llow me to begin by wishing the entire workforce of the
Philippine National Police (PNP) Information Technology
Management Service (ITMS) a fruitful 56th Founding
Anniversary Celebration. Being the strong and dependable
IT arm of the PNP for 56 long years since your inception
on October 18, 1965 is a remarkable testament of your service to the
organization.

Your theme for this year’s celebration: “Charting the Path to the
Next Normal through Innovation, Teamwork, Motivation and Service-
orientedness Amidst the Pandemic,” reflects the innovative systems
that you have introduced to the PNP during this time of the global health
crisis. One of which is the PNP COVID-19 Data or the PNP CODA which
efficiently stores pertinent information on COVID-19 cases related to
our personnel.

The significance of Information Technology is truly felt and appreciated


with the presence of your IT Project Officers in different PNP offices and units nationwide, since
we need to continue functioning, particularly on the constant coordination with our stakeholders
through videoconferencing platforms during this pandemic.

Truly, I am convinced that ITMS is on its way to conquer the Next Normal through Innovation,
Teamwork, Motivation and being a Service-oriented unit of the PNP.

Motivation and Service-orientedness Amidst the Pandemic.”

I am simply proud of the fact that you have responded more


than adequately to the technical challenges under the New
Normal. ITMS is definitely onboard with the fast changing times
providing the PNP with the latest trends in the field of Information
Technology to effectively deliver a prompt and quality service to
the public and the community.

With the crafting of the PNP ICT Master Plan, also known
as the PNP Digital Transformation Roadmap or PNP S.M.A.R.T.
Policing, we are now at the forefront of the PNP towards the
realization of a Secured, Mobile, AI-driven and Real Time policing,
particularly during this pandemic.

I
n relation to our theme for the ITMS 56th Founding Anniversary
Celebration this October 2021 “Charting the Path to the Next
Normal through Innovation, Teamwork, Motivation and Service-
orientedness Amidst the Pandemic” I truly believe that we have
just entered the gateway to the future of law enforcement. As the
experts say, Information Technology is inevitable. It has taken over
the private and public industry from shopping, transportation to
food and delivery services. Everything is now online including our
business meetings, trainings, seminars and conferences, and I am
certain that ITMS plays a big part in the digital transformation of
the PNP organization.

It is already a fact that most of our major programs and projects


are future milestones of this organization. Among these are: the
Human Resource Management Information System (HRMIS) and
Support to Operations Management Information System (SOMIS).
These major projects of ITMS are intended for the stakeholders
particularly on the Human Resource Management and Automation
of Front-Line Services of the PNP; the PNP COVID-19 Data (PNP CODA), a database system that
helps expedite the process of recording those infected by the COVID-19 and contact tracing of
those who were in contact with them. It also efficiently stores pertinent information on COVID-19
cases such as RT-PCR testing and its result.

In addition, this Service is also responsible for the development of the E-SUMBONG:

(CRMIS) is a web-based Information

clearances by harnessing
the power of technology, the
National Police Clearance System (NPCS)
has significantly supported the PNP
operations on its anti-criminality campaign.

Since 2018, the PNP through

which continues to support the PNP’s
anti-criminality campaign and make
use of the existing PNP crime-related
databases including e-Rogue, e-War-
rant, Crime Information Reporting
and Analysis System (CIRAS), Case
Information Database and Management
System (CIDMS) or the Next Generation
Investigation Solution (NGIS) of the
Directorate for Investigation and
Detective Management (DIDM). NPCS
modernizes its crime-record checking
and improves investigation and detec-
tion services.By capturing fingerprints in every transaction, we are creating a digital
fingerprint database build-up adding significant records in support for investigations
purposes. Being able to make concrete verification of records in real-time has beneficial
effects on the improvement of Checking Criminal Records.

With NPCS, the applicant can apply online at their most convenient time and get their
clearance at the Police Station of their choice by setting for an appointment. Applicant’s
case history can be verified from the PNP crime-related databases anywhere you are.

The blessing was officiated by REV. FR


(FSUPT) RANDY C BALUSO, Chief of
Chaplains, Bureau of Fire Protection and
was graced by no less than the Chief
of the Philippine National Police, PGEN
GUILLERMO LORENZO T ELEAZAR.
Among the guests who joined the event
were PLTGEN MANUEL M ABU, D, DIPO-
EM, PMGEN ALEXANDER J SAMPAGA,
TDICTM, PBGEN FILMORE B ESCOBAL,
RD, PRO 11 and PBGEN DANIEL C
MAYONI, D, ITMS. The Command Group
and Regional Staff of PRO 11 were also
present during the said event.

