2. PURPOSE
The purpose of this Method Statement is to define the procedure for: sequence of works before casting substructure
elements. Including earthworks which consist of excavation for pile cap, trench excavation for tie beams and strap
footings, blinding, block work, backfilling, compaction and the application of waterproofing; all in accordance with the
requirements specified in the relevant specifications, procedures and drawings, considering safety and quality of the
work activities.

3. To ensure that all the equipment required to execute the works according to the construction programme are
available, in good condition, and provide any additional equipment that might be required.
4. To co-ordinate with the Construction Manager, Project Engineer, Safety Engineer, Foreman and Surveyor for a
safe and proper execution of the works.
5. To guide specific attention to all safety measures in co-ordination with the safety officer/engineer.
6.2.Construction Manager
1. Ensure area is ready and safe to start the works.
2. Set up required equipment and plant through discussion with the Project Manager and Project Engineer/Works
Supervisor.
3. Ensure the works are carried out according to the specification, quality and approved shop drawings.
4. Liaise and co-ordinate with the Project Manager for the agreed sequence of works with respect to the construction
programme.
5. Allocation of required manpower through co-ordination with the Project Manager.
6. Provide the risk assessments for the works in hand.
7. Provide sufficient and safe access for operatives, trucks and pumps.
8. Take precautionary measures with regards to protecting works from hot weather, wind, rain and sun.
6.3. Project Engineer
1. The engineer shall carry out his duties in a manner that shall be co-ordinated by the project manager on a daily
basis, and shall ensure proper distribution of the workforce and equipment at required locations.
2. To be aware of test frequencies related to the formation level.
3. To control disposal of waste excavated material according to the instructions received from the Project Manager.
4. To co-ordinate with the Safety Officer to maintain safe working and proper housekeeping of the site. To comply
with the safety measures and ensure that all Safety Officer Teams are aware of the same to prevent accident and
loss.
5. To monitor and check all activities and ensure that works shall be carried out according to specifications, quality
and approved drawings.
6. To inform the QC Inspector of the areas ready for inspection.
6.4. QA/QC Engineer / Inspector
1. Ensuring that Consultant/Client inspection requests are implemented.
2. Compilation of all necessary quality control checklists
3. Assisting Consultants during the Inspections.
4. Coordinating with the third party lab regarding tests and results.
5. The control of work performance by means of checking the work before consultants’ inspection and issuing RFIs &
punch lists as necessary.
6. Completion of documentation to verify the work performed.
7. Controlling all inspection activities on-site in line with ITPs.
8. Ensuring that all test equipment including surveying equipment is calibrated and is suitable for use on-site.
9. The Surveyor:
10. To establish benchmarks from agreed reference points, provide required setting out and level markings and follow
up with regular checks.
11. Co-ordinate with the Project Engineer / Foreman and ensure the approved shop drawings/construction drawings
shall be implemented properly.
12. Maintain survey details and reports, periodically check the progressing works and advise the project manager of
any deviation from the drawings.
6.5. HSE Engineer/Officer
1. To ensure implementation of all safety measures related to the nature of works being carried out, and in
accordance with the Project Safety Plan.

2. To ensure that all the persons involved in the works are aware of their responsibilities, and that they have enough
understanding of the safety procedures.
3. The safety officer in co-ordination with the Project Manager shall ensure that all the implemented safety measures
are effective enough to maintain safe working on the site.
4. To maintain continuous inspections of the site activities, advise and train persons on a daily basis to prevent
accidents and personnel injury.
5. To give special concern to housekeeping, and ensure that the site is maintained clean and tidy.
6. To ensure all the relevant safety sign boards for different works are in place.
6.6.Foremen/ Works Supervisor
1. Ensure the works are progressed in the sequence as agreed with the Project Manager.
2. Liaise with the Project / Construction Manager for the allocation of the work force, ensuring adequate manpower is
available.
3. Liaise with the site manager to ensure all the required plant / materials are available to construct the works.
4. Full time supervision shall be required to ensure the works are carried out in accordance to specifications, quality
and approved drawings.

