COMPREHENSIVE LAND AND WATER USE PLAN (CLUP) 2021-2030

The Department of Interior and Local Government (DILG) issued Memorandum Circular 2019-172 for
the compliance of all Local Government Units (LGUs) for the updating of their respective CDP and
CLUP. However, due to the occurrence of the COVID19 Pandemic the deadline was initially
scheduled last December 2020, accordingly with the continuing community quarantine the deadline
was extended to May 2021.

In the conduct of this exercise, the participation of all sectors is essential where sectoral data are
required as a tool in the planning process; hence your presence in this activity to be held on February
4, 2021 – 8:00 a.m. onwards at the City Auditorium, CSWDO Complex, Cavite City.

The meeting commenced at 10:00 in the morning.

The preliminaries included the Message by the City Mayor Hon. Bernardo S. Paredes giving emphasis on the importance
of the Comprehensive Development Plan as the implementing tool of the Comprehensive Land and Water Use Plan
(CLWUP). He also emphasized that plans and initiatives to modernize the technologies of the local government is very
important as we thread towards the new normal.

After the preliminaries Engr. Florinda Santiago explained that the purpose of the Orientation/Meeting was in accordance to
Executive Order No. 7, series of 2021; the Creation and Mobilization of Cavite City Planning Team for Updating the
Comprehensive Development Plan (CDP) of Cavite City for 2021-2030, designating its composition, roles and
responsibilities.

1. Engr. Santiago mentioned that the agenda of the orientation/meeting this morning is to provide the participants an
Orientation on the Planning Process required in the updating of the Comprehensive Land and Water Use Plan
(CLWUYP) and the Comprehensive Development Plan (CDP) and to discuss the roles and responsibilities of the
Planning Team or the Planning Core Group. She said that the Planning Core Group shall be responsible for the
sectoral orientation, sectoral group tasking, the scheduling of data gathering for updating the Ecological Profile and
the secretariat support for the Visioning and scheduling of Sectoral Workshops.

2. Engineer Santiago emphasized that the purpose of the meeting is to update the Comprehensive Land and Water
Use Plan and the City’s Comprehensive Development Plan as well as the various mechanisms and coordination
efforts that is component to the task.

3. Referring to Executive Order No. 7, series of 2021 issued by the City Mayor; she delineated the roles and
responsibilities of the City Planning Team (CPT) which is the overall committee responsible for coordinating all
technical and administrative activities in the updating of the CLUP/CDP, including stakeholder and sectoral
consultations and meetings. The Executive Order prescribes the creation of a City Planning Team (CPT) and
Planning Core Group (PCG).

4. Engr. Santiago continued to discuss the duties and responsibilities of the Planning Core Group (PCG) which shall
coordinate the planning activities, assist the stakeholders and sectoral groups in the consultation meetings, draft
and consolidate the outputs of the sectoral consultations as a draft CDP document.

5. She said further that the PCG shall provide the basic information and appropriate administrative support to the
planning Team as well as the following:

a. Conduct of sectoral / intersectoral analysis, validation and reports


b. Conduct of surveys, consultations, meetings and workshops

c. Integration / finalization of studies, research findings and consultation / survey outputs.

She also mentioned that part of this morning’s Orientation Meeting are the abridged presentation of Mr. Joseph
Ryan Geronimo on the background of the Comprehensive Development Plan (CDP) and that of Mrs. Lilia Lumbera
our CLWUP mentor with regards to the Updating of the Comprehensive Land and Water Use Plan (CLWUP) in
order orient the members and attendees the process that has to be undertaken with the participation of the various
sectors.

6. Mr. Joseph Ryan Geronimo, the Local Government Operations Officer VI (LGOO) said that the CPT must also be
responsible for the schedule of convening the sectoral groups to engage them in the visioning and drawing up
analysis of the needs of their sector and eventually come up with their own plans, programs and activities.

7. Mr. Geronimo on his orientation mentioned that the main sectoral focus are: Social,
Physical/Infrastructure, Environment, Institutional and Economic sectors as well as other thematic
concerns that are part of the guidelines prescribed by Department of Interior and Local Government
to mainstream thematic plans in the Comprehensive Development Plan (CDP).

8. Mrs. Lilia Lumbera on her orientation highlighted the importance of the Comprehensive Land and
Water Use Plan (CLWUP) among the hierarchy of mandated plans of the Local Government Unit in
planning the future land-uses for the LGU. She further stated that the comprehensive land use plan is
a document designed to guide future actions of the City. It presents a vision for the future, with long-range goals
and objectives for all activities that affect the local government. This includes guidance on how to make decisions
on public and private land development proposals, the expenditure of public funds, availability of tax policy (tax
incentives), cooperative efforts and issues of pressing concern, such as fishing, preservation or the rehabilitation
of tourism sites, peace and order and other sectors. Most plans are written to provide direction for future activities
for 10- to 20-year period after plan adoption. However, plans should receive a considered review and possible
update every five years.

9. Mr. Erwin Ordan suggested that the sectoral meeting/consultation be held at the same time for all the
sectors in order for the group to cross check or consult with each other in relation to their respective
plans and programs affecting each other.

10. Engr. Santiago said that the suggestion will be considered to minimize time and resources. It is only
the date and venue that has to be finalized for the sectoral meeting. The necessary forms that is
required in the sectoral workshops must also be prepared.

11.The next step is to schedule the sectoral consultation one week after this the meeting. A notice of
meeting will be sent to sectoral representatives both from the LGU, NGO’s and civil society
organizations.

12.There being no other matters to be discussed, the meeting adjourned at exactly 12:00 noon.

The orientation/workshop commenced at exactly 9:00 in the morning.

