Foreword
This European Standard (EN 13108-21:2006) has been prepared by Technical Committee CEN/TC 227
“Road materials”, the secretariat of which is held by DIN.

This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by July 2006, and conflicting national standards shall be withdrawn at the
latest by January 2008.

Introduction
This European Standard has been written as part of the system for the evaluation of conformity of bituminous
mixtures. It is designed to be used in conjunction with the product standards EN 13108-1 to -7 and is called up
by these standards as part of Evaluation of Conformity.

The Factory Production Control procedure is designed to be applied to European Standards for bituminous
mixtures whether or not regulatory marking is to be applied.

Evaluation of conformity comprises Initial Type Testing (ITT) and Factory Production Control (FPC). This
European Standard has been written to provide the basis for quality and conformity control and as part of the
system for the evaluation of conformity of bituminous mixtures. When the appropriate 'conformity' clauses are
applied it forms part of the system for attestation of conformity as required by the Construction Products
Directive. It provides the minimum level of FPC for CE Marking.

For commercial and/or contractual reasons manufacturers can choose to carry out more testing and
inspection.

The system in this European Standard builds mainly upon traditional sampling and testing of constituent
materials and finished product. Processes as well as process control systems are continuously being
developed which means that new systems for Factory Production Control will be introduced and implemented.
If a producer is able to demonstrate that his process control system is able to secure the fulfilment of the
requirements on the finished products in a satisfactory way then alternative minimum frequencies of
inspection and testing may be acceptable.

The basis of this European Standard is that of the control of constituents, composition and mixing by regular
sampling and inspection. It does not involve the routine monitoring of the performance properties of the
bituminous mixtures. Periodic revalidation of these properties is dealt with separately in EN 13108-20.

Frequencies and tolerances for the evaluation of conformity are given in Annex A.

The tasks for evaluating the FPC as part of attestation of conformity are defined in Annex B.

1 Scope
This European Standard specifies both quality and Factory Production Control requirements for use during the
manufacture of bituminous mixtures intended for use on roads, airfields and other trafficked areas.

Additional testing carried out within contracts is beyond the scope of this European Standard.

The Factory Production Control is to be applied to European Standards for bituminous mixtures if regulatory
marking of conformity is to be applied. It is also a necessary part of evaluation of conformity in situations
where regulatory marking does not apply.

This European Standard is applicable to the control of bituminous mixtures where the constituents and target
composition are known, and have been shown by means of Type Testing to comply with all appropriate
specified compositional, performance related or performance based requirements in EN 13108-1 to -7.

3 Terms and definitions


For the purposes of this European Standard, the following terms and definitions apply.

3.1
Factory Production Control (FPC)
permanent internal control of production exercised by the manufacturer where all the elements, requirements
and provisions adopted by the manufacturer shall be documented in a systematic manner in the form of
written policies and procedures. This production control system documentation is designed to ensure a
common understanding of quality assurance and enable the achievement of the required product
characteristics and the effective operation of the production control system to be checked

evaluation made with the senses: sight, touch, smell, hearing etc.

NOTE 1 This is a broader concept than the more commonly used term of a visual inspection. For example, a check on
a bitumen delivery might involve visual (colour, fuming and texture), smell (odour) and touch (how it feels when cold). This
would detect whether the bitumen conformed to the expectations of the tester and would be the quickest way to detect a
defective load. Similar principles apply to aggregates, particularly with stockpile inspections where handling soon reveals
un-cleanliness.

NOTE 2 In all cases organoleptic checks should extend only as far as health and safety regulations permit.

4 Requirements

4.1 Factory Production Control

The Factory Production Control is the permanent internal control of the production process. It includes the
requirements for testing to assure compliance of the bituminous mixture with the declared performances of the
Type Test.

The producer shall operate a Factory Production Control system complying with the requirements of this
European Standard.

