EXECUTIVE SUMMARY

This is a technical report outlining the design issues during the design and construction
of the Millennium Mills Redevelopment project which is due to take place in Silvertown
Quay’s area and to be completed by the year 2050. The following report comprises of
a Section – I design issues and the reflective log summary done on Millennium Mills.
This report is in the interest of and is intended for an audience of any individual part
which may be affected by the project.

TECHNICAL REPORT
1. Introduction
We are Group 1-D, an engineering consultancy company consisting of 5 lead
engineers and are commissioned by the lead developer Lendlease to carry out the outline
design and infrastructure works for Millennium Mills Redevelopment which is located on the
south side of Royal Victoria Dock. We as a team of 5 engineers have conducted the
feasibility studies of Millennium mills redevelopment and now are on the next phase of the
project. As per the client Lendlease, plot 4 of Millennium Mills is considered for construction
of a new building. The client has provided the details and the site plan of the project.
Lendlease are looking forward for some important aspects such as sustainable design,
integrated infrastructure, improved transport for local residents of Newham, financially viable
satisfying all the legal requirements, meeting the needs of the local and regional
stakeholders and safe construction programme. As per the client requirements, we are
proposing commercial premises to the ground floor, cultural and leisure center on the first
floor and gymnasium and residential on the remaining floors of the plot 4.

As a project manager of the Millennium Mills project, have considered the key
project requirements of the client and have allocated the work in parts of 5 sections as listed
below:
1. Section I - Design issues – Neha Badiger
2. Section – II – Environmental and stakeholder management – Eugene
3. Section III- Construction planning – Khalfan
4. Section IV – Mahfuza
5. Section – V – Procurement methods and supply chain matters - Khalid
As the project manager of the Millennium Mills Redevelopment, I have considered the
design issue of the plot 4 as follows:
1. Following the RIBA 2020, prepared a Gantt chart for the consultation and design of the
project prior to the construction showing the time constraints of the project.
2. Brief analysis of the cost implications at the design stage of the project
3. Importance of BIM on the project.

2. Design Issues (Question-1)


1. Following the RIBA plan of works 2020, the following are the steps followed to form a Gantt
chart for Millennium Mills. The steps 0 to 4 are followed as per RIBA plan of works 2020 to
execute the design issues of Millennium Mills.

Our team of 5 members conducted feasibility studies on Millennium Mills plot 4 and
provided some design solutions. Some of the plan views of the building and retail space are
as shown in the fig 2.2 and fig 2.3 below. Also a 3D rendering of the final building that is to
be constructed at plot 4 of Millennium mills is shown in fig 2.5 below. As per the client
Lendlease, the ground floor is commercial for shops and offices, first floor is leisure and the
rest of the floors are residential flats.

Some of the interpretation was made by closely following the guidelines of RIBA plan of
works 2020. The following steps from level 0 till level 4 shows the programme consultation
and design of the project prior to the construction. Each sub heading in the Gantt chart
relates to the individual task. Only the first 4 stages are used to form the Gantt chart.

0. Strategic Definition
Task 1: Preparing Client Requirements: The client requirements are provided by
Lendlease. The client requirements for Millennium mills are the plot 4 of the area to be used
for construction of commercial, retail and residential building. The administrator takes into
consideration all the client requirements.
Task 2: Develop Business Case: Project risks are handled by health and safety engineer
and project costs are estimated by the quantity surveyor. The health and safety officer
inspects the Silvertown Quays site and provides the set of policies to be implemented by the
management
Task 3: Review Feedback form: Graduate civil engineer looks for some previous projects
done on the river Thames and considers the criteria considered for construction and
execution. The opinion of the local residents and others are taken by the engineer.
Task: Site Appraisals: The plot 4 of Silvertown Millennium mills is surveyed and analyzed
for its characteristics and also the area surrounding the site. Land surveying is done with the
help of a surveyor of the whole area.