The Lecturer for the Sectoral Consultation Workshop is Mr. Joseph Ryan Geronimo, Local Government
Operations Officer (LGOO VI) of the DILG and a Comprehensive Development Plan (CDP) Trainor.

In his preliminary message, he emphasized the importance of the sectoral participation in the local development
planning in order to ensure that every sectoral concern is addressed in the development process. He also
mentioned the 5 days Sectoral Consultation Workshop will cover the various process required for the CDP
preparation; wherein the present TWG and sectoral representatives will participate in the workshops to be

conducted for the project identification, profiling, prioritization of sectoral PPA’s that will be included in the
updated Comprehensive Development Plan.

He said further that a Vision Reality Gap exercises will also be conducted to ensure that the City’s vision are
still in tune with the times; whereas the gaps identified will be provided by PPA’s that will bridge the gap for the
attainment of the goals as envisioned. Benchmarks will also be presented from the various plans and programs
that are component of the CDP in the following hierarchy such as the Provincial Framework Development Plan
(PFDP), Comprehensive Land Use Plan (CLUP), Local Development Investment Program (LDIP), Executive
Legislative Agenda (ELA) and the Annual Investment Program and the Seal of Good Local Governance (SGLG),
a self-assessment of the City’s performance. Thematic plans for Disaster Risk Reduction and Management
and Climate Change will also be presented that must be mainstreamed into the Comprehensive Development
Plan.

1. Engr. Santiago, gave a brief introduction of the Comprehensive Development Process and a
background of the Executive Order No. 7 series of 2021, wherein she mentioned the duties and
responsibilities of the Planning Core Group and the City Planning Team. Thereafter, a sectoral grouping
was organized to start the Consultation Workshop of the Sectoral Groups. She also mentioned that in
view of the time constraints and workload of the members of the Technical Working; the Workshops will
only be conducted only half-days for 5 days.

2. Based on the CDP Preparation Guidelines and the Executive Order issued for creation of Planning
Team, sectoral groupings were organized: The Economic Social, Environmental, Institutional and
Physical/Infrastructure Sector. The members of the Sectoral groups conducted their respective
assessments. Current urban issues and problems related to their sectors were initially generated
from the City Planning and Development Office from various multi-sectoral consultations made with
barangay leaders, city officials and city residents multi-stakeholder focus group discussions with
the business, academic, youth, church, urban poor and other marginalized groups from each these
consultations each sector was able to able to identify initial priority development problems and
solutions at city and barangay levels. The consultation Workshop yielded a long list of sectoral projects.

3. Engr. Santiago mentioned that the Consultation/Workshop is also a Project Call to equitably assist all
the City Government in the delivery of basic services to all sectors by providing budget allocation to the
for the implementation of the sectoral priority programs and projects. The early call out is to help the
sectors prepare in advance their project proposals.

4. She emphasized that the proposed programs must be approved and with allocated funds and must
need an executive budget proposal that needs legislative authorization before it could be funded and
implemented.

5. The 1st day of the Workshop was devoted to the lecture on Local Development Planning, to give the
participants the appreciation of the present situation of local development planning in the Philippines.
Component of the lecture are the different processes of how to prepare a Comprehensive Development
Plan.; Mr. Geronimo said that upon assessment the group will only focus on the most important areas
of the process since this is only updating of the plan.

6. The 2nd day of the Consultation/Workshop was devoted to the Analysis of the City’s Vision and the
Vision Reality Gaps that were identified using the PPA’s of the current CDP. This was the essence of
the 1st workshop wherein the participants were asked using the Vision statement to identify the gaps
between the vision and the PPA’s. Using the Vision descriptors, success indicators, currently reality
rating vision reality gap and what to do to close the gaps. The group was asked to identify programs,
projects and activities that will bridge the gaps in order to achieve the vision.

7. The 3rd day of the Consultation was focused on the Structure of Actions Derived from Complex Goals;
how to develop a sectoral goal, strategy, program, program components and action or intervention by
using the PPA’s that were identified to bridge the gap.

8. The 4th day of the Consultation/Seminar was the Sifting of Outputs wherein the identified activities and
project intervention will be sifted or classified according to projects, non-project and legislation this is to
choose the most appropriate PPA’s that will be ranked as the priority program intervention for every
sector in their intention to bridge the gaps of the vision.
9. The 5th day was the Structuring Solutions of the Projects. This is the identification of priority projects
whether it is national, local (Provincial, Cities and Barangay) and the private sector. The output of the
consultation workshop was collated by the Technical Working Group of the City Planning and
Development Office and constitutes the Long List of PPA’s. The long list of PPA’s was presented by
each sector during the Workshop.

10. The planning team/technical working group and core group is made up largely of city government
employee working on the city’s various development sectors, the academe, police, bureau of fire
protection, bureau of jail management, Within the one-day workshop consultation the City Planning
and Development Office were able to gather key outputs from the target sources which were based on
planning workshops undertaken with their respective stakeholders which included department heads,
sectoral representatives, barangay officials, city officials, civil society volunteers, NGOs and
representatives of national line agencies.

11. During the course of the 5 ½ days’ activities the local stakeholders identified issues related to their
respective sectors and the proposed programs and projects to provide the necessary intervention. The
long list of PPA’s was collated by the City Planning and Development Office.

12. Since the Planning Team are composed also of Sectoral Groups; the Consultation/Workshop was also
used to initially profile, prioritize and approve the proposed projects prior to consultation with Local
Special Bodies for another review of profiling, prioritization and approval of the sectoral projects
proposed and approved by the sectoral groups.

13. The output of the Workshop/Consultation was consolidated for presentation during the Local
Development Council and Local Special Bodies.

The last day of the consultation/workshop ended at 5:30 in the afternoon.