The producer shall establish, document and maintain an FPC system to ensure that the products placed on
the market conform to the stated characteristics. The FPC system shall consist of procedures, regular
inspections and tests and/or assessments and the use of the results to control raw and other incoming
materials or components, equipment, the production process and the product.

The Factory Production Control System shall control the conformity of products to mix formulations
documented in accordance with EN 13108-20. As part of FPC the Type Testing Procedure described in EN
13108-20 shall be repeated at intervals not greater than 5 years to confirm continuing validity of the mix
formulation.

This European Standard is based on certain requirements of EN ISO 9001 but stands alone and does not
require reference to EN ISO 9001 for its application. However, an FPC system conforming to the requirements
of EN ISO 9001, and made specific to the requirements of the bituminous mixture product, shall be considered
to satisfy the requirements of this European Standard.

4.2 Quality plan

The producer shall establish and maintain his policy and procedures for Factory Production Control in a
quality plan.

The quality plan shall particularly include a means for identifying and detailing the specific processes, which
directly affect product quality and conformity. The quality plan shall particularly include:

 producer’s organisational structure relating to conformity and quality;

 document control;

 control procedures for constituent materials and purchaser supplied product;

 process control;

 requirements for the handling and storage of the product;

 plant calibration and maintenance;

 requirements for inspection and testing of processes and products;

 procedures for handling non-conformity.

The quality plan shall also include frequencies of inspection and testing. The frequencies given under
Clause 6 and Annex A are the minimum frequencies to be used initially. These may be changed where an
acceptable alternative statistical system is developed.

NOTE The detail of the quality plan and of the Factory Production Control procedures will be plant and process
dependent.

4.3 Organisation

4.3.1 Responsibility and authority

The responsibility, authority and inter-relation of all personnel who manage, perform and verify work affecting
conformity and quality shall be defined in the quality plan, particularly for personnel who have authority to:

initiate action to prevent the occurrence of product non-conformity;

identify and record any product quality problems.

4.3.2 Management representative

The producer shall identify a person with appropriate authority, knowledge and experience to supervise
Factory Production Control and to ensure that the requirements of the quality plan are implemented and
maintained.

An individual may exercise such supervision over a group of plants.

4.3.3 Internal audits

The producer shall carry out internal audits to verify which activities comply with the planned arrangements
and to determine the effectiveness of the Factory Production Control system. Audits shall be scheduled on the
basis of the status and importance of the activity. The audits and follow up action shall be carried out in
accordance with documented procedures. The results of the audits shall be documented and brought to the
attention of the personnel having responsibility in the area audited. The management personnel responsible
for the area shall take timely corrective action on the non-conformities found by the audit and shall keep a
record of the action taken.

4.3.4 Management review

The Factory Production Control system shall be reviewed at least once per year by management to ensure its
continuing suitability and effectiveness. Records of such reviews shall be maintained.

4.3.5 Sub-contract services

Where any sub-contracted services are supplied from outside the producer’s resources, a means of control
shall be established and become part of the manufacturer's quality control procedures.

4.4 Document control

The producer shall establish and maintain documented procedures to control all documents and data that
relate to the requirements of this European Standard.

5 Control procedures

5.1 Constituent materials

Adequate supplies of constituent materials shall be available to ensure that the planned rates of production
and delivery can be maintained without detriment to the conformity of the product.

The specification and tolerances for incoming constituent materials necessary to ensure conformity with the
asphalt specifications shall be established and communicated to suppliers by means of written orders.

The control procedures shall verify that suppliers of incoming materials are capable of providing the required
quality of materials and to ensure conformity of the mixture with the Initial Type Test (ITT).

Different material types of grades shall be transported and stored in such a manner as to avoid intermingling,
contamination or deterioration which may affect the quality and conformity of the product.