1. Preparation and Briefing:


Task 1: Project brief: This is the main part of the project which includes the sustainability
studies, quality aspirations and spatial requirements. Taking the client requirements, the
project brief is formed for long term benefit of the Silver town Quays. Chartered civil
engineer, Environmental engineer and administrator help in carrying out the project brief.
Task 2: Feasibility Studies: It includes the risk analysis of the site, history of millennium
mills and its redevelopment, advantages and disadvantages of the project execution,
environmental issues such as flood across river Thames etc. It is carried out by Chartered
civil engineer and health and safety consultant.
Task 3: Source site info and survey: This can be obtained from Newham Council and
Ordnance survey. It is carried out by graduate engineers to study the site and conduct some
preliminary survey of plot 4.
Task 4: Project Programme: The whole project is conducted by the project manager who
updates the clients about the progress of the work. Also manages the team.
Task 4: Project execution plan: It is the main milestone of the project Millennium mills. It is
conducted by the project manager.

2. Concept Design :
Task 1: Architectural Concept: The Architects prepare the drawings of the site for the
proposed construction I.e. residential, commercial and leisure.
Task 2: Strategic Engineering: The planning and execution of Millennium mills
redevelopment will be done by Chartered civil and structural engineer considering all the
project requirements.
Task 3: Project Brief Derogation: Legal advisors opinion is taken by the Newham council
and Greater London authority for the site and regulatory issues.
Task 4: Design Reviews: Lead engineers from our team will consult the Lendlease about
the design to ensure transparency and collaboration
3. Spatial Coordination
Task 1: Design Studies: The chartered civil engineer carries the design studies of the
project. The architect design and ideas are taken in consideration and are coordinated by
the project manager.
Task 2: Engineering Analysis: The building is designed and analyzed for loads by the
chartered structural engineer for the given architectural concept.
Task 3: Cost Exercises: Cost of materials, cost of construction, temporary road
construction costs, etc are calculated and monitored by the quantity surveyor.
Task 4: Change Control Procedure: All the changes in design, layouts, architectural
changes etc are captured, evaluated and then approved, rejected or deferred.
4. Technical Design
Task 1: Architectural Design: The architectural engineer designs the whole project of
millennium mills and coordinates with the chartered structural engineer for design issues.
Task 2: Engineering Technical Design: The engineering design is done by the chartered
structural engineer
Task 3: Building System Information: The BIM allows design and construction teams to
communicate about design and coordinate information across different levels.

The Gantt chart is made for all the 4 stages of RIBA plan of works from level 0 till 4. The
chart is split in sections. The professionals for the required tasks are abbreviated and
legend is provided .The number of employees chosen is based on the real life scenarios
attained from research. The time duration for each task is based on comparison of similar
projects to Millennium Mills. Risk in the project is estimated based on Long term implication
of the task and the severity of the consequence if the task is not prepared on time to the
correct standards. The professional assigned for each role is based on their technical
expertise.

3. Analyse and provide financial data supporting and justifying cost


implications at design stage only for the project (Question – 2)
35 professionals from a rage of disciplines are required for this project from stage 0 to 4 of
the RIBA plan of works. Salaries of the professional were resourced from many resources
such as RICS (Royal Institution of Chartered Surveyors), Glass door, Total jobs and Pay
scale. The site Millennium Mills is located in Central London location and so the value is
10% higher than the normal. An office for the proposed process is rented and well
maintained at additional costs as well as required software packages. Employers will have
to claim extra expenses of travelling. This value is assumed to be about 20£ per employee
per day. During the design process, there are extra expenditures such as public
advertisements, leaflets, billboards, etc. These are all included into the cost of running the
office.

Based on the profession and the type of task carried out in the project Millennium mills,
following are the cost analysis of the workers for the required number of days. The total cost
of the design phase of Millennium Mills is £870560.

