‫علَى‬ ‫س َل ْم َ‬ ‫ص َل َو َ‬ ‫اَللَّ ُه َّم فَ َ‬
‫صادَقَ‬ ‫ان َ‬ ‫س َي َدنَا ُم َح َّم ٍد َك َ‬ ‫َ‬
‫س ْوالً نَ َبيًّا‪،‬‬ ‫ان َر ُ‬ ‫ْال َو ْع َد َو َك َ‬
‫ص ْح َب َه الَّ َذي َْن‬ ‫علَى آ َل َه َو َ‬ ‫َو َ‬
‫يُ ْح َسنُ ْو َن َإ ْسالَ َم ُه ْم َولَ ْم‬
‫ش ْيئًا فَ َريًّا‪،‬‬ ‫يَ ْفعَلُ ْوا َ‬
‫أ َ َّما بَ ْعدُ‪ ،‬فَيَا أَيُّ َها‬
‫اض ُر ْو َن َر َح َم ُك ُم هللاُ‪،‬‬ ‫ْال َح َ‬
‫ص ْي َن ْي نَ ْف َس ْي َو َإيَّا ُك ْم‬ ‫ا ُ ْو َ‬
‫هللا‪ ،‬فَقَ ْد فَازَ ْال ُمتَّقُ ْو َن‬ ‫‪َ .‬بت َ ْق َوى َ‬
‫قَا َل هللاُ تَعَالَى ‪:‬‬
‫ان‬
‫ط َ‬‫ش ْي َ‬
‫ّلِل َم َن ال َّ‬ ‫عوذُ َبا َّ َ‬ ‫أَ ُ‬
‫الر َج َيم‬ ‫َّ‬
‫ين آ َمنُوا َال تَأ ْ ُكلُوا‬ ‫يَا أَيُّ َها الَّ َذ َ‬
‫أ َ ْم َوالَ ُك ْم بَ ْينَ ُك ْم َب ْالبَ َ‬
‫اط َل َإ َّال أ َ ْن‬
‫اض‬ ‫ع ْن ت َ َر ٍ‬ ‫ارة ً َ‬‫ون َت َج َ‬ ‫ت َ ُك َ‬
‫َم ْن ُك ْم‬
‫)‪(QS An-Nisa’ [4]: 29‬‬
Alhamdulillah, for the abundance of Allah's
grace and love so that on this glorious day
we can gather in this noble place, with
people who, God willing, will be glorified by
Allah subhanahu wa ta'ala, carrying out their
obligations for Friday prayers in
congregation. Shalawat and salam may
always be bestowed upon our noble Prophet
Muhammad sallallaahu 'alaihi wa sallam.

Friday Congregation Rahimakumullah,


Fear Allah. Obey God, carry out His
commands and stay away from all His
prohibitions, while we are still given the
opportunity by God to breathe the air of the
world. Remember, only when we are in the
world, we have the opportunity to collect
rewards through good deeds. That is, deeds
in accordance with the commands and
prohibitions of God, both written in the
Qur'an and the Sunnah.
Friday Congregation Rahimakumullah,
Rasulullah shallallahu 'alaihi wa sallam said:

‫ان‬
َ ‫الز َم‬ َّ ‫آخ َر‬ َ ‫ون فَي‬ ُ ‫يَ ُك‬
‫ َو ُوزَ َرا ُء‬،ٌ‫ظلَ َمة‬ َ ‫أ ُ َم َرا ُء‬
،ٌ‫ضاة ٌ خ ََونَة‬ َ ُ‫ َوق‬،ٌ‫سقَة‬ َ َ‫ف‬
‫ فَ َم ْن أ َ ْد َر َك‬،ٌ‫َوفُقَ َها ُء َكذَبَة‬
‫الز َم َن فَال يَ ُكونَ َّن‬ َّ ‫َم ْن ُك ْم ذَ َل َك‬
‫ع َريفًا َوال‬ َ ‫لَ ُه ْم َجا َبيًا َوال‬
‫ش ْر َطيًّا‬ُ
There will be at the end of time tyrannical
rulers, wicked aides (government officials),
treacherous judges and lying Islamic jurists.
Whoever among you finds that age, do not be
the tax collector, the right hand of the ruler,
and the policeman. (HR ath-Thabrani).
Through this hadith, the Prophet sallallaahu
'alaihi wa sallam informed and warned
people of the coming of tyranny. The
appearance of a tyrant ruler, who was willing
to collect the property of his people. A
country that is supposed to guarantee the
welfare of all the people instead the rulers
burdens them with various levies or taxes.

