FOREWORD

Education doesn’t stop….


Education continues….
Continuity of learning is the continuation of education in the event of a prolonged
school closure or learners’ absence. It is a critical component of school emergency
management, as it promotes the continuation of teaching and learning despite circumstances
that interrupt normal school attendance for one or more pupils. However, many
considerations play a role in the development of learning continuity plans, such as
accessibility, type and quality of materials, and the length of time that this type of learning
must be maintained.
Educators, parents as well as the community around the world are feeling the
extraordinary ripple effect by the novel coronavirus. As schools are shutting down and
quarantine methods are being ordered to cope with the global pandemic. While government
and health officials are doing their best slowing down the outbreak, education systems are
collaborating to collectively respond and provide quality education for all during this difficult
time. Our job is to help everyone in providing quality education for all even in this
exceptional times.
The parents task is now to guide their children embrace the new normal situation and
the time for them to play a big part during the learning process. By the same token, pupils
need to build up a character of interdependence, discipline and responsible. Along the same
lines, the current learning – from – home practices should gear parents to be a beacon of these
character values.
Teachers find innovative ways to ensure education continues despite the pandemic,
and willing to take the risks to provide and continue education to the learners because we
believe that education continues in spite of the world crisis we are facing and let not be the
hindrance to every pupil to continue reaching their dreams.
DEDICATION

The LCP is our major response


and our commitment in ensuring the
health, safety, and well-being of our learners,
teachers, and personnel in the time of COVID-19
while finding ways for education to continue amidst the
crisis for the upcoming school year. Due to the new normal
situation that we have now, the educators team provide a plan for
the school and is heart fully dedicated to our Almighty God for his
guidance to plan and for the execution to the learners, with the hope to be
the best way to continue their education. We hope families can take time to
connect with each other through the module, even in these difficult times.
EXECUTIVE SUMMARY
In the event the school needs to transition to at-home learning for an extended period
of time, families will need to create a new routine, and this can be challenging. The faster
parents can create a new “normal”, the more successful the transition is likely to be. Some
students will find the transition to at-home learning easier than others - this is to be expected,
and the school stands ready to support students during this period and after the return to
school.
The global outbreak of the highly contagious new strain of coronavirus known as
COVID-19, for which there is yet no vaccine, continues to pose unprecedented challenges. At
this point, the biggest impact of COVID-19 arises from the need to practice stringent social or
physical distancing to prevent or mitigate its spread. For the Department of Education
(DepEd), this meant the cancellation of classes and other school activities for the remaining
weeks of School Year (SY) 2019-2020, and that for SY 2020-2021, schools must find ways
for learning to continue amidst the threat and uncertainties brought about by COVID-19,
while ensuring the health, safety, and well-being of all learners, teachers, and personnel of the
Department. In the development of this Basic Education - Learning Continuity Plan (BE-
LCP), inputs from different units and field offices of the Department, from the Philippine
Forum for Inclusive Quality Basic Education or Educ Forum, and from the Chairpersons of
the House and Senate Committees on Basic Education, Rep. Roman Romulo and Senator
Sherwin Gatchalian, respectively, were gathered.
In the integration of inputs into the BE-LCP, the Office of the Secretary was guided by
the following principles:
1. Protect the health, safety and well-being of learners, teachers, and personnel, and
prevent the further transmission of COVID-19;
2. Ensure learning continuity through K-12 curriculum adjustments, alignment of
learning materials, deployment of multiple learning delivery modalities, provision of
corresponding training for teachers and school leaders, and proper orientation of
parents or guardians of learners;
3. Facilitate the safe return of teaching and nonteaching personnel and learners to
workplaces and schools, taking into consideration the scenarios projected by the
Department of Health (DOH) and the Inter-Agency Task Force for the Management
of Emerging Infectious Diseases in the Philippines (IATF), complemented by other
credible sources, and balanced with DepEd’s own risk assessments;
4. Be sensitive to equity considerations and concerns, and endeavor to address them the
best we can; and
5. Link and bridge the BE-LCP to DepEd’s pivot to quality and into the future of
education, under the framework of Sulong EduKalidad and Futures Thinking in
Education.
MESSAGE OF THE SCHOOL HEAD