The general requirements of this clause shall be translated into more detailed plant specific requirements
which can include the following:

 aggregates;

 procedures for the control of aggregates delivered to a depot;

 procedures for the control of aggregates transferred from quarry silos;

 requirements for labelling of storage bays and silos;

 binders;

 requirements for heating, temperature control and insulation of tanks;

 requirements for labelling of tanks;

 requirements for controlling delivery of binders into the correct tanks;

 control requirements for additives, admixtures, fillers and reclaimed asphalt.

5.2 Purchaser supplied product

Any constituent material supplied by the purchaser for inclusion in the mixture shall be handled, stored and
maintained free of contamination by the producer.

5.3 Process control

The quality plan shall include the following items:

a) description of the flow of materials and the processes carried out on them from input to the plant to
delivery to the customer. This shall incorporate a flow diagram;

b) statement of the procedures by which conformity with the specification is to be maintained. This shall
include the procedure for control of batching instructions;

c) schedule for monitoring the performance of the process, complying with the minimum inspection
frequencies in Table 1, resulting in a record of plant performance against the stated tolerances.

NOTE Different process control elements will apply to different production processes so it is not possible to give a
comprehensive list for all applications.

tank configuration and require testing if that period is exceeded without fresh deliveries. In the absence of other information, a period of
two weeks shall be adopted.

5.4 Handling, storage and delivery

The quality plan shall contain procedures to ensure that the bituminous mixture is handled, stored and, where
appropriate Text deleted , delivered with the minimum of segregation or degradation and within the
specified temperature range.

The bituminous mixture shall be identifiable and traceable with regard to its production data. The producer
shall maintain records of relevant data of production, to include date and time of production, which can be
referenced from information on the delivery ticket.

This European Standard shall apply both to situations where the producer is responsible for delivery by
vehicle to a contractor’s site and to those where the contractor collects from the producer’s plant in his own
vehicle. The producer’s quality plan shall make clear the point to which his responsibility for handling storage
and delivery extends.

The producer’s quality plan shall describe the characteristics of any hot storage system and define its mode of
operation. The producer shall ensure through checks, inspections and records that such systems are used
correctly and that bituminous mixtures maintain their suitability for use.

5.5 Plant calibration and maintenance

The quality plan shall identify those items of measuring equipment which require calibration. The frequency of
such calibration shall comply with the requirements of Table 2.

Calibration procedures shall be provided, including the permitted tolerances for the equipment to remain in
service. The quality plan shall state the required accuracy of all plant calibrations and shall identify any that
require traceability to national reference standards (e.g. mass or weight).

The plant shall be maintained to ensure that it continues to be capable of producing bituminous mixture to the
required specifications and tolerances.

6 Inspection and testing

6.1 General

All necessary facilities, equipment and personnel shall be available to carry out the required inspections and
tests.

Inspection and testing shall be carried out at least as frequently as indicated in Tables 3 to 8.

6.2 Incoming constituent materials

Incoming constituent materials shall be inspected and tested using procedures detailed in the quality plan and
to a schedule complying with the requirements of this clause, Table 8 and Annex A. Results of tests carried
out by the supplier may be used if the supplier’s quality plan is called up in the producer’s quality plan.

The required inspections of materials in storage shall be maintained to establish that no deterioration has
occurred.

Detailed requirements shall be as follows:

 aggregates, see Table 3;

 filler, see Table 4;

 binders, see Table 5;

 additives, see Table 6;

 reclaimed asphalt, see Table 7.

NOTE Products CE marked in accordance with appropriate harmonised European specifications may be presumed
to have the performances stated with the CE marking, although this does not replace the responsibility on the producer to
ensure that the bituminous mixture as a whole is correctly designed and its component products have the necessary
performance values to meet the design.

6.3 Finished bituminous mixture

The finished bituminous mixtures shall be inspected and tested using procedures detailed in the quality plan
and to a schedule complying with the requirements of this clause, Table 8 and Annex A.

Appropriate statistical records shall be maintained in order to monitor and verify process capability and
product characteristics.

