THE PLANNING WORKSHOP ON THE CAPACITY DEVELOPMENT AGENDA FORMULATION AND

ITS LINKAGE TO THE OFFICE PERFROMANCE COMMITMENT REVIEW (OPCR).
Rationale:
As the term of the incumbent LGU officials now at the homestretch following the Halalan 2022
this May 2022, most of the mandated LGU plans will end and immediate revision will have to be
made. These plans include those mandated by the Local Government Code of 1991 and other
thematic plans required by the various national government agencies.
Among these plans is the Capacity Development Agenda (CapDev) for 2022-2024. Capacity
Development Agenda is a comprehensive three-year plan that will guide the LGU in
implementing capacity development initiatives. Capacity development is the process by which
individual competencies and institutional capacities are enhanced through strategic and
integrated interventions to equip and empower LGUs to fulfill their accountabilities and
produced desired results.
Among the various resources the organization have is human resource which is the most crucial
among all the resources needed, in fact it can make or break the future of the organization.
Realization of the vision-mission and goals relies heavily on how you manage the human
resources, the structure itself, the people’s competencies, management systems, knowledge
and leaning, enabling policies and leadership or what we called the six pillars which need to be
evaluated and analyzed to ensure the effective and efficiency of the whole institution.
It is this premise that this planning workshop will be held aimed primarily to come up with
municipality’s Capacity Development Agenda for 2022-2024.
Objectives:
This activity aims to achieved the following:
1. To formulate the Capacity Development Agenda 2022-2024 of the municipality;
2. To review the V-M-G of each to the municipal offices and its linkage with the overall
VMG of the municipality;
3. To come up with the organizational structure of each of the municipal offices;
4. To discuss the OPCR of each of the municipal offices and its linkage to the CapDev
Agenda of the LGU.
Methodology:
This planning workshop activity is of two parts, first a Zoom Meeting and the 2-days face-to-
face activity which will feature presentation of the output and critiquing.
The Zoom Meeting will be held on December 1, 2021 where the following activity will be
undertaken:
1. Review of the LGU Vision-Mission-Goals
2. Formulation of each of the department’s VMG
3. Formulation of each of the Organization structure including the department functions,
duties and responsibilities
4. Formulation of each of the OPCR of the various municipal offices
The 2nd part which will be the finalization which include presentation of output will be on
December 7 & 8, 20021 to be held face-to-face in Forest View Leisure Residences located at
Morong Bataan.
Final output of the CapDev Agenda will be submitted to the DILG on or before December 15,
2021.
Budgetary Requirements:
The total budgetary requirement for this planning workshop activity is peg at PhP192,200.00,
detailed as follows:
Hotel Accommodation with Food & Refreshment for 37 pax PhP139,000.00
Participant’s Per Diem PhP43,200.00
Honorarium (Resource Speaker) PhP10,000.00
Total PhP192,200.00