Some key assumptions made in the analysis of the financial data are:
• Estimated cost of building in UK - 1800£ per square meter
• Number of floors - 10
• Size of the plot 4 – 70m X 42m
• Approximate total cost of building –£ 52,920,000
• Number of hours of work per employee – 8hrs
• No work on weekends – Saturday and Sunday

Building Information Modelling (BIM)

4. Specify and discuss how BIM can be applied to this project?

4.1. Brief History of BIM


Building Information Modelling originated in late 1970s when Charles Eastman’s computer
programming revolutionalised the way in which models can be made [Epstein 2011]. Before
this invention, all the architectural and structural drawing was generally hand drafted.
Eastman found the first commercial CAD programmes which are the first commercially
available automated drawing software packages. In the 1980s and 1990s, the software
became more advanced incorporating 3D modelling and digital rendering. [Epstein 2011]

4.2. Introduction to BIM


Building Information Modelling is a process of creating digital information about the structure
i.e. building, bridge, highway, etc. The National Building Specification defines Building
Information Modelling as “a process for creating and managing information on a
construction project across the project lifecycle”. [NBS 2016]. In general, BIM is described
as digital representation of an entire construction project. It brings all the information of the
building in one place and makes the information easily accessible to anyone for any
purpose. This reduces the risks and the discrepancies in the project. [NBS 2016] BIM
creates intelligent data that can be used throughout the lifecycle of the building. Areas of
BIM applications are planning, designing, building and operation and maintenance stages.

4.3. Different levels of BIM integration


There are 4 levels in BIM from 0 to 3. These levels of BIM are called as maturity levels and
are described as follows:
Level 0 BIM: It is unmanaged computer aided design which has 2D drawings and has
electronic exchange of information but without common standards or processes. This is a
digital drawing board.
Level 1 BIM: It has managed computer aided design in 2D or 3D.

Level 2 BIM: It has a 3D data created in separate discipline based models. The separate
models are assembled to form a federal model. It may include construction sequence (4D)
and cost information (5D).
Level 3 BIM: This includes a single collaborative model with construction sequencing (4D),
costs (5D) and project life cycle information (6D). This is also referred to as “iBIM”. [Building
design 2019]

In this report, the ways in which BIM can be applied to Millennium Mills Redevelopment
project is discussed.

4.4. Application of BIM for the Millennium Mills Redevelopment


4.4.1. RIBA Stage 0: BIM program during the strategic definition phase:
Business justification is the first part of the Strategic definition stage where crucial decisions about
how to precede with the proposed project Millennium Mills are made. BIM helps to create
appropriate information of the project in the initial stage. The information of the plot 4 of Millennium
Mills is prepared in a format which is accessible throughout the life of the project and is stored in a
way by creating a folder with the file name as “Millennium Mills Plot 4”. The prime requirements of
the client such as sustainable approach, integrated infrastructure strategy, financially viable, meeting
the needs of local and regional stake holders and a high quality development are part of the
“statement of need”. This will later develop into strategic brief for the project. The statement of need
is done in a report format probably in excel spreadsheet which can be expanded or modified in later
stages. Then our team will develop a business case based on the statement of need which will give

Lendlease justification for investment in the proposed project. The business case is made into
strategic brief which is describes in detail of the requirements of the built asset. The strategic brief is
made in reference to level 2 BIM. The outcome of strategic brief will have huge impact during the life
of the project. Therefore it is important that the information are well organized, easily accessible and
correct. It includes existing information of the Millennium Mills building surveys, site surveys,
information about ground conditions as it is on the banks of river Thames, location and capacity of
utilities and so on. Also the existing building information modelling of the old millennium Mills
building can be referred for ground conditions, wind effects, etc. All the above information is stored
in a digital format that is easy to use and interrogate during development and operation of
Millennium Mills for example spreadsheets scheduling 3D laser surveys and so on. [Building
design 2019]

4.4.2. RIBA Stage 1: BIM program during the preparation and briefing phase:
Appraisal is the first step in preparation and briefing. It is the process of assessing whether the
project is feasible. Advisors with BIM capability are appointed from our team to perform feasibility
studies on the plot 4 of Millennium Mills for commercial, leisure and residential development. The
appointed BIM advisors help the Lendlease identify if any gaps and need any additional information
such as legislative constraints of the Silvertown Quays, existing planning constraints due to the
existing buildings in the area, site access conditions, etc. Based on the information provided by the
Lendlease, project budget is prepared which includes design and construction costs, initial cost
appraisals, finance costs, operating costs etc. For example if the area of building requires flood
barriers, the costs are calculated as per the material and labor costs. Based on the strategic brief ,
project brief is done. To form the project brief, the advisor will coordinate and consult the
stakeholders and the panels. It is one on spreadsheets that is easy to share and allow automatic
validation as the project proceeds. The project brief will evolve and become more detailed in the
concept design stage. The EIR (Employers Information Requirement) is prepared and maintained
which shares the information about the ongoing process in the Millennium Mills project with the
Lendlease.

