MASTER’S GENERAL LETTER

AA. Maintenance

1. Main deck
- 85% are in satisfactory condition
- And requires spot derusting/painting
2. Main Deck between Hatches
- 75% are in satisfactory condition
- And requires spot derusting/painting
3. Hatch Coamings externally
- 85 % are in satisfactory condition
- Spot derusting/painting in progress
4. Hatch Tables
- Generally satisfactory.
5. Hatch Covers externally/internally
- 85% are in satisfactory condition
- And requires spot derusting/painting
6. Cranes including cargo wires and cargo blocks
- Only 3 Cranes are operational (Crane no. 1,2,4) Crane no. 3 was officially
condemned
- Cargo Wires and blocks are in satisfactory condition
7. Cargo Holds
- Holds no. 1-5 are 75% satisfactory condition
- And requires spot derusting, scraping of loose paint and painting during ballast
condition
8. Forecastle Deck and Accommodation Decks
- Plates all around Bollards Fore and aft deck to upgrade
Note: some portion were already renewed.
- Doublers aft to upgrade esp. area w/ holes or pitting,
9. Accommodations externally including funnel
- Funnel was in satisfactory condition
- Spot derusting/painting
10. Accommodation Spaces (toilets, bathrooms, galley, hospital, cabins)
- Toilets, bath rooms, hospital and cabins are in satisfactory condition
- Galley drainage sometimes back-fires foul smell, regular flow of hot water
to maintain during cleaning to unclog any build-up of oils/fats.
- Re: hospital flooding – caused was due to defunct overboard discharged valve
that backflows the drainage to the lower section of vessel’s accommodation. (already
maintained by Engine Crew).
11. Deck Machinery (windlass, winches, including their foundations)
- Winches - though has satisfactory result during last brake test, thinned brake pads
must be renewed in due time especially on aft mooring winches. (Portside windlass
brake pads and 1 stbd foreward brake pads was renewed last Jan. 2016
12. Safety Equipment (Lifeboats, life-rafts, fire line/hydrants)
- L/B were serviced in Varna, Bulgaria last 11 March 2016,
Thinned Turn-buckles and shackles to replace with new one (L/B skates, and the one
connected L/B falls wire. (materials rcvd in Piraeus 31 March 2016 – sched. For
replacement
- Life-rafts – some screw pin shackles needs to be replaced w/ stainless type screw pin
shackles ( Materials rcvd in Piraeus 31 March 2016 / though not SS will apply anti-
corrosion grease to maintain.
- Fire hoses connection ( one end of 3 sets are off spec w/fire hydrant connection,
As per infos. From 3/O this item are on request but correct one was not yet supplied
For follow-up to office.

13. Safety Equipment items expiring w/in the next 3 months


- All w/in valid dates for the next 3 months.
14. Bridge/Navigation System
-GPS – new antenna and cable was installed in Varna 15 March 2016 / Existing old
Cable and antenna maintained as an alternative in case of need.
-AIS - satisfactory.
- SPEED LOG- not giving correct speed /for service calibration next DD
- SVDR = Working Satisfactory / Newly Seviced – renewed in Varna Last 11 -15 March
2016.
- INM-C Unit/Radio Tel. = satisfactory
- Gyro Compass – satisfactory
- Echo Sounder – new - ok
- Aldis lamp - ok
- Wind Indicator - ok
- VHF/DSC = Working Satisfactory
- RADAR / ARPA – working satisfactorily.
- GMDSS Battery - Ok
- EPIRB – ok
- SART – ok ( notice stbd side does not immediately activate during the test)
- ME RPM Indicators (Bridge) – not operational.
-RPM Indicators on Bridge – serviced and repaired in Varna last 15 March 2016 nad
working properly.
BB. Serious Defects and repair schedule
1. Air Conditioning System of accommodation – remains out of order after service in
Piraeus Greece 30-31 March 2016.
2. Dewatering System valve – Oil indicator remains at Overfill position (Observation: The
Indicator seems stucked up at overfill position) – Note: The dewatering system valves
Remains satisfactory operational in locally and remote (Bridge/Engine Ctrl ).
3. Speed log – For DD repair/service & calibration.

CC. Living Standard onboard, referring to condition of:


1. Hot/Cold Water System – Satisfactory
Water supply – most of the time crew are having water discipline due to voyage/port
inconvenience to replenish water supply.
2. Accommodation Heating - Satisfactory
3. Air Conditioning System – out of order
4. Cleanliness of cabins, galley, mess rooms, bathrooms and toilet - satisfactory
5. Sanitary System - satisfactory
6. Entertainment Means ( TV/VIDEO /etc)
- TV local antenna was not working though connections are available.
- Suggest to have satellite TV antenna.
- Movies in HD – supplied by office last 30 March 2016

DD. Crew Matters

1. Satisfactory / Last supplies received 30 March 2016 – Piraeus Greece.

FF. Quality/Safety Management System ( ISM/ISO 9002)


1. Crew familiarization/training – satisfactory.
2. Suggest in the future to avoid crew-change wherein all Officers or Engineers are
signing off at the same time.

GG. Other Issues/Matters


1. Remains as per my previous recommendation - Hydraulic lines main and return -
some sections are corroded not recommended for chipping/derusting but complete
renewal from flange to flange.
2. Fire Line/Ballast line on deck – Some corroded sections to renew ( Renewal in
progress)
3. Old air system / fw pipes to removed, crop out on deck
4. Floodlights- are of satisfactory condition, additional lightning for better illumination at
night time (cargo ops in port/anchorage). (Mentioned on SSP/SSA review last Dec 2015).
5. C-Deck around accommodation aft – some section are of thinned plates, to upgrade.
6. Mooring ropes – New 2 coils supplied in Piraeus 30 March 2016.
7. Additional Working Gears (Cover-alls, parka, working gear rcvd 30 March 2016 Piraeus,
Greece).
8. Portable Gas instruments – 1 set onboard / another set landed w/ S/E 31 March 2016.
9. High Risk and War Risk – are applied to MGA whenever vessel pass/berthed
HRA/WRA to Filipino seafarers as per Philippine Govt. agency (POEA)
