TESDA Circular No. 015-2021
. BACKGROUND
In line with the Authority's continuing efforts to ensure organizational effectiveness and
improvement of individual employee efficiency, a study was done to determine the duties
and responsibilities of TESDA personnel in the Regional and Provincial/District Offices
(ROPODOs), including the degree of accountability of personnel, in consideration of the
following factors:
• Observations, findings, and cases from various audits and investigations conducted
by and for the agency mostly involve rank-and-file personnel, as program focal
persons, rather than the heads of offices as the one responsible under the command
responsibility principle;
• Multiple program focalships of personnel, especially in the ROPODOs due to limited
number of staff; and
• Lapses in program implementation based on audit findings, such as in compliance
audit, internal quality audits and third-party audits.
As part of the process in formulating this study, the TWG conducted a workshop with
the ROD Chiefs, FASD Chiefs and HR focals to define the key performance indicators (KPIs)
and duties and responsibilities of personnel in the ROPODOs. In defining the job/tasks, the
following was taken into consideration:
The workshop output was further validated by the regions per Memorandum No. 557
dated December 21, 2020. The analysis and recommendations of the TWG, based on the
inputs from the regions, were presented to the Inter-Cluster Committee on 16 February 2021,
the TESDA Executive Committee on 22 February 2021, as well as the General Directorate
on 24 February 2021, to gather additional inputs prior to approval.
II. OBJECTIVES
This circular on the job description of program focal persons in the ROPODOs shall
have the following objectives:
1. Define the job description of TESDA personnel in the ROPODOs per KPI;
2. Provide clarity on the degree of accountability of personnel in the ROPODOs;
3. Ensure that appropriate personnel, especially the heads of units/divisions/offices
are aware that they will be held accountable for their actions; and
4. Concretize the linkage of the identified duties and responsibilities to the performance
contract (i.e. CESPES, IPCR) between the employee and management.

1. All TESDA personnel shall ensure that quality management principles, such as the
Plan-Do-Check-Act (PDCA) Cycle and Risk-Based Thinking (RBT), are applied in
their respective assignments, and that the organizational knowledge is preserved.
2. Only major programs shall have specific focal persons.
3. Functions related to Planning, Quality Management System, Knowledge
Management, Gender and Development, and the like, shall be assigned to the head
of office, to ensure that these are well integrated in the implementation of other
programs.
4. All communications/coordination/clarifications relative to program implementation
should be addressed/coursed through the Regional Director and/or Provincial
Director concerned.
5. Assignment of duties and responsibilities shall be a matter of strategy of the heads
of offices to ensure that all targets and deliverables are managed and achieved.
6. The Provincial/District Directors should take in the responsibility of major programs
as necessary, in consideration of the size of the Provincial/District Office, the
number of personnel, and their absorptive capacity.
7. Specific duties should be assigned within a functional grouping. As such, technical
functions should be given to technical staff, and administrative and finance functions
should be performed by administrative staff.
• For the Provincial Offices, different focal persons should be assigned under
accounting, cashiering, and budgeting functions to ensure transparency,
check and balance.
8. The duties and responsibilities indicated in Section IV of this Circular shall also serve
as the job description of TESDA personnel concerned. As such, and in compliance
to ISO 9001: 2015 Clauses 5.3 (Organizational roles, responsibilities and
authorities) and 7.3 (Awareness), all heads of offices shall ensure that personnel
are made aware of their job description. Each personnel shall retain and maintain
copy of their corresponding job description to ensure compliance to the said clauses.
9. All ROPOs shall follow the attached organizational structure to ensure that
functional grouping is followed (Annex A).
The duties and responsibilities of TESDA personnel in the ROPODOs was identified
based on the deliverables of the agency as enumerated in the National TESD Plan 2018 -
2022, as well as the TESDA Corporate Plan 2019-2022.
The following is the summary of KPIs and duties/tasks in the ROPOs. The specific
duties and responsibilities are herein attached as Annex B.

. PERFORMANCE MANAGEMENT
The specific duties and responsibilities, as identified in Section IV of this circular, shall
be the basis of the ROPODOs in the preparation of performance contract between the
employee and management (i.e. IPCR, CESPES). As such, all personnel, from rank-and-
file to officials, are deemed 100% responsible for the specific duties and responsibilities
assigned to them, and shall be rated in terms of quality, efficiency, and timeliness, based on
their performance.
The AS-HRMD shall assist all operating units in determining and standardizing such
performance measures, based on the SPMS guidelines.
Likewise, employee development as one feature of the TESDA SPMS shall also be
prioritized to improve poor performance of concerned personnel.
