The Fan Blades 340-001-022-0, 340-001-026-0, 340-001-027-0,


340-001-028-0, 340-001-029-0, 340-001-036-0, 340-001-037-0,
340-001-038-0 and 340-001-039-0 are affected by this Service Bulletin.

B. Description
This Service Bulletin provides recommended removal time for the Fan
Blades.

C. Compliance
Category 2:

This Service Bulletin provides recommended removal time for Fan Blades.

Impact B:

This recommendation is to address a condition that may result in an


increased rate of in-flight shutdowns (IFSD), take-off aborts (TOA), air
turn backs (ATB), or diversions (DIV).

NOTE 1:This Service Bulletin can be accomplished on wing and/or in shop.

NOTE 2:One Fan Blade cycle is equivalent to one engine flight cycle.

NOTE 3:For CFM56-7B27A, -7B27AE, -7B27A/3 engines (737-AEWC and P-8


applications), both major and minor Flight Cycles must be counted
as one cycle for this Service Bulletin.

(1) On 737 Commercial & Business Jet, C-40 and 737-AEWC Applications:

(a) Remove Fan Blade from service according to any of the following
methods:

1 Method 1 – known Fan Blade cycles since new

a If Fan Blade Cycles Since New (FBCSN) is known, remove


Fan Blade from service before FBCSN reaches 55,000 cycles
or before June 30th, 2020, whichever occurs later.

b If a FBCSN is known above 55,000 cycles, remove Fan Blade


from service not later than next Fan Blade dovetail
lubrication.

2 Method 2 – unknown Fan Blade cycles since new

a If FBCSN is unknown, estimate FBCSN based on Fan Blade


calendar age, Fan Blade usage periods and OPERATOR/FLEET
annual cyclic utilization, as follows. Remove Fan Blade
from service before estimated FBCSN reaches 55,000 cycles
or before it reaches the end of estimated Fan Blade
removal from service year, or before June 30th, 2020,
whichever occurs later.

1) Determine Fan Blade calendar age in whole years for


each Fan Blade as follows:

a) Fan Blade calendar age is the difference between


current calendar date and Fan Blade Entry Into
Service date.

NOTE: For this calculation, round up calculated


Fan Blade calendar age, in whole years, to
nearest integer.

1. Refer to example in 4.Appendix, Appendix 1,


Paragraph A.

2) Determine OPERATOR/FLEET annual cyclic utilization


as follows:

a) For each engine in the current operator’s fleet,


determine one time cyclic utilization for the
last calendar year (January – December), in
cycles per year.

NOTE1: One utilization value is determined for


each engine.

NOTE2: For this calculation, exclude engines


with less than 1 calendar year (January –
December) of accumulated cycles within the
operator’s fleet.

80th percentile of Operator’s engines calculated
in paragraph 1.C.(1).(a).2.a.2).a)..

3) Estimate FBCSN for each Fan Blade as follows:

a) If subject Fan Blade has only operated within the


Current OPERATOR/FLEET, estimate FBCSN using Fan
Blade calendar age and Current OPERATOR/FLEET
annual cyclic utilization from paragraph
1.C.(1).(a).2.a.1). and 1.C.(1).(a).2.a.2). as
follows:

1. Multiply “Current OPERATOR/FLEET annual


cyclic utilization” by “Fan Blade calendar
age”.

b) Estimated FBCSN can be calculated using multiple


OPERATOR/FLEET annual cyclic utilization values
from the blade’s history.

1. If prior OPERATOR/FLEET annual cyclic


utilization is not known, use default annual
cyclic utilization of 2,000 cycles/year.

2. If known from prior OPERATORS/FLEETS, it


is allowed to apply OPERATOR/FLEET “A”
annual cyclic utilization to the calendar
age, in whole years, when the subject blade
was operated within OPERATOR/FLEET “A” and
subsequent multiple OPERATORS/FLEETS.

3. If history of the Fan Blade across OPERATORS


or FLEETS is not known, use Fan Blade
calendar age and the default annual cyclic
utilization of 2,000 cycles/year.

4. It is possible to estimate the removal from


service year using this estimated FBCSN
and Current OPERATOR/FLEET annual cyclic
utilization.

c) Refer to example in 4.Appendix, Appendix 1,


Paragraph C.

3 Method 3 – Combination method

a It is allowed to use a combination of Method 1 and Method


2 to estimate FBCSN and Fan Blade removal from service
year. Method 1 is used for periods of Fan Blade history
with known accumulated cycles. Method 2 is used for
periods of Fan Blade history with unknown accumulated
cycles.

b Refer to example in 4.Appendix, Appendix 1, Paragraph D.

4 If a FBCSN is estimated above 55,000 cycles, remove Fan


Blade from service not later than next Fan Blade dovetail
lubrication or end of current calendar year, whichever
occurs later.

