1. Critically explain on what you understand on breach of natural justice.

2. Under section 25 of Computer Misuse Act 2018, the Minister has power to allocate special
funds to those who wish to carry out research on protection against online predators. Lan, a
cyber engineer enthusiast, is working on a costly project of a parental control software
protection against unknown sources, thus applying for the said funding with hope that it will
lessen his financial burden.

After a few weeks, Lan received news that his application was rejected. To make matter
worse, he found out that the Minister is a founder of Cyber Research Project group and has
approved special funds by all of the applicants who belongs to his group, thus Lan’s
application was rejected as he does not belong to the said group.

Advise Lan on whether he can challenge the decision of the Minister.