Note: Quantity of manpower, materials and equipments shall be submitted on the daily progress report.
8. PROCEDURE
8.1.General
There are three types of earthworks required under the slab on grade: pile caps, strap footings and tie beams. The pre-
RCC activities are outlined in Sections 7.2, 7.3 and 7.4. In Section 7.5 the RCC activities are described
8.2.Pile Caps
1. Pile concrete surface and steel shall be prepared to receive the pile cap concrete and reinforcement by cleaning to
remove any loose concrete and. The pile reinforcement steel shall be straightened and fixed as per the approved
shop drawings.
2. Soil below the pile head shall be backfilled in 200mm layers and compacted. Each layer shall be tested to 95% of
compaction.
3. Application of the approved anti-termite treatment shall be done with the Consultant’s inspectors witnessing the
application process. The treated area will be covered by polythene sheet.

4. A 50mm thick blinding shall be done 200mm greater than the dimension of the pile head on each side. Pile cut-off
level and the bottom of the pile head level must be confirmed by the surveyor and verified by Consultant’s
inspection prior to placement of the blinding.
5. After casting of the 50mm blinding the surveyor shall layout the position of the pile head and block work shall be
fixed to the required level (bottom of the Slab on grade minus 50mm.)
6. Backfilling and compaction shall be done around the pile head in 200mm layers using approved backfill material up
to the level of the slab on grade minus 50mm for the blinding. The compaction of all layers shall be tested to 95%
of compaction.
7. Strap Footings
8. The location and level of the Strap Footings shall be laid out by the surveyor and verified by the Consultant’s
Inspectors.
9. Excavation, levelling and compaction shall be done as per the specified requirements of the project specifications.
10. Application of the approved anti-termite treatment under the strap footing shall be done with the Consultant’s
inspectors witnessing the application process. The treated area shall be protected by covering with polythene
sheet.
11. A 50mm thick blinding shall be done 200mm greater than the dimension of the strap footings head on each side.
The bottom of the strap footing level must be confirmed by the surveyor and verified by Consultant’s inspection
prior to placement of the blinding.
12. After casting of the 50mm blinding the surveyor shall layout the position of the strap footing and block work shall be
fixed to the required levels. For the outer side of the beam block work shall continue above the top of the slab and
kicker. On the inner side of the strap footing the block work shall go up the bottom of the Slab on grade minus
50mm (to accommodate the blinding).
13. Backfilling and compaction shall be done outside the block work in 200mm layers using approved backfill material
up to the level of the slab on grade minus 50mm for the blinding. Each layer shall be tested to ensure that 95%
compaction has been achieved.
14. Anti-termite treatment shall be done under the slab with the Consultant’s inspectors witnessing the application
process. The treated area shall be covered by polythene sheet.
15. A 50mm thick blinding shall be done under the Slab. The top level of the blinding shall be checked by the surveyor
and approved by the consultant.
16. Waterproofing shall be applied as per the manufacturer’s recommendations. Inspection Request for the
waterproofing shall be raised to verify compliance to the same.
8.3.Tie Beams
1. The location and level of the tie beams shall be laid out by the surveyor and verified by the Consultant’s Inspectors.
2. Excavation, levelling and compaction shall be done as per the specified requirements of the project specifications.
The sloped sides of the excavation shall be formed as per the approved drawings and compacted as specified.
3. Application of the approved anti-termite treatment shall be done with the Consultant’s inspectors witnessing the
application process and covered by polythene sheet.
4. A 50mm thick blinding shall be done below the tie beam. The bottom of the tie beam level must be confirmed by
the surveyor and verified by Consultant’s inspection prior to placement of the blinding.
5. After casting of the 50mm blinding the surveyor shall layout the position of the tie beam. For the outer side of the
beam the block work shall continue at least up to the top of the slab (or kicker) and on the inner side of the strap
footing the block work shall go up the bottom of the slab on grade minus 50mm (for the slab blinding).
6. Backfilling and compaction shall be done on the outside of block work in 200mm layers using approved backfill
material up to the level of the slab on grade minus 50mm for the blinding. Each layer shall be tested to ensure that
95% compaction is achieved.
8.4.Slab
1. The area under the slab shall be filled in 200mm layers (as per project specified requirements) up to the level
marked by the surveyor.
2. Anti-termite treatment shall be done under the slab with the Consultant’s inspectors witnessing the application
process. The treated area shall be protected by covering by polythene sheets.

