METHOD STATEMENT
FOR EARTHWORKS (REV 00)
REKA IKHTIAR SDN BHD.

1.0 GENERAL
The purpose of this Method Statement is to outline the role and responsibility of
surveyor and the importance of setting out works for construction purpose.

The following scope of works define the activities which will be carried out for the
implementation of Earthwork according to the prescribe drawing:
o Preparation of Work
o Roadway Excavation
o Embankment Filling

4.0 CONSTRUCTION METHOD


4.1 Preparation Works
a) Establish the Boundary / Limit of Earthworks as per construction drawings with
proper setting out and pegging. (Survey Setting Out in separate methodology
statement)

b) The entire width of the road reserve from left side to right side boundary shall be
cleared of all trees, stumps, shrubs, vegetation and debris. All rubbish and
cleared off materials shall be removed from the working area and must be placed
at designated area within the limits of works.

c) Top soil of about 150 mm must be stripped off.

d) Structures affected by the permanent works will be demolished and be cleared


off.

e) Survey setting will be carried out to determine the original ground level according
to actual site condition.

4.2 Roadway Excavation


4.2.1 Excavation of Earth Material

a) After setting up the road centerline, the surveyor will determine the positions and
elevation of side. Slope pegs will be provided to guide the earthwork team to
start road excavation.

b) Start excavation to the general formation level as shown on the drawings by


using excavator, and or by using bulldozers starting from the top of the cut area
until the formation level is achieved.

c) Carting away of earth materials will be by the use of excavators and ten (10)
wheeler dumping trucks. Location of dumping areas within the road reserve areas
must be submitted to the SOR for further verification and approval. In case of an
adjacent dumping site nearby the working area, bulldozers may be used.

Excavation or bulldozing of earth to the formation level must be checked properly


to avoid over-cutting of earth.

d) Suitable materials shall be hauled to fill areas or dumped at designated dump site
within the road reserve area. In case of excessive material, an external dumping
ground must be defined and must be agreed by the landowner. All location of
dumping site outside the road boundaries must be submitted to the SO/SOR.

e) Excavation to formation level must follow the approved cross-section according to


the construction drawing. Assessment of volume of earth carted away will be
carried out with the presence of the SOR.

f) Cutting slopes shall be cleared of all loose rock fragments (if any) and cut slope
shall be 1V:1H, as stated in the drawings, unless otherwise specified or directed
by S.O. The surface of slopes shall be trimmed to an even profile.

g) Surface drains such as interceptor drains, bench drains, slope drains, cascading
drains shall constructed on all surface, as specified in construction drawings, to
discharge water run-off to avoid future erosion or slope failure.

h) The level of the bottom surface of a cutting shall be maintained above formation
level where movement of constructional plant is required. This is to prevent
damage to the subgrade.

i) For cut area supporting R.C. structure base or embankment, the top 300 mm of
the subgrade shall be scarified and recompacted to not less than 95% of the
maximum dry density, or otherwise directed by S.O. / S.O.R

j) Where hard material will be present, ripping method will be implemented with the
use of bulldozer

4.2.2 Excavation of Hard Material by Ripping Method

a) The area of hard material to be excavated by ripping method must be determined


and assessed by the SOR. Topographic survey must be performed for volume
calculation.

b) Side slopes shall be maintained according to the drawing. Cut slope will be
2V:1H as specified in the drawings.

c) Drains, as stated in section 3.2.1.7 shall be constructed according to the drawing.


Bench drains will be constructed of at least 2.0 m width.

d) Ripping off hard material will be by the use of two (2) steel teeth attached at the
rear section of the bulldozer.

e) All ripped materials shall be disposed off of site. Method of disposal is by


bulldozing or by load and dump method using excavator and 10 wheel lorries.

f) Where ripping method is not possible, the hard material will be classified as rock
material.

