Procedure 3.5: Project Start-up and Closedown Revision Number:2.0

1. Purpose and Scope:


1.1. This procedure provides links to project start -up and closedown policies and
procedures located in the DAI Washington (DAI/W) Operations Manual.
1.2. The purpose of this procedure is to provide field staff with information on
project start -up and closedown and the roles and responsibilities of the
individuals involved in these processes . The policies and procedures
addressing start -up and closedown may be needed by field teams when field
staff are involved in start -up and closedown activities.
1.3. The Start-up and Closedown sections of the DAI /W Operations Manual include
policies, procedures and work instructions designed to ensure projects are
set-up and closed-out consistently according to DAI best practices and in
compliance with contractual requirements . Start-up and closedown policies
and procedures must be followed by both DAI /W and field staff.

2. Roles and Responsibilities:


The roles and responsibilities of all actors involved in project start -up and closedown
are described in detail in the start -up and closedown policies contained in the DAI /W
Operations Manual. (See links below)
The Start-up Systems Manager and Closedown Manager are responsible for assigning
roles and responsibilities during start -up and closedown and for coordinating the
participation of local staff with the Project Manager and Chief of Party .

The records that must be maintained during start -up and closedown are
detailed within the respective documents listed in the table above ; they are not
outlined in detail in this procedure .
