The tribute could, in the nature of things, be exacted from those natives only who were
fully subjugated and living in organized communities under the Spanish local
administration. But that did not prevent the effort to collect revenues from those "
infidels " who were not sufficiently subdued to be organized into regular municipalities
In 1846 the rate of the recognition of vassalage for the negritos and "infidels" was fixed at
one real per capita. In some places 2 the rate was made as high as onepeso per annum.
But in later years the total amount collected from this source was only about I2,000
