EXECUTIVE ORDER No. 002 of 2021

REORGANIZATION OF THE BARANGAY ECOLOGICAL SOLID


WASTE MANAGEMENT COMMITTEE (BESWMC)

WHEREAS, Republic Act No. 9003, otherwise as the Ecological Solid Waste Management Act
of 2000 mandates all government sectors to promulgate effective solid waste management
system that shall contain all efforts to resolve the problem of solid waste in the country.
WHEREAS, the barangay shall ensure compliance to said environmental law and shall promote
proper solid waste management in the barangay.
NOW, THEREFORE, I, NORWEL C. BASCOS, Punong Barangay, Barangay Villasis,
Santiago City, by the virtue of the Power vested in me by law, do hereby order:
Section 1. The Council is Hereby reorganized, its composition and membership as follows:

Section 2. The Committee shall have the following functions:


 Formulate a community Solid Waste Management program consistent with that of
municipality, Policies and plans to implement the program shall include
strategies, but not limited to the following: education, engineering, enforcement
and entrepreneurial;
 Be responsible for the segregation and collection of the solid waste;
 Establish within the barangay or cluster of the barangays a Material Recovery
Facility (MRF);
 Allocate funds for the program;
 Organize a core of area/street to coordinators through the conduct of training for
barangay residents on segregation, composting, recycling and livelihood
opportunities and to monitor their implementation;
 Integrate the BESWMC in the Barangay Development Plan and/or Annual
Investment Program;
 Find alternative sources of funds other than the regular barangay budget, and
 Submit monthly report to Municipal ESWMC, copy furnished the MLGOO.
Section 3. Affectivity. This order takes effect immediately.
Section.4. Let copy of this executive order be furnished the Office of the Mayor and the DILG
office and same be posted at the barangay hall for the guidance and information of all concerned.