7 Non-conformity

7.1 General

The producer shall establish and maintain documented procedures to ensure that product which does not
conform to specified requirements is prevented, as far as is reasonably practicable, from use or installation.
This control shall provide for identification, evaluation, segregation (when practical) and disposal of non-
conforming product. All actions shall be documented and there shall be a system for notification of users when
despatch of non-conforming product could not be prevented.

Non-conformity can arise at the following stages:

a) in constituent materials in storage;

b) in processing of the product;

c) in handling, storage and delivery of the product.

In the event that a non-conforming material, product or process is identified, investigations shall be initiated to
determine the reasons for non-conformity and effective corrective action shall be implemented to prevent
recurrence in accordance with procedures documented in the quality plan.

7.2 Non-conformity of constituent material

In the case of non-conforming constituent material, corrective action may involve:

a) reprocessing it;

b) adjusting process control to allow for constituent non-conformity;

c) rejection and disposal of the non-conforming material.

7.3 Non-conformity of bituminous mixture (arising from in-process inspection)

Non-conforming asphalt mixture shall be evaluated and procedures for taking corrective action shall be
followed. Such action may involve:

a) acceptance of the bituminous mixture for despatch following agreement of the customer to accept non-
conforming product;

b) if bituminous mixture produced is of an incorrect type, to redirect it to an alternative use;

c) reject the bituminous mixture;

d) re-work the bituminous mixture to meet the required specifications (e.g. by recycling).

7.4 Non-conformity of bituminous mixture (arising from analysis of finished product under
Annex A)

The quality plan shall identify the action to be taken in process control when non-conforming product is
identified from analysis.

The quality plan shall state the circumstances under which the customer will be notified of non-conforming
analysis results.

8 Inspection, measuring and test equipment


The producer shall control, calibrate and maintain suitable measuring and test equipment.

In order to ensure the testing of incoming constituent materials and finished asphalt conform to the relevant
test method specification, the test equipment is required to be in a known state of calibration and accuracy,
consistent with the required measurement capability.

The following points shall be addressed:

a) accuracy and frequency of calibration, which should be in accordance with the relevant test standard;

b) equipment shall be used in accordance with documented procedures;

c) equipment to be uniquely identified;

d) calibration records to be maintained.

9 Records
The results of Factory Production Control shall be recorded. Sampling location, date and time, as well as
details of the asphalt or constituent materials tested, shall be recorded together with any other relevant
information.

Where the constituent material or asphalt mixture examined does not satisfy the requirements of the
appropriate specification, records shall be kept of corrective actions taken to ensure the product quality of the
mixed material is maintained.

Records shall be stored and maintained in such a way that they are retrievable and be retained for a minimum
period of five years or such longer period that may be required under the legislation of individual states.

10 Training
The producer shall establish and maintain procedures for the training of all personnel involved in activities
affecting quality. Personnel performing specific assigned tasks shall be suitably qualified and competent on
the basis of appropriate education, training or experience, as required. Training records shall be maintained.

NOTE Although a demonstrable training regime may be necessary for the application of 'quality marks', regulatory
marking only deals with conformity of performance characteristics by use of documented procedures. Therefore, although
regulatory marking may require 'competent' personnel to be used it does not specifically require training to be
demonstrated.

Tolerances and test frequencies for finished asphalt

A.1 General

This annex includes tolerances and test frequencies for use in the Evaluation of Conformity of loose mixed
asphalt during production and delivery.

It provides three levels of test frequency: X, Y and Z. Level Z is the minimum level of test frequency which
shall be carried out under all circumstances. Levels X and Y provide progressively higher test frequencies
which can be appropriate where it is desired to give a greater level of assurance in the conformity of the
product with the Initial Type Test (ITT). In all cases test frequency is variable and is increased as the
measured level of conformity decreases. This follows the principle of minimising the risk of future non-
conformity.

It also includes tolerances for the assessment of the conformity of test results.

NOTE The sampling and testing of asphalt sampled at the construction site is beyond the scope of this annex and
different values may be applicable for this purpose.