4.4.3. RIBA Stage 2: BIM program during the concept design phase:
In this stage, the preferred option for construction i.e. commercial, leisure and residential building at
plot 4 of millennium mills is considered. At this stage the BIM need to contain finalized site
appraisals, site surveys, project budget and feasibility studies. Once the contract from Lendlease is
given to our engineering consultancy team to design the proposed Millennium Mills, our team

prepares a BIM execution plan (BEP) providing the methodology, confirming the BIM capabilities.
Also a master information delivery plan is prepared (MIDP). These 2 documents are very important
for the project. Our team develops a concept design which contains aesthetic intent, form and spatial
arrangements, outline structural and services design, site and landscape design, schedules and
reports demonstrating compliance with project brief, preliminary construction, cost plan based on the
schedule of assumptions made and phase sequencing studies of the plot 4 Millennium Mills. This
information is maintained as design models, documents, reports and drawings which is called
project information model (PIM). The Newham London Borough planning authority is consulted for
the planning permission. An Environment Impact Assessment (EIA) is also done for the proposed
Millennium Mills Redevelopment to access the impact of the construction on the natural habitat,
resources available and the waste disposal during and after construction of the building. In the first
phase of BIM, the elements of the project such as models, drawings, reports are made available to
the stake holders such as professional parties, local council and members of the public. In stage 2 of
the BIM, design reviews are undertaken between the client Lendlease and the project stakeholders.

4.4.4. RIBA Stage 3: BIM program during the spatial coordination phase:
At this point the concept design is finalized and it develops into a dimensionally correct and
coordinated design describing all the components of the building and services. The team
coordinates the development of the design based on the approved concept of building
residential, commercial and leisure complex. The supplier develops the project information
model. The PIM is based on the approximate quantities, size, shape, location, tolerance and
so on. PIM is the way through which designers upload their contribution to the project, to
which all the parties (employers, architects, engineers and contractors) have access to.
Plan, cross section, 3D visualizations, elevations are made for the building. ‘Clash
avoidance’ is done to monitor the clash of the changes made in the project. For example the
structural designer and the MEP consultant have to coordinate together in order to place the
lifts, water and sewer pipelines, etc. The structural engineer must ensure that proper space
is provided for lift pits and water, gas and sewer lines and ducts. The MEP consultant must
ensure that the services do not interfere with structure and usage. The two parties will use
the MIDP to ensure the space is properly placed. [Epstein 2011].

4.4.5. RIBA Stage 4: BIM program during the technical design phase:
For technical design phase, the BIM is broken down into requirements of the individual
practices.
• Architecture: Architects use BIM for architectural drawings. Software’s used by
architects are Revit, Auto CAD, Sketch up, Rhino 3D.
• Geotechnical Engineers: A geotechnical engineer uses BIM for planning and design of
foundation pilings. Ground conditions such as bearing capacity of soil, compaction, grading,
ground water level, etc are all the aspects considered for study.
• Structural engineer: Designing and detailing of critical elements, modelling using
design software such as Staad pro, Etabs are done. Designing as per euro codes will have
some relevance as per BIM
• Utility engineer: Usually they are MEP consultants who are responsible for gas,
electricity, water and mechanical fixture in the house. BIM has proper coordination of both
utility and structural engineer to avoid clash.

Building information modelling has to be modelled in order to account for planning,


manufacture, logistics and financial issues. At this point, cost exercises become crucial to
ensure that project budget is being adhered to. After the technical design, there will be
construction stage when all the designs are finalized. Therefore, the project mangers devise
a Gantt chart to give an outline of the time frame of the construction of the project.