3. A 50mm thick blinding shall be done under the Slab. The top level of the blinding shall be checked by the surveyor
and approved by the consultant.
4. After casting of the 50mm blinding the surveyor shall layout the position of the outer edge of the slab. Leaving a
sufficient gap from this edge for the width of the waterproofing system, the block work shall be started (see figure
below).
5. Waterproofing shall be applied as per the manufacturer’s recommendations to the top of the blinding, the tops of
the pile caps and the block work internal sides in accordance to the approved shop drawings. Inspection Request
for the waterproofing shall be raised to verify compliance to the same.

8.5.RCC Works
1. Reinforcing Steel Bars- The Contractor shall provide reinforcing steel with high grade deformed type with the
requires yield strength as required by the Specifications the testing requirement for each diameter of rebars shall
include tensile, bend, rebend and chemical analysis. The Contractor and Consultant are witnessed the testing to
ensure that the required testing are carried out as per project specifications. The result shall be submitted and
approved by the Consultant. For every delivery of rebars the mill certificates shall be submitted together with the
delivery note of the material. ITR for steel delivery should be submitted to the consultant. The Contractor ensures
that all rebars used on site are passed on the required test. The Contractor checked the shop drawings for bar
bending schedule and should be approved by the Consultant prior to start the fabrication on site.
2. Fixing of Steel Rebars: - The Slab reinforcement bars shall be fixed in accordance to the approved shop drawings
and project specifications. The quantity, bar splices, spacing, rebar sizes and bending shall be verified. The fixing
work shall be checked to ensure that all rebars were fixed properly in the proper location.
3. Side form spacers used shall be concrete block spacers and their sizes shall vary as per concrete cover
requirement of steel. Sufficient bottom concrete spacers should be provided to maintain the concrete cover of
reinforcing bars. The rebars shall be tied manually using tie wires. Enough chair bars shall be provided to maintain
the correct distance between the top and bottom bars. The spacers shall be of sufficient strength to take the live
and loads during the installation and the casting phases.
4. Steel reinforcement shall be fixed for the pile head and the on-grade slab to be cast monolithically.
5. All MEP installations shall begin once the first layer of the reinforcement steel is in place. Requests shall be raised
to check the sizes, locations and levels of Electrical & Lightening Protection works and Mechanical works
embedded items. All drainage pipes to be leak tested as per the specified requirements.
6. An air compressor shall be employed to clean the area and remove all the accumulated debris.

8.6.Pouring of Concrete
1. The approved third party lab representative and Contractor shall check on site the require slump, and temperature
of the fresh concrete upon receiving it on site. Technicians shall prepare cube samples with labels and maintain a
testing log. For other details, please refer to the submitted Project Quality Control Procedures for ready mix
concrete.
2. Pouring/ Depositing of concrete shall be done by Contractor’s competent site personnel and workers in accordance
to the approved shop drawings and project specifications. Any concrete in the work which has partly hardened or
which has been contaminated with foreign objects shall not be used.
3. When pouring of concrete using concrete pump. Do not exceed 1.5m for vertical drop of concrete to prevent
segregation of concrete. Apply vibrators systematically, sufficient duration and intensity to compact the concrete
thoroughly. Avoid over vibration to prevent the concrete segregation. Maintain one spare vibrators for every three
vibrators used for in case of breakdown. Use ready mix concrete through-out and as per approved supplier and
mixed design by the Consultant.
4. For Hot Weather Concreting – pouring of concrete shall not be allowed when the ambient air temperature exceeds
40 degrees centigrade (falling). Suitable precautions shall be taken to ensure that the temperature of fresh
concrete does not exceed to 30 degrees centigrade. Transporting, placing and finishing of concrete shall be done
as quickly as possible. Elapsed time between batching and placing of concrete shall be 90 minutes (as per the
approved mix design) unless approved by the consultant.
8.7.Curing
1. Curing and protection of concrete shall comply with the guidelines given in the project specifications. Concrete
protection and curing shall be done in such a manner as to prevent the evaporation of moisture from the concrete
and injury of the surface. Immediately after the concrete has set, curing shall commence. As soon as the concrete
has stiffened sufficiently after not more than 24hrs, the surface shall be covered by absorptive mats of fabric and
kept continuously wet for 7 days. Any curing compound materials used for concrete curing is subject for approval of
the consultant.
