I. EXECUTIVE SUMMARY
The residents of NBBS Kaunlaran, a barangay from the city of
Navotas, have their own mission, vision and beliefs. Their mission is to
raise their level as a barangay and aspire to continue promoting and
caring for their people. Unity, cooperation and participation from their
subordinates are the three (3) major factors that they needed to achieve
their mission. Their vision is to have a clean citizens and youth active in
 works for the good of everyone. In order to achieve this, the officials of
the barangay must have fair and truthful governance to everyone.
Navotas is a coastal highly urbanized city in the National Capital
Region. The city has a land area of 8.94 sq. kilometers or 3.45 square
meters. According to the Philippine Statistic Authority or PSA (2020
census), the populations in Navotas City is 247, 543 people. This
represents 1.84% of the total population of the National Capital Region.
Navotas City is consisting of eighteen barangays. One of them is the
Barangay North Bay Boulevard South. From the population of Navotas,
21, 916 people are from Barangay North Bay Boulevard South,
Kaunlaran. This represented 8.85% of the total number of residents of
Navotas (Source: National Statistics Office of the Philippines (web),
National Statistical Coordination Board (web).
Mr. Christian Angelo A. Borja and Juvy Mae C. Giducos, member of
the cooperatives, undertook this business development area study. This
business development area research was also done under the name of
Navotas Polytechnic College from the 6th day of November year 2021,
and is presently being undertaken within Navotas City.
The main objective of this business development area study is to
organize a cooperative group and to put up a business in a certain
barangay, which will settle on by the results of this study. The member of
this group is to learn the strong point and the weak point of the chosen
barangay, as well as what type of cooperative they may start to serve the
residents of that barangay.

II. HISTORY
The NBBS Kaunlaran was started from a minute portion of a large
barangay through Republic Act 10933. From a press release of the
Senate of the Philippines 18th Congress last May 15, 2017, this entitled
as Bills creating new Barangays in Navotas City. The senate approved on
final reading three houses seeking to create new barangay in Navotas
City. The house bill no. (HBN) 973, 938 and 4402 were authored and
sponsored by Senator Sonny Angara, chair of the Senate Committee on
Local Government.
According to Angara, HBN 973 represents the division of Barangay
North Bay Boulevard South in Navotas into three barangays. These are
the Barangay NBBS Proper, Barangay NBBS Dagat-Dagatan and
Barangay NBBS Kaunlaran.
On August 23, 2017, Republic Act No. 10933, an act dividing
barangay North Bay Boulevard South (NBBS) in the City of Navotas into
three (3) distinct and independent barangays to be known as barangay
 NBBS Proper, barangay NBBS Dagat-Dagatan and barangay NBBS
Kaunlaran was submitted and was approved by Sgd. Aquilino “Koko”
Pimentel, President of the Senate and Sgd. Pantaleon D. Alvarez,
Speaker of the House of Representatives.
The Act which originated in the House of the Representatives on
December 5, 2016, amended by the Senate on May 15, 2017, and which
amendments were concurred in by the House of Representatives on May
30, 2017. The law was approved last August 23, 2017 by Philippines
President Rodrigo RoaDuterte.

IV. SOCIOLOGICAL FACTOR

According to the data gathered, barangay NBBS Kaunlaran (in earlier
times identified as North Bay Boulevard South) is a one of the eighteen
 (18) barangays in the city of Navotas. As per 2020 cencus, it consists of
21, 916 citizens which are represented an 8.85% of the total number of
residents of Navotas.

DEMOGRAPHIC:
Household: according to the research of PSA for the year 2015, the
household population of the Navotas was 249, 176 down into 60, 904
households with an average of 4.09 members per home.
Population by age group:
From the same resources above, ages 5-9 with a total number of 25, 422
individuals was the highest population of Navotas. In opposition, the
lowest population are from the group ages 80 and above consisting of 1,
217 individuals. It only means that most of the population of Navotas is
from group of young dependent populations.
Historical Population:
Base on the data given, the population of Navotas grew with 235, 855 people
from the year 1909 to year 2020. It increases over 117 years. The data
 stated that the population from year 1909 was 11, 688 while from the
year 2020 was 247, 543. On the latest census figures in 2020 denote a
negative growth rate of 0.16% or a decrease 1, 920 people from the
previous population of 249, 463 in 2015. Meaning the population was
decreased over five years from 2015 to 2020.
TRANSPORTATION AROUND THE CITY:
The available public transportation in Navotas is buses, jeepneys, tricycles,
and taxis. But in order to be in Barangay North Bay Boulevard South,
Kaunlaran, jeepneys and tricycles are what you need. When you are
from C4, you may take jeepneys and ride for only 15-20 minutes. You
make ride a jeepney with a fixed route of Ilaya Divisoria, and get off to
Agora Market and walk to the left side of the road.