Friday Congregation rahimakumullah,


Know, Allah subhanahu wa ta'ala forbids
humans from disturbing and seizing other
human assets without a valid reason. The
word of Allah subhanahu wa ta'ala:

‫ين آ َمنُوا َال تَأ ْ ُكلُوا‬ َ ‫يَا أَيُّ َها الَّ َذ‬
َ َ‫أ َ ْم َوالَ ُك ْم بَ ْينَ ُك ْم َب ْالب‬
‫اط َل َإ َّال أ َ ْن‬
‫اض‬ ٍ ‫ع ْن ت َ َر‬ َ ً ‫ارة‬َ ‫ون تَ َج‬ َ ‫ت َ ُك‬
‫َم ْن ُك ْم‬
O you who have believed, do not consume one
another's wealth unjustly but only [in lawful]
business by mutual consent. (TQS an-Nisa’ [4]:
29).

In this verse there is an understanding that


the property of fellow human beings can be
taken and used if the owner is pleased and of
course must be in accordance with the
provisions of Islamic sharia, such as through
sales, grants, alms, and so on.

As-Sa'di in his commentary explained the


verse by saying, "Allah subhanahu wa ta'ala
has forbidden His servants who are believers
to consume wealth among them in a false way.
This includes ghasab (confiscation), theft as
well as acquiring property through gambling
and reprehensible acquisitions. ” (Tafsir as-
Sa’di, p. 300).
Ghasab, according to the book of Al-Muhith fi
al-Lughah, is taking something unjustly and
forcing it. According to Dr. Khalid al-
Musyaiqih, ghasab is the usurpation of the
rights of others, either their property or their
utility rights, by force, without proper
reason.

Ghasab does not only occur between
individuals, but can also be carried out by the
state against its people. Various levies that
exist outside Islamic sharia such as taxes on
income, vehicles, land, houses, groceries, and
so on are injustice because they are not
based on sharia provisions.
This is what Allah subhanahu wa ta'ala means
by His word (which means): eat your
neighbor's property in a vanity way.

You know, doing various levies/taxes on the


people is the custom of kings, emperors and
leaders outside of Islam. In the past, kings
used to collect taxes and tribute from their
people. There was a tax on gold, livestock,
and slaves. In the modern era, countries that
adhere to capitalist ideology also collect
taxes from the people with more types;
taxes on vehicles, houses, land, and others.

Now it is planned that there will be


levies/taxes on basic necessities, schools and
even taxes from mothers who give birth. This
policy has been strongly warned by Islam.

Abu Khair radhiyallahu ‘anhu said: Maslamah


bin Makhlad (governor of Egypt at that time)
offered the task of collecting taxes to Ruwafi
bin Tsabit radhiyallahu‘ anhu. What is the
answer? Indeed, I once heard the Prophet
sallallaahu 'alaihi wa sallam say:

‫ب ْال َم ْك َس َف ْي النَّا َر‬


َ ‫اح‬
َ ‫ص‬َ ‫َإ َّن‬
Indeed, the tax collectors (are punished) in hell
(HR Ahmad).

This is the impact of the liberal capitalist
system. An expert on Western governance,
Arthur Vanderbilt, said, "Taxes are the
lifeblood of government." All subject to
taxes. Even the poor. Why? Because taxes in
the capitalist system are the main source of
state revenue.

Then what about Islam? Islam stipulates that


the main source of state revenue is non-tax.
Sources of state treasury or Baitul Mal are
zakat, jizyah, kharaj, 'usyr, public property
(such as oil and gas and mineral mines), anfal,
ghanimah, fai, khumus, infaq and alms, and so
on. This source of income is very large and
able to meet the needs of the people. There
is no need for vanity levies outside of sharia
provisions.
Even if there is a tax or dharibah, the concept
and implementation is much different from
today's tax system. Taxes (dharibah) in Islam
are only imposed when the country is really
in a financial crisis. It is either temporary or
not permanent. So it's not regular income.
And, the tax object is special, only for the
rich. Even non-Muslims are not taxed
because they have paid the jizya.
The Prophet sallallaahu 'alaihi wa sallam said:

‫ع ْن‬ َ ‫ص َدقَ َة َما َك‬


َ ‫ان‬ َّ ‫َخي ُْر ال‬
َ
‫ظ ْه َر َغنًى‬
The best charity is that which comes from a
rich person (HR al-Bukhari).

With rules like this, justice will be created.


The needs of the people are still met with
guarantees from the state and the people
are free from various levies. This is the
Islamic system. Don't you long to live in it?