4.5. BIM staff required for the project Millennium Mills


As discussed earlier in this report, BIM is vital for smooth functioning of the Millennium Mills.
To carry out these processes, role of BIM staff is very important. Some suggestions for BIM
roles are as follows:
• Employer side BIM manager: Whatever information the employer needs regarding
Millennium Mills, this person is responsible. For example if the employer needs the
information about the loading considered on building, this person is responsible for
the incorporation into the model.
• External BIM advisor: If the employer does not have sufficient staff for the purpose
then an external BIM advisor is hired for the purpose.
• Supplier BIM manager: This person communicates with the supplier regarding the
issues of the employer and vice versa.

• BIM specialist: This is a role which involves knowledge about data science and
computer programming. Any issues with the IT, data recovery, software
incompatibility issues are resolved by this person in the team.
• BIM technician: This person is at graduate level role and is responsible for CAD
drawings.
• BIM research engineer: As feasibility studies and site appraisals are crucial for the
project, there is significant amount of information such as documents, maps,
ordnance surveys and so on. The BIM research engineer is responsible for
incorporating this information into BIM software.

4.6. Role of BIM in sustainable construction

Sustainable construction is meeting the current demands such as housing, working environment,
infrastructure without compromising the ability of the future generation needs neither depleting the
natural resources. BIM plays an important role in achieving sustainable construction. There are three
main connections between sustainability and BIM,

i.Great transparency during design phase: As the project millennium mills start using BIM, it
provides great transparency from day one. The design model of millennium mills showing all
the 3 residential, leisure and commercial blocks are added to a shared model where each
stakeholder can quickly view and access a full real time summary of what products and
materials are being proposed, how they will be installed and their performance post
construction, for the project. Now our engineers, contractors and suppliers use their
knowledge and experience in the overall construction and operation of the building making it
more sustainable, before any money is spent on materials. For example: Heating systems
can be properly designed by the mechanical engineer using BIM which can be shared to the
building contractors and employers of Lendlease.
ii.Great efficiency during design and construction phase: 3D virtual prototypes are prepared
using BIM which can be easily accessed by the engineers and the contractors to study the
logic and sequence of construction. In each and every step, BIM saves time, refines design,
improves efficiency and provides opportunity to reduce the impact of building on
environment. For example: BIM technician measures the water levels and the behavior of
the river in the event of increased sea levels and floods. The responses of flood barriers are

measured and can be properly designed to maintain their efficiency after 5 years, 20 years
and beyond.
iii.Great control during operation phase: After the construction during the operational use of
Millennium Mills, if any repairs or retrofitting are to be done on the building, BIM helps to
provide details such as 3D models to the owner and the managers and thus ease he work.

4.7. Conclusions
The main purpose of the project is to find Millennium Mills redevelopment a feasible design
solution for the required project requirements. By conducting design issues in the form of
Gantt chart we conclude that the project can be designed and a period of 4 months. The
cost implications can be properly monitored and kept within the desirable limits. Also BIM
level 2 can be used for the project.

REFLECTIVE LOG SUMMARY


When I attended the first class of mental wealth, I got to know that learning this module at
master’s level would give me in depth knowledge about the UK construction industry working
standards and enhance my knowledge and help me to connect better with the industry
requirements. The mental wealth competencies that I learnt in the module are listed below:

Digital Proficiency (DP)

I was introduced to a new software MS teams during the course of my study. Initially I was
hesitant towards this software as I was not much familiar with it. But in the later weeks, I
started to use it effectively to communicate with my tutor and team members. During this
COVID 19, all the discussions of the team regarding the Millennium Mills project were
discussed using team’s software. The use of online software and online communications
enhanced my confidence of interaction with my tutor and group mates. MS team’s application
helped me as a project manager to conduct meetings, discussions, share work progress,
emails and drawings about the project. Career pathway guided me to create an account for
the latest jobs and news about my course on UEL website. The career passport has videos
which enhanced my self-awareness. I also had a one to one meeting with a career coach
regarding the CV and job opportunities. The career coach guided me for making a Cv and
cover letter and also gave some tips for the job search.

