PART B – Review of Environmental Factors
PART B – REF of this EIA CHECKLIST is for proposed works or projects that require a Part 5
assessment (including development that falls under the Infrastructure SEPP 2007) under the
EP&A Act 1979 and that are considered to have minor and predictable environmental impacts.
The person completing the Checklist has signed the completed E IA Checklist, verifying t hat each of
the steps has been satisfied and no further assessment or investigation is required, AND
The Deter mining Officer has signed the co mpleted EIA Che cklist, ve rified that the environmental
assessment has been completed and that the conclusi on as to the li kely environmental i mpacts of
the project are minor and predictable and permit s the project to proceed subject to relevant
mitigation measures and/or conditions in any approvals, licences or permits, AND
The required notificatio ns have been made and the relevant appr ovals, lic ences and permits have
been fulfilled as outlined in TABLES 2 and 3, AND
All relevant construction personnel are aware of:
o Their responsibilities as detailed in relevant Essential Energy policies
o The project’s Environmental Impacts as documented in TABLE 4

The Environmental Score is determined by multiplying the Likelihood x Extent x Sensitivity E=LxExS
Projects with any HIGH Environmental Scores (>10) must be escalated to the next level of Determining Officer within Essential Energy.
Note: For further guidance on each of the issues above refer to CECM1000,90 Safety, Security, Health and Environmental (SSHE) Manual: SSHE
Handbook. The handbook can be used by non Essential Energy employees; however non Essential Energy employees must not rely solely on the
handbook, but rather should satisfy themselves that their specific work practices are adequately managed in accordance with environmental legislative
requirements.
Essential Energy employees should also refer to CECM1000 SSHE Manual - Environmental sections.

The person responsible for completing this EIA Checklist must consider the other Essential Energy policies
identified in Table 4A that may be relevant to the project or proposed works. These policies may contain
additional Mitigation Measures to minimise or control the Environmental Impacts of the project or
additional requirements relating to how specific activities that are part of the project must be conducted.
If there is a particular issue for which Essential Energy does not have a policy, the Determining Officer
should consult an appropriate supervisor for advice.