A.2 Testing, tolerances and conformity assessment

A.2.1 Sampling

Samples shall be taken on a regular and random basis from the finished asphalt at the plant in accordance
with the relevant parts of EN 12697-27 and EN 12697-28, to be representative of the whole production. These
shall be analysed to determine grading and binder content. The analysis results shall be checked for
conformity against the criteria in Table A.1 and shall be categorised as conforming or non-conforming.

The tolerances applied about the target composition shall be selected from the appropriate column in
Table A.1.

A.2.2 Small aggregate mixes

All surface courses (excluding Mastic Asphalt) and binder and base courses with an upper designating sieve
size D < 16 mm.

A.2.3 Large aggregate mixes

Binder and base courses with an upper designating sieve size D ≥ 16 mm.

A.2.4 Mastic Asphalt (Gussasphalt) and Hot Rolled Asphalt

Small aggregate mixes for all surface courses and binder courses with D < 16 mm.

Large aggregate mixes for all mixes with D ≥ 16 mm.

A.3 Operating Compliance Level (OCL)

A.3.1 General

Operating Compliance Level shall be determined by either the single result method in A.3.2 or the mean of
four results method in A.3.3.

A choice shall be made between the single result and mean of four result methods. Only one system may be
operated on a plant at any given time.

NOTE The determination of operating compliance level is a measure of the overall state of control of the production
process and is based simply on the previous 32 results on all materials rather than on individual products or product types.
An analysis is categorised as non-conforming if any of the six parameters detailed under Table A.1 is outside the stated
tolerances These tolerances include allowances for the precision of sampling and testing.

A.3.2 Single result method

The Operating Compliance Level of the plant shall be determined on an ongoing basis by reference to
Table A.2. The results of analysis shall be classified as conforming or non-conforming using the appropriate
tolerances from Table A.1. The number of non-conforming results in the previous 32 analyses shall be used to
determine OCL in accordance with Table A.2. A running record of operating compliance level shall be
maintained at the plant, taking into account also the requirements of Clause 5.

In the event of more than 8 of the previous 32 results being non-conforming, the plant shall be subject to an
immediate and comprehensive review of equipment and procedures.

A.3.3 Mean of four result method

The Operating Compliance Level of the plant shall be determined on an ongoing basis by reference to
Table A.2. Results shall be treated in groups of four analyses of the same mixture. The mean result of each
group of four shall be classified as conforming or non-conforming using the appropriate tolerances from
Table A.1. The number of non-conforming means in the previous eight (32 results) shall be used to determine
OCL in accordance with Table A.2. A running record of OCL shall be maintained at the plant, taking into
account the requirements of Clause 5.

In the event of more than four means in the previous eight being non-conforming the plant shall be subject to
an immediate and comprehensive review of equipment and procedures.

A.4 Test frequency

Test frequency shall be determined on a weekly basis and shall be maintained at the frequency derived from
Table A.3 corresponding to the lowest instantaneous operating compliance level achieved in the previous
calendar week.

On start-up of a new plant or following relocation the test frequency shall be maintained at the frequency for
OCL-C until 32 analyses have been completed. The test frequency can then revert to that indicated from the
conformity of those 32 results.

Following a shut down of three months or more or following a major repair or overhaul the Operating
Compliance Level should be reduced by one level and not changed until 32 results are available from the new
operating sequence.

"A mobile plant that is relocated will be considered in the same way as a plant that has had a shut down for more
than three months or a major repair.".

NOTE This variable test frequency is intended to limit the risk of non-conforming product going undetected and to
ensure a quick reaction to any increase in non-conforming product.

A.5 Mean deviation from target


For each analysis result the deviation from target of each of the parameters: D, D/2 or characteristic coarse
sieve, 2 mm, 63 micron and soluble binder content shall be calculated. For each of the product groups defined
in A.2, a separate running mean of the deviations of each of these parameters shall be maintained for the last
32 analyses.