4.2.3 Excavation of Rock Material

a) Expose all rock material by clearing up and hauling out ripped and loose
materials.

b) Rock material will be classified with the presence of SO/SOR using ripping
method. Ripping of rock material must follow the standard procedure on how to
classify rock. ( Rock blasting method of statement )

c) Once the area is identified as rock, topographic survey will be conducted with the
presence of SOR to assess the volume of rock to be removed.

d) Rock materials will be extricated by blasting. Blasting will be executed on the


entire volume calculated until the formation level. (Separate method statement for
blasting will be submitted)

e) Surveyors will set out slope pegs and limits of blasting all in accordance with the
construction drawings to ensure that no over-blasting will take place.

f) Blasted material will be carried away using excavators and lorries. Location of
dumping grounds will be determined and must be submitted for SO’s approval.

g) The level of the bottom surface of a cutting shall be maintained above formation
level where movement of constructional plant is required. This is to prevent
damage to the subgrade.

h) All drainage structures shall be constructed according to the figure required in the
construction drawing. In areas where rock is present, blasting will be controlled to
define the formation of drains. The use of pneumatic or hydraulic breakers may
be used in areas where controlled blasting is not possible.

i) On areas classified as rock, bench drain will be constructed with a minimum


width of 5.0 m.

4.2.4 Removal of Unsuitable Materials

a) Identified unsuitable materials shall include running silt, peat, logs, stumps,
perishable material, slurry, mud or any material of the following nature:-

 Consisting of highly organic clay and silt


 Which is clay having a liquid limit exceeding 80% and / or plasticity index
exceeding 55%
 Containing large amounts of roots, grass and other vegetable matter

b) Either one of the two methods below or both will be used to load and haul:

 Hydraulic excavator loaded into waiting dump trucks and haul to fill areas or
dump area.

 Hauling of materials from cuttings to embankments or other areas of fill shall only
be undertaken where sufficient spreading and compaction plant are operating at
the place of deposition to ensure compliance with the compaction requirement.

c) Where unsuitable material has to be removed below the natural ground level or
below the formation level in cuttings as directed by S.O. / S.O.R., the resultant
excavation shall be backfilled with suitable material, deposited and compacted
as specified for embankment or filled area construction

 The material for the top 300 mm of the subgrade shall have the following
minimum properties:-

 Maximum size Not more than 25mm


 Liquid Limit Not more than 45
 Plasticity Index Not more than 20
 Soaked CBR not less than 5% (when compacted to 95% of the maximum dry
density under 4 days soaked condition

4.3 Filling and Embankment Construction


4.3.1 Earth Embankment Filling
a) Remove all unsuitable materials, rubbish, shrubs, timber logs, and other loose
material by carting away from the fill area all with the satisfaction of the SOR.

b) Samples of soil from cut area with different nature shall be taken for laboratory
tests to determine the suitability of the soil as fill materials. Sampling location
shall be recorded. All laboratory tests shall follow the approved specification and
quality assurance stated in the QA/QC plan. The frequency of the test shall be at
every change of source.

c) Fill materials for use in areas of fill and embankment construction shall be
suitable or approved materials obtained from excavation in cuttings or
designated borrow pits. No filling / backfilling works shall be carried out until
inspected and approved by S.O / S.O.R. The fill material for the top 1m below
the formation level shall have CBR value not less than 5%. For the top 300 mm
below the formation level, the material shall meet the requirements

d) Spreading and leveling of the hauled materials will be done using bulldozers
and/or backpushers to the specified loose thickness determined from trial
compaction done prior to the actual commencement of bulk earthwork.

e) Compaction will be done in layers of a maximum height of 300 mm. Compaction


will be by the use of a roller

f) For landfill, the frequency of Plasticity Index Test, Field Density Test and
Compaction Test shall be 3000 mm2 per layer. For Road subgrade, the
frequency of Field Density Test shall be 500 mm2 per layer, but Plasticity Index
Test, Compaction test per layer.

g) Earth fill shall be compacted in layers not exceeding 300 mm loose thickness,
unless otherwise directed by S.O/S.O.R. or as determined from trial compaction.
Field compaction trials shall be carried out as directed by S.O./S.O.R. for each
main type of fill materials prior to any subsequent filling works to determine the
number of roller passes in relation to the loose depth of materials and type of
compaction plant used to achieve the desired compaction as determined by
Field Density Test. Each main type of fill materials shall have been tested with
Compaction Test and CBR test before any field compaction trials.

h) The degree of compaction for fill below the top 300 mm of subgrade shall be not
less than 95% of maximum dry density. Throughout the top 300 mm of
subgrade, the material shall be compacted to not less than 95% of the maximum
dry density. The top 300 mm shall be compacted in two layers at 150 mm each.

i) The materials for each layer of earth fill shall be added with water or aerated and
dried, as necessary, to bring its moisture content to a uniform level and optimal
for compaction.

