PMU Manager for NGO Partnerships, Tripura

Introduction to The Education Alliance:

The Education Alliance’s (TEA) work is underscored by its vision that every child in India attending
government schools has access to excellent quality education. To that end, TEA works with State
Education Departments to identify gaps and partner with them and other civil society organizations
to co-create solutions and provide an enabling environment to help transform/revive government
schools. In essence, TEA helps identify school and system level gaps and introduce academic,
governance and people focused reform measures through a diverse set of evidence based
interventions in partnership with other like-minded organizations, including funders, other NGOs, and
technical partners. TEA currently has ongoing programs in Delhi, Tamil Nadu, Tripura, and Madhya
Pradesh.

PMU for NGO partnership management in Tripura :

Based on the United Nations Sustainable Development Goals (SDGs), the Government of Tripura
formulated a Vision 2030, with a clear strategic roadmap and action plan to accomplish the same. This
effort aims to augment the inclusive and equitable development of the State. As part of the ‘No Child
Left Behind’ principle, the State identified a need to further improve the quality of education imparted
in schools in the State of Tripura. In this context, the Department works with Non-Governmental
Organizations (NGOs)/Foundations/Civil Society Organizations (CSOs) across the country who have
experience conceptualizing, executing, and monitoring quality-improvement programs. The Education
Alliance was invited by then Secretary, School Education Department Tripura to lead the Program
Management Unit that manages and monitors the functioning of all the NGO/Foundation/CSO
partnerships for the State.

TEA’s distinct areas of contributiotion in Tripura:

1. The PMU facilitates for increased operational efficiency for both the state and the NGOs
2. PMU monitors NGOs progress on predetermined goals and objectives, and reports back to
government
3. The PMU is uniquely positioned as a convener given its vantage point, and has helped create
strong convergences

Position Summary:

In Tripura, TEA is supporting management of the State’s NGO Partnerships, both current and future.
Scope of TEA’s work that is ongoing in Tripura includes:

● Study and review MOUs signed between Government and NGOs to understand the roles and
responsibilities and agreed key performance indicators (KPIs)
● Visit NGOs’ program to observe interventions and performance-impact.
● Conduct frequent review sessions with NGOs to understand work and challenges, present
consolidated findings and suggestions to Steering Committee
● Create uniform dashboards that is easily consumable and comparable for the State
Government
● Recommend partnership alignment/ consolidation/ termination based on the efficiency of
various interventions
● Facilitate set-up of a Steering Committee within the Department to oversee and manage the
NGOs
● Facilitate for State-NGO partner meetings to discuss support required for program
implementation

The TEAM Tripura has an exciting and challenging role of driving The Education Alliance’s mission of
Building an Equitable India through its role as a Project Management Unit for State-NGO Partnerships.
The Manager shall be accountable for leading and effectively managing stakeholder relationships at
the implementation level, planning and executing NGO monitoring visits, reporting to the State about
the activities from the monitoring visits, carrying out due-diligence and supporting the team with
research initiatives.

Responsibilities:
I. Manage Partner relations:
● Support State in evaluating new partnerships, including scheduling, reviewing data and
materials and visiting partners (where applicable)
● Review Concept Notes and/ or proposals of partners(existing and new) and share
recommendations
● Build and maintain effective working relationships with the existing partner program
implementation teams

II. Monitoring and Evaluation:


● Design partner engagement work plans, and visit partner activities to monitor inputs/
activities at the program implementation level; and periodically report program activities to
the State
● Ensure partners submit quality reports and data on time in accordance with the State
requirements
● Review partner reports and data and update on potential gaps between current and
anticipated program inputs/activities

III. Tripura initiatives and learning:


● Assist the State in organising Steering Committee Meetings and planning events
● Manage Special projects from time to time as approved by the management
Minimum qualifications, skills and competencies:
● A Bachelor’s or Master’s degree in a relevant field with 3 - 5 years of relevant work experience
● Strong communication (written and verbal) and presentation skills. Preferably prior
experience in a role which required writing proposals and reports, i.e. consulting, research,
legal, etc.
● Ability to communicate fluently and effectively in the local language(Bengali) is necessary.
● Ability to travel regularly within the State of Tripura is essential
● Strong time management skills and ability to remain flexible in order to accommodate
multiple projects simultaneously, with tight deadlines
● Relationship building with Internal and External stakeholders
● High on integrity, accountability and drive. Growth-oriented mindset and a drive to develop
self as well as to challenge and improve existing systems and approaches
● Strong project management skills including assessing progress to goals and making the
necessary course corrections or reinforcements

PMU Lead (Foundational Literacy & Numeracy), Tripura

Education Departments to identify gaps and partner with them and other civil society organizations
to co-create solutions and provide an enabling environment to help transform/revive government
schools. In essence, TEA helps identify school and system level gaps and introduce academic,
governance and people focused reform measures through a diverse set of evidence based
interventions in partnership with other like-minded organizations, including funders, other NGOs, and
technical partners. TEA currently has ongoing programs in Delhi, Tamil Nadu, Tripura, and Madhya
Pradesh.

Work in Tripura:

TEA began its engagement in Tripura in October 2020 as a Program management Unit (PMU) to
support Samagra Shiksha Tripura in the management of NGO partnerships. In 2022, TEA has further
expanded its scope of work for 2022-27 to support the State’s NIPUN Bharat initiative (National
initiative for proficiency in reading understanding and numeracy). As part of this mandate, TEA will
help set-up systems and processes to facilitate continuous improvement of Foundational Literacy and
Numeracy (FLN) in the State. This will be done collaboratively through a coalition of partners that will
work directly with the State education department with the aim to co-create and deliver a
comprehensive and scalable program to improve FLN outcomes.

