MEMORANDUM

SUBJECT : Special Report

Re: Kidnapping incident dated March 24, 2021.

DATE : April 8, 2021

1. Reference: Police Alarm/Missing Person dated March 26, 2021.

2. This pertains to the above incident that transpired on or about 10:00PM of March
24, 2021 along Tropical Ave., BF International, Brgy. CAA Las Piñas City wherein the
victims identified as (V1) CHARLES DEAN SOTTO, 30 years old, male, single, online
seller and with postal address at #17 Longbeach St., Merville Park Subd., Barangay
Merville, Parañaque City and (V2) JONAS PAOLO S CALLEJA, 25 years old, male,
single, online seller and with postal address at #1834 Donada St., Brgy. 36 San Isidro,
Pasay City.

3. Initial investigation disclosed, based on the CCTV footages extracted from the
Security Office of BF International, unidentified suspects on board more or less four (4)
vehicles kidnapped the above victims and force to load inside the Hyundai Starex van
color Gold with plate number THO 592, Hyundai Sedan color dark blue with conduction
sticker MV 4678 and two other unknown vehicles. Identified vehicles are subject for
record check at LTO Las Piñas.

4. Verification was conducted with our STATION TACTICAL OPERATION CENTER

(STOC) and found out that there are coordinations received on March 24, 2021 from
PNP DEG, PDEA RO-NCR, CIDG RFU-NCR and DSOU-SPD and Las Pinas City was
there area of operation. But when checked, said Operating Unit disclosed that no arrest
was made with the victims.

5. On the other hand, background investigation was made with the victims.
Accordingly, Elizabeth Sotto (mother of V1) stated that her son is engaged into an
online selling of meat and vegetables. However, Vicky Calleja, (mother of V2), revealed
thru text message that sometime on January 2020, JONAS PAOLO was arrested in a
drug operation by SDEU, Taguig City Police for illegal possession of ecstasy.

6. Investigation efforts are being exerted as to the identity of the perpetrators,

vehicle’s record verification at LTO and background check as to the victim’s activities.
Any information will be reported as soon as obtained.
