1. PROJECT DETAILS
The Improvements of 21.625 Km length selected Provincial roads in Batticaloa District Transport Connectivity and Asset Management Project is funded by the World Bank (WB). The
area covered by the MPCLGS/PRDP/EP/02 road package consists of four numbers of roads that belong to the Road Development Department (RDD). Those roads surface consist of DBST
and concrete, as well as road surfaces, are moderate condition. In this project, all the DBST surfaces are going to improve as an asphalt surface and introduce some road furniture. Hence
the improvements of this road project will stimulate new economic opportunities while expanding industrial agricultural and commercial activities and other related services in the project
area. The benefits derived from this project will be multi-fold as the communities served by this project would benefit from improved, lower-cost, and easy transport services thereby
improving their access to economic opportunities and social services while preserving the nature. The Contractor’s site establishment has been almost completed, and the Engineer’s
facilities have been provided and are being maintained. The Residential Engineer’s office is being fully functioned at No-220, Hospital Road, Batticaloa.

1.4 Scope of Work


The Works which are intended to effect improvement to the existing roads nominated in this contract package ( MPCLGS/PRDP/EP/02) and are to be carried out under this Contract are
broadly classified and described below.

The Scope of Works shall not however, be limited by such descriptions.

The works shall, inter alia, include the following:

(a) Preliminary and General Works,

1. Providing and maintaining facilities for the Engineer consisting of but not necessarily limited to housing, offices, laboratory, transport vehicles, survey equipment, and
support staff etc. as per contract provisions.

(b) Survey of existing Road

1. Carry out cross-section surveys and submit drawings as directed by the Engineer.
2. Establish Benchmarks as directed by the Engineer.
3. Carry out site surveys as required and as requested by the Engineer.

(c) Construction Drawings

1. Preparation and submission of Construction drawings for the approval of the Engineer as specified below,

Road Works

The bidder shall recognize the varied nature of the road, culvert and drainage rehabilitation works to be performed under the Contract and that the bid
Drawings PART 2- SECTION VII- (d) give typical details only of the rehabilitation scope of work. The proposed works will be based on the established center
line of the roads. For highway alignment, drainage and structures works, the Contractor shall undertake all necessary investigations and carry out the
design works conforming to Provincial Road Development Project standards and design guidelines provided by the Engineer.

All Construction Drawings shall be prepared by the Contractor based on the cross-section data, survey and design works carried out as per the standards and
guidelines given in PART 2- SECTION VII-( c) Appendix 11 of Special Specifications and as instructed by the Engineer. Construction Drawings will be approved
by the Engineer, in stages, based on the submission of same by the Contractor. The actual details of the road and drainage works and structures to be constructed and
any site instructions issued by the Engineer during the execution of the Contract shall be included in Construction Drawings to be prepared by the Contractor

(d) Road Improvement Works

Rehabilitation and improvement of Project Roads including but not limited to the following:

1. Site clearance and removal of obstructions.


2. Roadway excavation for widening and in forming/clearing side drains.
3. Rehabilitation of roadside drainage, where existing, and installation of a proper drainage system where it is non-existent.

4. Strengthening of the carriageway and widening to the standard width where necessary and possible within the existing right-of-way.
5. Correcting pavement failures and construction of pavement overlays.
6. Correcting surface irregularities and cross fall with dense graded aggregate and surface treatment with Asphalt Concrete material or aggregate and hot bitumen treatments to
an acceptable standard.
7. Repairing, extending or constructing new cross drainage culverts and other drainage structures.
8. Installation of project name board, road signs and markings.
9. Provide necessary Krebs at the edge of paved road surface.

(f) Incidental Works

1. Construction of culvert and other structures and carrying out repair and rehabilitation of existing structures as directed by the Engineer.

(g) Maintenance of Roads under Construction

1. Grade and generally maintain the road sections covered by the Contract during construction of the Works to ensure the safety of the public and residents along the roads and
minimum disruption to flow of traffic as agreed by the Engineer.

(h) Any other item of works

1. As may be required to be carried out for proper completion of the Works in all respects in accordance with the provisions of the Contract.