This is the map of barangays in Navotas city before the separation of
Tangos North and South, Tanza 1 and Tanza 2, North Bay Boulevard South,
Dagat-Dagatan, , NBBS Proper and NBBS Kaunlaran. NBBS is located at the
South of the Navotas City, between Bangkulasi and North Bay Boulevard North.
 V. RELIGIOUS FACTOR

According to the study, there are few churches located inside the city of Navotas.
Some of them are churches like San Ildefonso Parish, San Jose de Navotas
Parish, San Roque Parish and Sta. Cruz Parish, San Lorenzo Ruiz and
Companion Martyrs Parish Church, Santo Nino de Passion Chapel, Iglesia Ni
Cristo Church and more. With the churches given, some of them are near to brgy.
NBBS Kaunlaran. Those are the San Lorenzo Ruiz and Companion Martyrs
Parish Church, a Catholic church located near Kaunlaran High School, Phase 1
North Bay Blvd., Kaunlaran Baptist Church. Kaunlaran Baptist Church is headed
by the parish priest Franklin Beltran Lak.
Therefore, most of the citizens living in Navotas are Catholics.
 VI. EDUCATIONAL FACTOR

Navotas City has varieties of both public and private schools for grade
school and high schools students. Most of the well known schools for public
students for the grade school students are Bagumbayan Elementary School,
Navotas Elementary School, Daanghari Elementary School and Kapitbahayan
Elementary school l. And private schools like San Jose Academy which also
offers a secondary level or high school. The main school for high school student
in Navotas is the Navotas National High School (NNHS) and Kaunlaran
Highschool, a public school. And for tertiary level of education, there are two
schools offering a degree for students. These are the Governor Andres Pascual
College (GAPC) and Navotas Polytechnic College (NPC). Navotas Polytechnic
College (NPC) is the only public school for college students in Navotas. And well
developed by the government in terms of school facilities as well as educational
standards. Most of the professors are truly have knowledge with what they are
teaching.

Kaunlaran High School is located at Phase 1 Kaunlaran, North Bay

Boulevard, Navotas City. The current principal of Kaunlaran High School is DR.
Cristina Castillo-Miclat. Kaunlaran High School has a hashtag name
#KaunlaranCares which stands for Competent And Responsible Educators and
Students. According to their FB page, KHS family believes that every child has
his/her gifts that needs to be cultivated, nourished, honoed for the individual’s
holistic development.

Navotas Polytechnic College (NPC), was founded in 1994, run by the

Navotas government. It is located on Bangus street at the corner Apahap Street
in North Bay Boulevard South inside the Kaunlaran village.
At present NPC offers degree programs in business administration,
education, computer technology, short-term courses.
Currently, NPC is headed by the College President, Dr. Rebecca T.
Ananuevo. While in the department of Marketing the president is Prof, Hernan
Oliveros.
 VII. SECURITY FACTOR
Navotas City is one of the place in National Capital Region or NCR that
has lower rates in crimes or any violation against the law. Barangay North Bay
Boulevard South Kaunlaran (NBBS Kaunlaran) has their own way on how to
apply and implement various programs to eradicate and prevent crimes on their
barangay like robbery, holdapper, abbuse/abbusive, war on drug and rape, they
had an estimately 70,000 indiviuals or Navotenos that are living there that is
why they have to make extra careful and mindful on implementing rules. They
make sure that their rules and regulations will be equal and just for each and
every member of their barangay. They had curfew hours for those young
individuals that are below 17 years old or not on their legal age, this advocacy
aims to protect and secure millenials and avoid unwanted situation.

