TheCityofRochester’shousingpolicieshavedestabilizedourcommunityandputfor-profitinvestors
first.That’swhythetenantsofRochesterarecallingonthecitytoStabilizeRochesterthroughaset
offivekeylocalreforms.We’vehadthetenthhighestrentincreasesinthecountry,leaving4 8%of
familiesofcolorinRochesterseverelyrent-burdened.YettheCitygavedeveloperAndyGallinaa$17
milliontaxbreaktogentrifyourcommunityandbuildluxuryapartmentswithrentsof$2,950amonth.
DecadesofracisthousingpolicieshaveblockedmostBlackandbrownresidentsfrom
homeownershipandopenedthedoorformostlywhiteinvestor-landlordsfromoutsideofthecityto
buyupourhomesforprofit.TheCityofRochestermustshiftfromitsInvestor-Firstapproach,which
emphasizestaxbreaksandprotectionsforslumlords,gentrilords,andotherfor-profithousing
investors.Tenantsmakeup64%ofthecity’sresidents--that’swhyweneedtotakeaResident-First
approachbyenactingtenantprotectionsandreversingracisthousingpractices,therebygiving
residentscontrolofourneighborhoods.Thisshiftbeginswiththe5StabilizeRochesterreforms:
1.RentStabilization(OptintotheEmergencyTenantProtectionAct)
OptingintotheE mergencyTenantProtectionAct(ETPA)allowsrentstabilizationandenhanced
evictionandmaintenanceprotectionsforapproximately30,000residents.SeeE TPAFAQSheet.
2.PasstheGoodCauseEvictionProtectionLaw
Byendingno-causeevictionsforover100,000residents,thislawwouldgivetenantstherightto
renewtheirtenancy,protecttheirrighttoorganize,protectagainstexcessiverentincreases,and

3.PasstheNoCofO,NoEvictionLaw
TheCityhasallowedhundredsoflandlordstorentoutandevicttenantsfrombuildingswithouta
CertificateofOccupancy(CofO).SomeoccupiedrentalbuildingshavegonewithoutCofOsfor8
years.RequiringaCofOtofileanevictionwouldputrealteethbehindthelaw,givinglandlordsmore
ofanincentivetomakerepairsanddecreasingevictionsfromtheworstslumlordsintheCity.
4.EnacttheRochesterTenantRighttoCounselLaw
Stemthetideofillegalevictionsbypassingalocalordinancepermanentlyguaranteeingeverytenant
arighttocounselinevictionandhabitabilitycases.SeeP rinciplesandKeyComponentsinRightto
CounselLegislation.
5.RepealtheCity’sLuxuryHousingTaxBreakProgram(Optoutof485-a)
EndtheCity’spolicyofsubsidizinglargedevelopers(the485-ataxbreak)tobuildluxurymarketrate
housing,whichdrivesuprentcoststhroughoutthecity.Currentlydevelopersaregettingtaxbreaksof
