Executive Summary

On 25 June 2015, Honorable Prime Minister launched Smart Cities Mission aiming at

sustainable and inclusive development of the cities under consideration. Under this mission,

100 cities were listed in subsequent lists one after the other. Saharanpur was one of the cities

listed there. (Gupta, 2015) This document describes action plan for integrated waste

management system for the same city Saharanpur.

As a result of industrialization and urbanization, rapid increase in waste is becoming a

proliferate problem for national and local governments to ensure integrated management of

waste. The industrial waste generated from Star Paper Mill in Saharanpur city at high rate is a

threat to environmental health. (Wikipedia) There are various other sources of waste

generation in this city but industrial waste from mill is the leading source alarming to severe

health hazards. There is a need for integrated waste management system in the city for the

well-being of people over there as well as from environment perspective including resources

like land, air, water etc. (Christopher, 2009)

After making hefty efforts by government and related entities, there is a need of

comprehensive planning for integrated waste management system. Establishment and

implementation of the integrated waste management system requires information on present

situations and forecast problems that may arise. This document encloses need, strategy and

step-by-step action plan for formulation and implementation of integrated waste management

system. (Leblanc, 2019)

Strategic Goal

This Integrated Waste Management Plan for Saharanpur is based on the following

fundamentals:

 Conducting meetings with institutions or NGOs to form partnerships

 Assignation of the contractor agencies and consultants

 Immediate need of sustaining the right of every person to a clean and healthy

ecosystem

 Long-term need of preservation of public goods for future generations

 Predominant focus on the promotion and implementation of Reduce, Reuse and

Recycle principle

 Educating citizens about waste-to-resource conversion

 All people contributing to the growing problem of waste and be a part of the

solution to this problem

 Development and upgradation of existing local capacities and experiences

 Putting framework and policy of the system at the same place

 Establishment of a mechanism to monitor and improve the system

Objective

Aiming to establish an Integrated Waste Management System. Also, the City of

Saharanpur should take the ownership of Integrated Waste Management System by taking into

consideration the following points:

 Public Health & Environment

 Private sector participation

 Covid 19 pandemic

Action plan

Some planning is required for some of the comprehensive strategic goals. The action plan

enclosed here works on two extreme measures: (i) Generation, collection and Transportation and

(ii) Sorting, Treatment and Disposal

Generation, Collection and Transport

It mainly states the key processes and actions to be taken mainly relating to waste origin

site. The sequence of the steps is as follows:

 Development of Waste Inventory Cell

 Awareness campaigns for Waste Management

 Supplying Waste Bags for Segregation of Food and related stuff Waste

 Provisions of waste collection spots

 Acquirement of waste collection vehicles

 Developing an operational plan for collection and transportation of waste

Sorting, Treatment and Disposal

It mainly states the actions to be taken relating to waste disposal site. The following

sequence of steps must be taken:

 Establishment/Upgradation of Transfer Stations for Waste material Recovery

 Establishment of Biogas Plants

 Establishment/upgradation of sanitary landfill

 Developing waste exchange platform

 Development of eco towns

 Establishment of industrial waste treatment facility

 Monitoring of Integrated Waste Management System