VIII. POLITICAL FACTOR

North Bay Boulevard South was one of the fourteen barangays of the City of
Navotas until 2013. In accordance with Republic Act No. 10933, and approved by
President Rodrigo Duterte on August 23, 2017 and ratified in a plebiscite on
January 5, 2018 Northbay Boulevard South was divided into different barangays
such as NBBS Kaunlaran, NBBS Dagat-dagatan, and NBBS Proper. Presently, it
is led by an elected Chairman that was selected by the people of
NbbsKaunlaran. Hon Edralyn B. Abella Chairman of NbbssKaunlaran, Hon Paolo
Angelo A. Mesina, Hon. Rodante P. Villano, Hon Ronald P. Beduya, Hon.
Reccelle G. Mirrallestheir barangay official’s aims to give and serve their people
the best quality of service and good programs that will help their constituents.
Their political vision is to have a barangay with clean citizens and youth that is
active in works beneficial for the good of all. Their also aim to unite the people in
solidarity for the cohesion and success of Barangay. Providing honest and fair
service for the safety and benefit of each. On the other hand, their mission aims
to raise barangay level and aspire to continue promoting and caring for the
people. This is achieved through the unity, cooperation and participation of all
and the conscious mind in the transformation of the challenges in life, and all who
believe in the Great Creator.

 IX. ECONOMIC FACTOR
Navotas City is known as the Fishing Capital of the Navotas, it is the
center of fishing activities in the country since they had the big ports and local
markets that caters related industries. Residents of barangay NBBS Kaunlaran
also engage in the same livelihood activities and industries, they had different
food and business establishments. They had food restaurants such as:
AlingConching Eatery, M&J Shawarma Hub, Daddy R LutongBahay,
ErlindaKaininasaTumana, Minislurp, and Bayanihan Food Community Warriors.
They also had different business establishments or spots that can be visited like
Pans Internet Shop, Vicel Riverside Garden Venue, and XavierVille Internet Cafe.
People could also visit their police station and barangay station, they had NBBS
Proper Satellite Barangay Hall located at R10 SitioSto. Nino, NBBS Kaunlaran
Hall, and NBBS Barangay Hall Police station located at Bangus Street led by

STATION
 X. CULTURAL FACTOR
Barangay NBBS Kaunlaran has a unique way on how to help each other
and the community, they always implement programs and advocacy that aims to
help the constituents especially those unfortunate and unprivileged individuals
that badly needed the help and attention of the government and barangay
officials. They had "kapit-bisig" projects that donate and gives food as well as
financial assistance to those affected areas, they also give free assistance to
consult about health and mental issues. Now, that the community and the country
facing a pandemic they raise funds and ask for government to donate and
support the needs of the people, they created "open community pantry" that the
goal is to give food assistance and open for each residents that living in the
community. Furthermore, one of the characteristics that really stand out about the
people in NBBS Kaunlaran is that, they respect not only their barangay officials
but also their environment they implement programs about conserving and
maintaining nature.

XI. HEALTH FACTOR

Having good and effective health facilities is essential especially nowadays
that our health should be our priority. Barangay NBBS Kaunlaran Health Center
is located at Bangus Street. They have programs like Sports Recreation Activities
that aims to give chance and opportunity for athlete to experience free training
about the sports they wanted to play, they can also have sports scholarship if you
are qualified to be part of a specific team. They have also have Medical and
Health services and program to monitor the health of people, it is for free
consultation and gives free medications to avoid spending too much money on
buying medicines, health center gives away their stocks for that. Lastly, they have
Professional Services or Personal Care programs. This program aims to help
individuals that are struggling or having mental illness/issues, they seek and give
professional advice on how to cope up and relieve stress, anxiety and depression
to those who are in need.

 XII. RECOMMENDATION

The students who conducted this study have some recommendations for
those business people who are interested in building a Dairy Cooperative. First
and foremost, Dairy Cooperative should build near various food establishments
and restaurants in that way people will tempted to visit and pay attention about
the food or services that they could offer. Furthermore, dairy products should
contain healthy and less oil or fatless ingredients to avoid health issues and
complications, people will patronize if they promote product like those. Lastly,
they need to register and make their cooperative legal to prevent any
malfunctions on their end; it could also have advantages because they could
attract more investors.
