Republic Act 10742 Section 2 of the Implementing Rules and Regulations (JRR) states that "The
state recognizes the vital role of the youth in nation-building and thus, promotes and protects
their physical, moral, spiritual, intellectual and social well-being, inculcates in them patriotism,
nationalism, and other desirable values, and encourages their involvement in public and civic
affairs.
Towards this end, the state shall establish adequate, effective, responsive and enabling
mechanisms and support systems that shall empower the youth and ensure their meaningful
participation in local governance and in nation building.
As of today, there are only 93 financially independent SK out of 199 in the Province of South
Cotabato which is crucial in terms of managing their financial transactions. On the other hand, in
support to the institutionalization of the Governance Exemplars for Meaningful Service for
Sangguniang Kabataan (SK GEMS) an orientation shall be conducted to ensure 100%
participation of the SKs and increase level of performance based on the indicators of said
assessment.
In relation to this, the Sangguniang Kabataan Provincial Federation in partnership with the
Provincial Youth and Development Office (PYDO) will be conducting a series of Sangguniang
Kabataan Financial Training and Governance Exemplars for Meaningful Service
Orientation at Greenleaf Hotel, General Santos City. The activity will run in 3 batches from
February 28,2022 - March 16, 2022 with the SK Chairpersons, SK Treasurers, SK Secretaries and

SK BMOs as participants. A registration fee of Php 6,000.00 shall be collected to defray expenses for
the said activity in accordance to government accounting rules and regulations. Attached is the
letter request of Han. Alyssa Marie L. Fale, SK Federation President, and the program of activities
for reference.

In the previous years, the Sangguniang Kabataan financial transactions were processed and
managed at the barangay level, but with the enactment of Republic Act No. 10742 otherwise
known as the "Sangguniang Kabataan Refonn Act of 2015," the SK was given financial
independence in handling its operations, collections of receipts and disbursement of SK funds.
As of today, there are only 93 financially independent SK out of 199 in the Province of South
Cotabato which leaves 106 SK still dependent on their barangay.
On the other hand, the Governance Exemplars for Meaningful Service (GEMS) for
Sangguniang Kabataan: The Search for Most Outstanding SK in Region XII enhances the
momentum of the SK in implementing programs, projects, and activities that would contribute
to developing patriotism, nationalism, and other desirable values among the youth. The GEMS
for SK is a driving factor to assess the effectiveness, efficiency, and innovativeness of the SK.
Accordingly, the functionality of the SK in the Province is vital and necessary. Thus, the SK
Provincial Federation in coordination with the Youth Development Office of South Cotabato
will be conducting a Sangguniang Kabataan Financial Training and Governance
Exemplars for Meaningful Service Orientation at Greenleaf Hotel, General Santos City
from February 28, 2022-March 2, 2022; March 3-5, 2022, and March 14-16, 2022. The
Three (3) days activity per batch aims to empower the SK Chairpersons, SK Secretaries, SK
Treasurers, and Budget Monitoring Officers in handling their financial operations and
preparing the documents required for the performance audit. The following table presents the
schedule and list of Municipalities and City for a certain batch:
Moreover, in the conduct of this training and orientation, the minimum public health standard
issued by the Department of Health and other existing guidelines issued by the Inter-Agency
Task Force shall be strictly followed. All participants must be fully vaccinated and shall be
divided into three (3) batches to conform to the Alert Level 3 Status of General Santos City.
The Greenleaf Hotel Management shall cater to Thirty Percent (30%) with an additional Ten
Percent (10%) venue/seating capacity for indoor activities since it has been awarded Safety
Seal CertifiGate under the earety eeat Certification program.

Furthermore, the table below presents the daily schedule of activities/topics and the
responsible persons/offices to handle such:
Finally, the registration fee for this training shall be Six Thousand Pesos (P6,OOO.OO) per
participant which covers the training expenses such as training fees, honoraria of lecturers,
cost of hand-outs, supplies, materials, meals, snacks, and all other related expenses subject
to the usual budgeting and accounting rules and regulations.
On behalf of the SK Provincial Federation, I would like to request your good office to issue a
memorandum circular to help us enforce the conduct of SK Financial Training and GEMS
Orientation.