If these mean deviations exceed the appropriate values in Table A.1 this shall constitute non-conforming
product under 7.4. Appropriate corrective action shall be taken. Operating compliance level shall be marked
down by one level for as long as the mean deviation stays outside tolerance.

Initial inspection and assessment of factory and Factory Production


Control and continuous surveillance of Factory Production Control for
bituminous mixtures

B.1 Introduction
This annex deals with the routine of initial assessment and surveillance of Factory Production Control.

NOTE For the purposes of regulatory marking, there is a requirement for a notified body, appointed by a member
state of the EEA, to inspect the Factory Production Control system to ensure compliance with this European Standard. A
notified body is a governmental or non-governmental organisation, possessing the necessary competence and
responsibility to carry out certification of Factory Production Control according to given rules of procedure and
management.

B.2 Scope
This annex specifies the tasks for assessing the Factory Production Control (FPC) during the initial inspection
and the continuous surveillance.

NOTE There are regulatory requirements under the Construction Products Directive necessary to enable producers
to meet their obligations in respect of applying CE marking.

B.3 Initial Inspection of Factory Production Control


The initial inspection shall:

 Check that the producer’s quality plan complies with all the requirements of this European Standard.

 Visit the plant, review the resources and check the practical application of the system of Factory
Production Control.

If the inspection reveals that not all of the requirements in the producer’s procedures are being met, those
aspects in which the inspection has identified non-conformances shall be documented. The producer shall
remedy such non-conformances within an agreed time period, following which the initial inspection procedure
necessary to verify that remedial action has been taken shall be repeated.

B.4 Continuous surveillance

B.4.1 Routine/regular inspection

The Factory Production Control system shall be subject to surveillance as set out below.

Audit of the Factory Production Control system, by visit to the plant, at least at a minimum frequency of once
per year.

Reviews of relevant quality complaints are to be covered as part of the routine audit.

Assessments of modifications to the Factory Production Control system are in accordance with this European
Standard.

Checks on the correct application of product marking

B.4.2 Cases of non-compliance at the routine inspection

Instances of non-conformity shall be classified and dealt with as follows:

1 System breakdown or failure of major elements of the system shall result in a requirement for full
reassessment and inspection after correction.

2 Significant deviations, with an impact on product quality, shall require correction and a re-inspection audit
of the elements affected within a fixed time period.

3 Minor deviations shall be resolved and confirmed in without the need for a re-inspection.

B.4.3 Changes to the process control or manufacturing process

The producer shall assess and document any changes in the mode of operation of the plant having an
influence on the conformity of mixture production.

B.5 Obligations of producer

The producer shall ensure that he has satisfactorily complied with the requirements for Initial Inspection and
continuous surveillance and that all non-conformances have been discharged as required. In cases where this
has not been achieved he shall not place products on the market. Products placed upon the market without
demonstration, that all non-conformances have been discharged shall not be considered to be compliant with
both this European Standard and the appropriate product standard.

Guidance on evaluation of conformity

C.1 Evaluation of conformity

The procedures in this European Standard, in conjunction with EN 13108-20, constitute a means for the
evaluation of conformity of the bituminous mixture.

C.2 Type Testing

The ENs for bituminous mixtures each include a number of requirements for technical properties. Some of
these are expressed as direct measurements of mechanical properties, such as stiffness or wheel tracking,
whilst others are in the form of surrogate properties such as bitumen content or void content.

As part of the process of evaluation of conformity, it is necessary for the producer to provide evidence that
each mix meets the relevant requirements for technical properties. EN 13108-20 sets out the procedures
which need to be followed in order to achieve this.

These procedures basically involve the testing of a mix at target composition to demonstrate these technical
properties. When this has been done, the results are presented in a Type Testing report, which includes the
definition of the target mix, including its constituent materials.

During the production phase, conformity of the mixed material with the formulation defined in Type Testing is
maintained and demonstrated through the procedures and requirements of this European Standard.