The PMU for FLN aims to support the State in designing and implementing a program for early grades
– including work on content development, teacher training, etc., setting performance benchmarks and
instituting a system for assessments to ensure embedding of this program within the education
delivery system. The FLN program will be delivered along with a consortium of partner(s) with
expertise in pedagogy, assessments, and others as needed.

Roles & Responsibilities – PMU Lead (FLN), Tripura

The PMU Lead (FLN) will be leading the FLN engagement with the State Education Department and
will report directly to the CEO based in New Delhi. S/he will be responsible for the design of the
program, execution, coordination with various stakeholders (government and non-profit partner),
and delivering on a roadmap for building government capacity to sustain the impact and
interventions from the program. The key roles and responsibilities of the FLN PMU Lead will include:
I. Design program strategy and approach in close coordination with Senior team in TEA

● Identify key gaps in the State’s foundational literacy and numeracy programs and devise
evidence-based solutions to address them. Supplement the external partner’s strategy
with its own research and analysis
● Design actionable implementation plan with a clear timeline, budget targets, and
division of responsibilities between TEA team members
● Design M&E framework with clearly defined performance indicators, targets, and
milestones

II. Stakeholder management

● Act as an interface between key stakeholders, including Government officials, TEA, State
Steering Committee, program partners, donors, and other implementation partners
● Develop strong working relationships with State government officials and assume the
lead on these relationships to build a work-plan for creating and building system
capacity for change
● Conduct periodic update meetings/check-ins with stakeholders to communicate
program progress

III. On-ground implementation and monitoring

● Oversee and guide Consultants/partner organizations in executing the program strategy


● Coordinate with implementation partners (government officials, external partners’
team, NGOs, etc.) to deliver on program objectives
● Enable implementation partners, including government officials, to meet outcome,
budget, and timeline targets. Ensure availability, timely deployment, and efficient
utilization of resources
● Identify operational bottlenecks and weaknesses, and devise work-around strategies
● Track program progress on key indicators according to the M&E framework
● Ensure high quality of documents (reports, presentations, proposals etc.) prepared by
the team

IV. TEA team management and capacity building:

● Supervision and overseeing the day-to-day performance of all consortium team members in
the State
● Ensure effective transfer of knowledge from external partner to TEA team, to build the
latter’s institutional knowledge and capacity
● Understand key aspects of strategy, such as which programs which work, as well as ways to
scale interventions, monitor program outcomes, improve governance structures, and sustain
Govt. relations
● Synthesize best practices and program learnings to strengthen TEA’s institutional knowledge
and support thought leadership activities
● Support grant management activities through proposals, donor reports, concept notes, etc.
● Provide effective mentoring to Consortium team members to develop their skills and
capabilities

Requirements & Qualifications

● Bachelor’s degree required from a reputed university with a strong academic performance;
Master’s degree in management, or public policy preferred
● Preferred work experience of 8-10 years (including at least 3-5 years of experience in the
Education sector)
● Experience with project management and people management is necessary and crucial for
the role
● Experiences working with government and in the education sector is desirable
● Fluency in English and Hindi/Bengali

Salary: Commensurate with experience

Position Summary

The team works in collaboration with State Education Departments to bring reform by implementing
large-scale system-led projects with the goal of improving student learning outcomes. Our team
supports the State to design and implement an integrated program as part of NIPUN (National FLN
mission) which encompasses multiple critical aspects of a reform process ranging from building
effective classroom pedagogy to working with the state to build salience and necessary state capacity
to deliver FLN at scale, while also strengthening governance and other key enablers that are critical
for the reform. The Education Alliance (TEA) has partnered with the State Education Department of
Tripura on a long-term engagement for system reform and have Project Management Unit (PMUs) in
the state to deliver it.

TEA is looking for a Project Manager who would be based in Agartala for the duration of 2 years
(minimum). S/He will support the PMU Lead in developing relationships with the State government
and the various departments and support the development and rollout of a holistic foundational
learning program.

Key responsibilities include:

● Take ownership of 3-5 workstreams (academic/administrative) and manage them end-to-end


● Conduct diagnosis, design solutions, and facilitate implementation through first principles
problem solving
● Support the State Government and members of the Education Department to design,
implement, monitor and track the initiatives planned under the roadmap.
● Prepare strategic roadmaps and implementation plans with goals and milestones.
● Set-up project management processes and guidelines and ensure that all activities are driving
towards the defined goals.
● Create internal alignment between different interventions and partners
● Coordinate with external stakeholders (NGOs, experts, other States).
● Facilitate conversations, setup and manage partnerships to leverage the best support for the
State government
● Work closely with the senior bureaucrats at the State level and members of the Education
Department

Required Qualifications, Skills and Abilities:

● Bachelor’s degree required, from a reputed university with a strong academic performance
● 2 to 5 years of work experience, demonstrating superb project delivery and stakeholder
management
● Excellent problem-solving and strategic thinking skills, ability to analyze complex data, craft
possible solutions and recommend actions
● Excellent writing and presentation skills (ability to communicate complex ideas in a
meaningful way)
● Ability to build and maintain positive and collaborative relationships both within and outside
the organization
● Ability to work independently and proactively, with little supervision
● Strong planning and organizational skills, and an ability to be able to set priorities, plan
timelines and meet deadlines
● Prior exposure to either the education sector, public sector, development sector, or consulting
is desirable
● Ability to interact with stakeholders, including senior State officials
● High level of spoken and written fluency in English and Bengali