The activity started with an Invocation


followed by the cutting of the ribbon and
unveiling of the marker. After this came
the actual blessing of the whole building
from the 1st floor to the 5th floor. Before
the Inauguration ended, a token from
TDICTM and Director, ITMS was given to
the Chief, PNP and RD, PRO 11.

All in all, the event was a success and


a solid proof that the PNP leadership
through DICTM and ITMS is truly on its
way towards the establishment of more
Regional IT Centers all over the country as
the PNP moves forward to the realization
of its Digital Transformation Program in
the not so distant future.

Division (ITSD) has been conducting network support and

he onset of COVID-19 during
the first quarter of 2020 took
the whole nation by surprise
and continuously challenged
the operational capability of the
PNP to effectively enforce the
government anti-COVID plans while
ensuring peace and order and
public safety. As the PNP took the
crucial role in the containment of
the disease, manning, and serving
quarantine control points, our
personnel became more vulnerable
to infection as police officers are
exposed inevitably to COVID-19
virus.
To overcome this challenges, Station Health Units were
institutionalized to ensure proper assessment of personnel,
disseminating and facilitating instructions pertaining to Contact
Tracing, other Health and COVID-19 related instructions from
Administrative Support for COVID-19 Task Force (ASCOTF). To
this effect, the ITMS Station Health Unit headed by PLT MARLY M
MOSLARES was officially formed thru ITMS General Order Number
2020-26 on December 4, 2021.

Best Pratices
During the course of its activation, the following best practices were
implemented by SHU:

1. Designation of dedicated support to closely monitor and conduct


Teleconsultation to personnel with reported symptoms for
immediate intervention;
2. Prior the implementation of PNPCODA Self-assessment, Daily
Diary thru Google Form was instituted to monitor the symp-
toms and whereabouts of personnel for Contact Tracing pur-
poses.
3. 3In coordination with BFS and LS, assistance in the form of
Relief Packages to all patients were distributed during their
isolation to help boost their morale and convey the support
of the ITMS family;
4. Weekly COVID-19 Situationer is regularly presented during
Staff Conference to brief the ITMS Command Group and Staff
on the latest standing of the Unit against COVID-19; and
5. Pertinent reports and compliances such as ASCOTF Dash-
board, Symptomatology Monitoring, Self-assessment Com-
page pliance, and Case Tracing Reports are regularly submitted for

A s the designated project owner, the Directorate


for Personnel and Records Management through
the Discipline and Law and Order Division utilizes the
Punitive Module of the Philippine National Police Internal

Command Group and developed by Information Technology Management Service, an
online information system that records and monitors the State of Discipline and Squad

the systems investigation, design and development of the web
application with the approval of the DPRM Command Group and

were able to recommend the digitization of required reassignment
files and attachments as to provide the ease of access for users in
the application process.

E-Claim Information System

T he Directorate for Personnel and Records Management through the Budget and
Fiscal Office spearheaded the redesign of the standalone claims and reimbursement
system into an interactive and online web application system. The new
online system will bolster the convenience of units and personnel in
verifying the status of their various claims and reimbursements such

ITMS from Police


HERERegional Office 2 conducted networking, cabling, and
installation of internet connectivity to all offices within the camp. This is
one of the best practices or PRO 2 which is highly appreciated by all offices
from the Command Group to the Regional Staff. Despite the pandemic, ITMS
personnel maintains the cleanliness and operation of all computers
of RHQ and RSUs. Every office had their computers cleaned.
Further, the computers for repair and maintenance were brought
for troubleshooting.

Due to the pandemic, all offices are relying on the expertise of ITMS
PRO 2 personnel particularly on the the use of video conferencing
platforms. This Office also initiated the conduct of seminars to
provide basic knowledge pertaining to the utilization of Zoom
Application to selected personnel. The Regional Director together
with his Command Group has been very appreciative of the efforts

The Information Technology Project Officers of
DPRM facilitated the review of the old business
process and the configuration and development
of the web application with the approval of the
DPRM Command Group and the coordination of
the BFO, DPRM focal persons. The ITPOs were
able to deliver the prototype web application using
the newly provisioned development server intended PROCOR NCRPO
for research and Directorate for Personnel and
Records Management.

With the recent institutionalization of the ISO Standard


9001 for Quality Management, the Directorate for
Personnel and Records Management sought to
gather their service efficacy and reach through the
conduct of online survey. This is to further improve
their services and assess feedback for the needed
process realignment.

The Information Technology Project Officers for


DPRM facilitated the creation of an open-source and
agile online survey forms that is ideal in this trying
times of the pandemic. The ITPOs were able to
cascade the online form and mentored the respective
DPRM Division to collate and generate their desired page
statistical analysis based on the captured data from 37