To our dear learners for the school year 2020 - 2021. Our situation nowadays is so
difficult from what have before due to COVID 19 pandemic. Nevertheless, we are happy that
we will heal as one, we will move on as one, and we will dream for our future as one.
As your principal and teachers, we are here for you to assist/guide you on your studies
to fulfill your aspirations in life. Teachers can make a list of equivalent informal activities for
learning competencies that can be done at home.
To our dear parents, I ask you to support your child’s ambition and insure the health
of your family by following the health protocols set by the office of the President, DOH and
IATF. Physical distancing should also be observed to avoid exposure to corona virus and to
slow down local transmission. Have self - confidence to guide them and build a character of
independence to guide them and build a character of independence, discipline and sense of
responsibility.
Parents or guardians of children in basic education play a vital role in preparing a
conducive learning space. Parental supervision is crucial in establishing routines for pupils to
finish their learning tasks at home.

I. INTRODUCTION

A learning continuity plan seeks to ensure that pupils’ learning progresses even
amidst disasters such as natural calamities, storms, fires, and pandemics. This plan overcomes
obstacles created by the disasters through innovative means of teaching and learning, keeping
the pupils on track with their courses. With today’s COVID-19 pandemic, the main obstacle
that has to be overcome is the need for social distancing.

Villa Santiago Elementary School aspire for the school as a home of peace with
committed, dedicated and GOD fearing teachers who lovingly nurture every learner to
realized their unique potentials that promote in building our nation. An institution that
continuously improve itself to cater our learners and satisfy our duty bearers through quality
education. It also claims a Filipino learner that grow with correct values and responsible
enough to become a globally competitive individual.

VSES continues to support all government efforts towards healing the nation by
remaining committed to the goal of delivering accessible, quality, liberating, and safe basic
education services amid these critical times. It expresses oneness with the Filipino nation in
its fight against the COVID-19.

This period of new normal shall be approached with patriotism, compassion and
sensitivity, so that the process of learning will not be a burden for parents, children and
teachers, but a ray of hope amidst the crisis.

VSES commits to strengthen our mandate to support and capacitate schools and
learning centers in ensuring a conducive learning environment and in complying to quality
standards prescribed in this new normal period. This will carry out its programs, projects and
activities with “compassion, understanding, and love,” fully aware that there is much work to
be done in the continuity of learning amid this crisis. Therefore, this Learning Continuity
Plan is crafted to effectively and efficiently address the educational needs of all learners
employing various innovative strategies.

Teachers and parents are partners in teaching their children. Ensure safe surroundings
and friendly environment. They pledge to involved themselves in correcting the behavior of
these children for their holistic development.

LGU, Barangay Officials and other duty bearers pledge to share and provide adequate
learning and financial resources for the success of the teaching – learning modalities.
II. SCHOOL HISTORY

Villa Santiago Elementary School is one of the biggest schools in Aglipay District. It
is situated at the heart of the barangay. It was established in the year 1953 as a primary school
and became a complete elementary school in 1960 manned by its school head in the person of
Mr. Edgar Domingo (deceased) together with 6 teachers.

In the year 1975, the enrolment began to increase. It is used to be the only elementary
school among its nearby barangays namely Dungo , San Manuel , and Victoria. The said
barangays only offered primary grades where in grades V and VI pupils there completed their
intermediate grades in this school.

It maintained its high enrolment for many years until such time that the feeder
barangays opened their intermediate grades where their grade V and VI pupils were claimed.
From then on, the enrolment of the school began to decrease. However, the number of pupils
enrolled was still high enough compared to other elementary schools in the district.

Todate, it is a complete elementary schools which offers basic education including


kindergarten education in preparation to k-12 program of the government. It is headed by
school principal 1 with 8 permanent teachers from kindergarten to grade VI. It has an
enrolment of two hundred twenty (220) with a pupil ratio of 32:1.

Villa Santiago Elementary School performs well along academics, sports and other
extra-curricular activities.

School physical facilities include five (5) buildings with fourteen (14) classrooms;
seven (7) of which are instructional rooms, one (1) as computer room. one (1) as canteen; one
(1) as library; one (1) as a school office and three (3) as stock rooms. It has school
gymnasium to hold school programs and a wide playground to hold sports and temporary
fence to guard school properties.

The school has a 40,000 square meters. The school holds a title in the name of the
school but a part of it still holds a Tax Declaration Certificate because the piece of land is
separated from the main lot of the school with an area of 31, 875 sq. meters which is already
titled.

The school’s ultimate goal is to provide equitable access to quality, relevant and free
basic education for all the school children in community.