j) The formation of fill area shall be finished fair, free of potholes, gullies and
depressions. The finished levels of fill shall nowhere be lower than those shown
in drawings. For road works, the top surface of subgrade shall be finished to the
required shape, super elevation, levels and grades according to the construction
drawing and specification.

k) Each layer shall extend over the full width of the filled area and shall be
compacted with 12-15 tons working capacity vibrating roller as soon as
practicable after being placed and spread.

l) Where filling is to be constructed against existing slope, the slope shall be


excavated to form benches with horizontal and vertical faces. The benches shall
be of suitable width to accommodate construction equipment such as rollers

m) Where the embankment surface for constructional traffic is necessary, the area
shall be brought up to a level above formation level by minimum 300 mm thick.

n) When it is necessary to trim off the formation to its final level, the excess material
over the carriageway shall be removed in a single operation. Thereafter no
constructional plant shall be permitted over the finished embankment other than
machines used for the final trimming operation until the commencement of the
pavement construction works.

o) For compaction of embankment slope, each compacted layer shall be extended


beyond the design slope surface by at least 600 mm and then trimmed back to
the required slope angle in an even profile.

p) Surface drains such as berm drains, embankment slope drains shall be


constructed all in accordance to the construction drawing.

4.4 Protection and Maintenance of Earthwork


a) Slopes shall be protected from erosion due to rainfall run-off or other water
discharge by the provision of berms, ditches and similar facilities.

b) Upon completion of earthworks and under favorable weather conditions, the


turfing of slopes shall be promptly undertaken.

c) The slopes shall thereafter be properly watered, fertilized and maintained until an
adequate carpet of vegetation develops along the slope sides.

d) All earthwork surfaces shall be kept well drained throughout the course of the
earthwork operation by providing temporary water course, earth drains to ensure
surface dry and well maintain.

e) Temporary drainage systems, silt trap and washing bay shall be provided. Any
silt deposited in the existing drains shall be cleared.

f) Where settlement or erosion occurs at completed areas, it shall be made good to


the required level.

5.0 SAFETY REQUIREMENTS


The project management shall ensure that no accident and irregularities at site
during working hours at all times. All work activities must follow safety procedure.
Personal protective equipment must always be used in all areas of works. Proper
signage, detours, safety barricades and likes must be present at any time of the day
to provide early warnings.

5.1 Roadway Excavation


a) Access roads must be constructed at a safe distance from the excavation works.
Access roads shall be maintained and must be passable at all times.

b) Dumping away lorries must be provided with a spotter or flagman during hauling
and dumping.

c) Detour sign, “AWAS”, “DANGER” sign must be placed on working areas.

d) Maximum speed of 20 km/hr must be implemented to control traffic and reduce


the presence of dust during good weather.

5.2 Embankment Filling


a) Early warning devices such as “AWAS”, detour signs, “DEEP EXCAVATION”
shall be placed a few meters away from the working area.

b) Provide flagman to ensure traffic control on area of work

c) In case of deep excavation, provide barricades, detour signs, reflectorized


paints/stickers or warning devices visible at night on working areas

d) Speed limit of about 20km/hr must be implemented to control traffic

7.0 SPECIFIED REQUIREMENTS


In particularly under the specified requirements, criteria and procedure had been
defined in the work methodology and others specific standard requirement all shall
followed under contract specification.

8.0 VERIFICATION ACTIVITIES


Under the requirement of verification activities all activities shall referred to our
approved Inspection Test Plan listed under our approved QA/QC Plan. Activities with
inspection and sequences of checking follows the procedure stipulated in the QA/QC
Plan.

9.0 EXPECTED OUTCOME


a) Earthwork activities shall be implemented according to the Standard
Specification for Road Works. Earth cut and embankment fill must be
constructed to the required formation levels and grades as shown in the
Drawing. Trimming and forming of banks shall be to the profiles as shown in the
Drawing or as directed by the S.O/S.O.R. All excavated materials shall be
removed from Site and the depressions including holes resulting from the
grubbing of tree roots shall be filled with approved fill materials and well
compacted. Contractor shall ensure that all works are within the road boundary
and is well maintained to standard. The clearing, excavation, filling/backfilling,
compaction will bring the entire site to formation / platform / subgrade level for
the subsequent works to be carried out according to the specification all to the
satisfactory of S.O. / S.O.R.

b) All personnel in-charged, Project Management Team and personnel involved in


the implementation must take their responsibilities and must follow the sequence
of activities according to Project Implementation Plan.
