WHEREAS, Republic Act 10354 otherwise known as the Responsible Parenthood and
Reproductive Health Act of 2012 (RPRH Law) recognizes the right of the Filipino
to decide freely and responsively on their desired number of spacing and children,
within the context of responsible parenthood and inform choice, and to access
needed reproductive health care information and services;
WHEREAS, to intensify and accelerate implementation to attain and sustain zero unmet Need
for modern family planning the President Rodrigo Roa Duterte issued Executive
Order No. 12 series of 2012 entitled “ attaining and sustaining zero unmet need for
family planning” throught the strict implementation of responsible parenthood and
reproductive health act;
WHEREAS, Local Government Units(LGU) are enjoined, through the Local Chief Executive,
to effectively intensify implementation of this priority strategy entails the
mobilization and full participation of 37 barangays particularly of full range of
family planning information and services especially among the marginalized and
under serve population;
WHEREAS, Memorandum Circular No. 2020 -132 is to provide guidelines for the
establishment of the implementation teams of the RPRH Law in the barangay;
Section 1. The Barangay Implementing Team (BIT) for the responsible Parenthood and
Reproductive Health (RPRH) shall be composed of the following:
Section 2. The Barangay Implementation Team shall have the following functions and Duties:
Conduct regularly meetings and special meeting when necessary;
Formulate Policies necessary to promote the programs on population and family
planning which cater the basic needs of men and women;
Prepare Annual Works and Financial Plan (AWFP);
Coordinate with agencies tasked to implement the RPRH Law and monitor its
implementation at the barangay level, and;
Provide the Barangay Government of Villasis regular reports on the status of the
implementation of the RPRH Law in the barangay level and come up with
recommendation to address the gap, if there be any.