Emotional Intelligence Development (EID)

During the course of study, small brain storming exercises were given in our sessions to
quickly complete and answer it. I would hurry to finish them but would turn up with wrong
answers. At some point of time, I started paying attention to my behavior by analyzing myself
and started correcting my mistakes. Sometimes due to pressure of the work, I would turn
impatient on my fellow teammates. But later would turn up apologizing. Sometimes my pace
of work would not match with my teammates. This created stress and anxiety in me. At some
point of time during the course, I started paying attention to my inner emotions and my
behavior. Became aware that my negative emotions are growing, so I started to make myself

always motivated by giving positive motivational thoughts which in turn helped me to


coordinate in a better way with my teammates and complete the group coursework.

Social Intelligence Development (SID)

Fortunately, being worked as head of department in the past, I am very confident about public
speaking and interacting with new audience. This made me to take the lead as the project
manager of the Millennium Mills project. During the practice presentations conducted in the
tutorial, I coordinated with my team and kept them motivated throughout the session. As a
project manager, I was responsible for delegating the tasks between my teammates and
compiling the materials. This continuous interactions with my teammates regarding work
updates, compilation, uploads, etc improved my effective listening and communication skills.
By being social with the audience, I started to understand that arguing with other person over
the decisions made is not the way of leading. But rather we have to listen to their ideas with
an open mind even when it’s not the idea we personally agree on. And the latter emotional
intelligence helps in enhancing social intelligence development.

Physical Intelligence Development (PID)

After completion of 6 weeks on the module, we had to upload video presentation of feasibility
studies on millennium mills which comprised of 20% of the marks with a time limit of 8
minutes. This was the time I felt the real pressure and was stressed. But my strong inner
confidence and positive attitude guided me to finish the video presentation on time and
upload it. After the presentation, we received a mixed response from our tutor which made
me to learn on my mistakes. My strong inner strength and confidence made me to bounce
back from adversity and conflict and take the part B task challengingly. In order to fully
understand the issues of the Millennium Mills, it was necessary to conduct one site visit to the
plot 4. I along with my teammates visited the site and made a survey of the area. The site
was surrounded by security gates and we were not allowed to enter the plot. But it was
inspiring to having observed the site which is on the banks of river Thames and got some
more creative design ideas about the project. This field visit made me to adjust with different
behavior people with different agenda and opinions.

Cognitive Intelligence (CI)

During the course of my study, the lectures and the presentations conducted by our lecturers
made me to research and find some valuable materials which helped for the preparation of
part b of the coursework. The subject mental wealth made me to think critically, make proper
decision, solve complex issues within the given time and also self analyze for the positive and
the negative sides of my behaviors. Lendlease inspired me to closely relate my work with the
current UK requirements and form a realistic solution to the work assigned. I could closely
relate the UK industry standards with the standards used in my country and adopt it easily for
the preparation of the design report.

Cultural Intelligence Development (CID)

When I arrived for the first time in main lecture theater, I was taken aback by seeing the
strength of the people, as well as people from many different countries. I feared of losing my
concentration in the lectures because of the huge strength. But later it was managed well by
our lecturers. I slowly started to interact with them every week and got ideas about the
different culture people and their approach towards the subject. Also did some quick to do
assignment tasks given by our tutors. By engaging with different culture people from different
diversity made me learn many new things and work effectively.

Industry Connections (ID)

The content presented by Lendlease in the first lecture was interesting and engaging. The
Lendlease employers gave a detailed informative presentation which gave me a clear picture
about the coursework. It was very interesting as being a structural engineer with need of
practical knowledge; the university course work directly related the real life scenarios of the
Millennium Mills project. There was also a lecture by the health and safety officer who gave
me a different perceptive of construction and safety standards. As it was a new topic of study,
I managed to interact with the officer personally after the session and got some tips on how to
consider health and safety in Millennium Mills redevelopment.
