BUDGET MESSAGE

THE HONORABLE MEMBERS

Sangguniang Barangay

Ladies and Gentlemen:

Yesterday and tomorrow and great opposites. What has been done cannot be undone because we cannot go
back to the past. So, we look forward to the future and see what can be done because we have to make our choices
today to effect the changes we wish to make in the shaping of our destiny as a community.

Today, the THREE HUNDRED TWENTY ONE THOUSAND THREE HUNDRED TWENTY PESOS AND TWENTY TWO CENTAVOS (321,322.22) budget
for our Barangay in Fiscal year 2020 that I am asking Sangguniang Kabataan to pass without delay is designated to effect
necessary changes and development to bring us closer to our practical vision of being a self-reliant and progressive
Saangguniang Kabataan.

Furthermore, as mandated by the law we ensure the nine core of our SK Fund will be strictly implemented. Thus,
the Sangguniang Kabataan had set a total amount of each core.

Expected Output for Budget Year 2021

The main rationale why we exist in the barangay is not to collect or fees to spend what we have collected. We
exist because of the goods and services we provide to our constituents make their life easier and happier to live.
For by 2020 the expected results or major final output of goods and services of our barangay as laid out in our
annual investment program are as follows.

A RESOLUTION ADOPTING THE COMPREHENSIVE BARANGAY YOUTH
DEVELOPMENT PLAN (CBYDP) 2021-2023 OF BARANGAY TUAO SOUTH, BAGABAG,
NUEVA VIZCAYA.

WHEREAS, the Sangguniang Kabataan with consultation and with the concurrence
HON. DARRYL C. YACAPIN of the Katipunan ng Kabataan shall formulate a two (2 year rolling plan which shall
SK KAAGAAWAD be known as the Comprehensive Barangay Youth Development plan (CBYDP) which
anchored in the Local Youth Development Plan (LYDP) for calendar years 2020-2022
that shall contain program, activities and projects in conformity with Section 8 of
the Sangguniang Kabataan Reform Act of 2015 (RA 10742);

WHEREAS, the proposed programs, projects and activities which concentrated on

A RESOLUTION ADOPTING THE ANNUAL YOUTG INVESTMENT PLAN (ABYIP)

WHEREAS, the Sangguniang Kabataan with consultation and with the

concurrence of the Katipunan ng Kabataan shall formulate a one year which

WHEREAS, Republic act 1072 otherwise known as the Reform Act of 2015 Sangguniang Kabataan
mandates the preparation of the ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) for
HON. DARRYL C. YACAPIN each by the local Sangguniang kabataan Council to support the priority projects, programs and activities
SK KAAGAAWAD through allocation of funds for prompt implementation;
WHEREAS, the Sangguniang Kabbataan Council has substantially complied with proper programming
of the specific allocation of the 10% Sangguniaang Kabataan Fund pursuant to section 1 of the local
government code off 1991 and the Department of Interior and Local Government (DILG) memorandum
Circular No-98, as amended
NOW THEREFORE, on motion of Hon. Daphne Joy T. Colcol committee chairman on finance, budget,
appropriation, ways and means and it was duly seconded unanimously oversight, it was,