(2) On P-8 Applications only:

(a) Remove Fan Blade from service according to any of the following
methods:

1 Method 1 – known Fan Blade cycles since new

a If Fan Blade Cycles Since New (FBCSN) is known, remove


Fan Blade from service before FBCSN reaches 20,000 cycles
or before June 30th, 2020, whichever occurs later.

b If a FBCSN is known above 20,000 cycles, remove Fan Blade


from service not later than next Fan Blade dovetail
lubrication.

2 Method 2 – unknown Fan Blade cycles since new

a If FBCSN is unknown, estimate FBCSN based on Fan Blade


calendar age, Fan Blade usage periods and OPERATOR/FLEET
annual cyclic utilization, as follows. Remove Fan Blade

cyclic utilization of 1,500 cycles/year.

2. If known from prior OPERATORS/FLEETS, it


is allowed to apply OPERATOR/FLEET “A”
annual cyclic utilization to the calendar
age, in whole years, when the subject blade
was operated within OPERATOR/FLEET “A” and
subsequent multiple OPERATORS/FLEETS.

3. If history of the Fan Blade across OPERATORS


or FLEETS is not known, use Fan Blade
calendar age and the default annual cyclic
utilization of 1,500 cycles/year.

4. It is possible to estimate the removal from


service year using this estimated FBCSN
and Current OPERATOR/FLEET annual cyclic
utilization.

3 Method 3 – Combination method

periods of Fan Blade history with unknown accumulated
cycles.

4 If a FBCSN is estimated above 20,000 cycles, remove Fan


Blade from service not later than next Fan Blade dovetail
lubrication or end of current calendar year, whichever
occurs later.

D. Concurrent Requirements
None.

E. Reason

(1) Objective:

To remove high time Fan Blades from service to improve engine


reliability.

(2) Condition:

Two Fan Blade separations occurred on a CFM56-7B with engine In


Flight Shut Down. Investigation has identified a crack that
initiated and propagated in Low Cycle Fatigue in Fan Blade dovetail
up to final separation. A Fan Blade dovetail inspection plan
has been established with Non Destructive Test (NDT) inspection
to detect cracks before a separation event occurs. When a Fan
Blade CSN reaches a given value, a periodic ultrasonic dovetail
inspection is to be performed per Service Bulletin 72-1033 to
detect cracks. Initial and repetitive inspections per Service
Bulletin 72-1033 are mandated by EASA AD 2019-0018 and FAA AD
2018-26-01.

(3) Cause:

Investigation has identified a crack that initiated and propagated


in Fan Blade dovetail up to final separation. High time Fan Blades
are subject to dovetail cracks in field.

(4) Improvement:

The recommendation is to remove from service the Fan Blades at


or before the accumulation of 55,000 Cycles Since New. For P-8
applications only, the recommendation is to remove from service the
Fan Blades at or before the accumulation of 20,000 Cycles Since
New.

(5) Substantiation:

Substantiation is by analysis and fleet experience.

NOTE: In the document, “retirement” refers to “removal from


service”.

The content of this Service Bulletin is approved by the FAA and under
the Authority of DOA No. EASA.21J.086.

No additional man-hours are required to comply with this Service
Bulletin.

3. ACCOMPLISHMENT INSTRUCTIONS

NOTE: Changes introduced by this Service Bulletin have no effect on the


removal and installation of the Fan Blades.

A. In shop:

(1) Remove the Fan Blade from the fan and booster assembly. Refer to
Engine Shop Manual 72-00-21-020-001, Removal.

(2) Install the Fan Blade on the fan and booster assembly. Refer to
Engine Shop Manual 72-00-21-420-001, Installation.

B. On wing:

(1) Remove the Fan Blade from the fan and booster assembly. Refer
to the Aircraft Maintenance Manual (AMM), ATA 72-21-02, TASK
72-21-02-000-801-F00, Removal.

(2) Install the Fan Blade on the fan and booster assembly. Refer to
the AMM, ATA 72-21-02, TASK 72-21-02-400-801-F00, Installation.

NOTE: Examples are shown for 737 Commercial & Business Jet, C-40 and 737-AEWC
Applications for default annual cyclic utilization (2,000 cycles per year)
and FBCSN recommended removal time (55,000 cycles since new).

A. Fan Blade calendar age estimation

(1) Today = April 2, 2019

(2) Fan Blade entry in service date = January 1, 1998

(3) Fan Blade calendar age = 02APR2019-01JAN1998 = 21.26 years

(4) Round up Fan Blade calendar age = 22 years

B. OPERATOR/FLEET 80th percentile calculation. Refer to (Figure 1).

(1) (# of engines in fleet X 0.80) = Y

(2) Round Y up to nearest integer.

(3) Sort engine by engine cyclic utilization values from lowest to highest.

(4) Locate engine number Y; this is 80th percentile of current


OPERATOR/FLEET cyclic utilization value.

C. FBCSN estimation – Method 2 (unknown Fan Blade cycles)

(1) A Fan Blade has been operated by current Operator since entry into
service:

(a)Multiply “current OPERATOR/FLEET annual cyclic utilization” by “Fan


Blade calendar age”.

(2) A Fan Blade has operated within 4 OPERATOR/FLEETs during its history.
