangay Justices, Barangay Staff (Brgy. Clerk, Brgy. Community Affairs Officer, Brgy.
Information Officer (it’s like a receptionist, ask what concern or needs to identify to the right person to
go to their needs), Brgy. Tourism Department (for events, programs and activities), Utility, Sweeper ,
Barangay Council with 2 appointed officials Secretary and treasurer, Office of the Senior Citizen (only
master list of numbers of senior citizens in every purok are being kept by the Barangay).
