1. Executive Summary
The guiding principles of TVET system states that all TVET in Ethiopia expected to deliver demand
driven training in order to respond to the competence needs and qualification requirements in the
labor market. TVET is geared towards enhancing the competitiveness of all economic sectors through
a competent workforce and towards improving people’s employability in the labor market and with
regard to self-employment. Over the past 20 years, wegeltenatvet college yields a numerous of
taskforces seeks to create competent and self-reliant citizens thereby contribute to the backbone of
economic and social development (ESD) of our nation state.
With the plan for accelerated and sustained development to end poverty, the industrial development
strategy(IDS), other sector development strategy(OSDS) our TVET strategy is a vital element of the
overall policy framework towards development and poverty reduction.
The major task of this project component is to facilitate damage materials to empower the trainees in
various sections of vocational programs. The chief activities and output embodies to set up fulfill
damaged and lost materials to create a conducive environment for trainees and trainers.
This project intended to provide TVET service for more than 762 trainees, about 41 trainers, for 33
administrative personnel and around 135,798 people on the targeted area with the total cost of
4,000,000 ETB over the duration of 0ne month per years.
For the realization of this project it is expected that a lot of stakeholders participate with full
commitment. The college Education and Training board takes the lion share to organize and lead every
detail of the project activities. South wollo Zone Industry and Urban Development Department will
take responsibility for technical support throughout the project work. Wegeltena Town Administration
and Kebele 01 Administration, in which the college located, will take part in community mobilization.
The college management team follows every aspect of the project activities in daily basis. The
appointed task force from well experienced construction department trainers and supporting staffs
monitor the progress of the project nearly.

Currently 762 formal trainees enrolled in the college and 12500 non formal trainees expected to
enroll in the same academic year. The Ministry of Education also set direction that 80% of high
school completers to be enrolled in TVET colleges. The direction clearly shows the arrival of
students to TVET colleges increases year after year due to the growth of educational access both
in urban and rural areas. The facts mentioned above give clear insight how far TVET colleges
need to be fully organized and equipped to address both the government and societal interests. In
this view, wegeltena TVET College requires urgent training materials and machines to carry out
its responsibility and to serve all students and societies who wants to train. With this regard,
wegeltena TVET College wishes to seek financial assistance from funding institutions to
implement the proposed to fulfill materials and damaged machine by TPLF.

The target groups of the project are all urban and rural peoples indelantaworeda.

6. Out puts
The proposed to substitute damage and lost training materials used to best serves education and
training activities. This is in consonance with the pursuit of uplifting the quality of training
through establishing a more responsive training hub that will address the needs of trainees’
populace.
Beyond doubt, the college machines and equipment will become as a training ground for the
coming generations. Through these training facilities, it will seek to create competent graduates
who are able to perform according to the industry demand.

8. Project Inputs
In the fulfillment all damaged materials project wegeltena TVET College the following
concerned bodies are expected to fund.
Inputs by Government
The remaining 95 % cost of the project is the responsibility of the NGOS. Hence out of this 5%
budget requirement the following governmental offices will take the share as follows.

voluntary service for the success of the project.

One experienced one collegedepartment head will assign to act as a project manager. He works
with the college management and the appointed task force. Mainly he is responsible to report
every detail of the project activity to the college management with weekly basis. If there is
urgent issue immediate reporting will be done. In addition experts from Zone Industry and Urban
Development Department will support the project by supervision and report for their sector head
and the college management as well. The schematic diagram of the project management structure

The College Board leads the overall activities of the damaged material project. It deals with the
donors and other stakeholders in need. The college management on the other hand, leads the
task by coordinating staff trainer who assigned as project coordinator, the task force and other
responsible bodies with well-defined indicators, targets and means of verification to guide the
project. Task force and project coordinator weekly base report submitted to college management
and in turn organized to be submitted to the College Board chairperson (Mayer of the town).
Zonal expert together with project coordinator and task force supervise the project progress
every two weeks and report its progress and if problems observed in the project work. They will
take Site Meeting Minutes, project progress and challenges if any, as well as Financial Reports
shall periodically be circulated to all funders and concerned governmental bodies for
transparency and accountability.
The external auditors of the donor could also undertake financial audit of the project.

Several aspects of sustainability are relevant to college materials itself. The quality and
durability of materials and machines are also integral to the success of sustainable project. This
proposal suggests that, subsequent to the implementation of this project, an Operation and
Maintenance Unit/Team shall be created and mobilized to ensure the effective operation and
proper maintenance of the training materials. It will be headed by the dean of benefited college,
wegeltenaTVET College.