C.3 Factory Production Control


The process of conformity evaluation within Factory Production Control consists of a number of elements,
each of which is be undertaken in order to give sufficient proof of compliance. Whilst analysis of the finished is
an important part of the evaluation, it is not sufficient on its own.

 Control of constituent materials is undertaken to ensure that they comply with the requirements. The
detailed clauses in this European Standard elaborate what shall be done to demonstrate this.

 Control of the process is also important, in such respects as temperature control and control of mixing.
The detailed clauses in this European Standard elaborate what shall be done to demonstrate this.

 Analysis of the finished asphalt is clearly very important. The approach adopted in this European
Standard is described below.

C.4 Analysis
The evaluation of conformity of asphalt by means of the analysis of mixed material is carried out in a number
of different ways under different contractual arrangements. In some cases, acceptance testing of samples by
the customer or client is the principal source of data. In other situations much greater emphasis is placed on
the results of routine samples taken and tested by the producer as part of his factory control procedures. This
European Standard recognises these different circumstances and provides some flexibility of approach, with a
minimum normative level to meet regulatory requirements and more onerous voluntary levels for use in
specific contractual situations.

Three levels of test frequency are included; X, Y and Z.

Level Z is the lowest frequency and is intended as the minimum level applicable to all asphalt to meet the
regulatory aspects of evaluation of conformity for the harmonised standards for bituminous mixtures.

Levels X and Y give higher frequencies and should be used in contractual circumstances where the
producer’s results are intended to carry greater weight in the contractual evaluation of quality.

The format of Annex A is such that different test frequencies can be specified for different mix types.

Importantly, in situations where the evaluation of quality is being made with the involvement of acceptance
testing, the testing required under this European Standard should always be taken into account in the full
evaluation of conformity.

Variable frequency

In all cases, the test frequency is variable, on the basis that the required frequency of testing increases as the
measured level of conformity decreases. The principle is to focus testing effort where there are seen to be
compliance problems, thereby reducing the risk of future non-conformity.

Additional testing of mix characteristics

D.1 General

This annex provides a method for determining physical properties of specimens of bituminous mixtures from
normal production. The results obtained should be declared and used to support extended validation of Type
Testing.

D.2 Sampling, test specimens and testing


Sampling should be carried out in accordance with EN 12697-27 in such a way as to provide adequate test
specimens for the required tests.

In all cases, test specimens should be prepared in exactly the same way as those used in the initial validation
of Type Testing for the product. In particular, the same specimen compaction method should be used.

In all cases, the same test procedure should be used as that employed for initial validation of Type Testing.

Sampling and testing should be carried out at a frequency selected from Table D.1

D.4 Reporting
The results of tests carried out under this annex should be documented in appropriate test reports. In addition
to the information required under the test procedure this should include analysis information on the batch from
which the sample was taken and a means of referencing the sample to the plant production records kept as
part of Factory Production Control.

These results should be retained for future use in the revalidation of Type Testing.

Annex E
(informative)

Special requirements for airfields

International safety regulations apply to airfield pavement works in order to meet safety requirements for
aircraft operations.

These regulations may require a more comprehensive system of Factory Production Control than that suitable
for use on roads and other trafficked areas to give a higher level of assurance and consistency in order to
meet functional requirements in respect of safety.

This is most likely to be required for bituminous mixtures used in surface courses subject to jet aircraft
operations where foreign object damage is a major safety consideration.

A Type Testing procedure in accordance with EN 13108-20 may be required at the start of any supply using
the materials actually supplied to the works.

Revalidation of constituent materials properties at a greater frequency than that normally applicable may be
required during the supply period.

Operating Compliance Level should be established uniquely in relation to supplies made from the plant to the
airfield site.

An absolute minimum acceptable soluble binder content may be applied to protect against foreign object
damage.

Testing of Marshall properties of the mixed asphalt concrete may be required on specimens prepared
generally in accordance with Annex D.
