Executive Summary Pursuant to Division Memorandum No 126, s.
2020 – Guidelines on the Conduct of the School-Based In-
service Training for Teachers ( INSET ) , schools within the
Masbate Province Division are mandated to conduct the said
activity from December 14 to 18 , 2020.
The five-day in-service training focused on
different activities that are needed in enhancing the teaching-
learning process with the Modular Distance Learning Modality.
For day one , the school training team discussed mental health
in the school setting. It is a common knowledge that teachers ,
though noblest among all profession had its biggest share of the
most stressful job . Teachers need to have checked their mental
well being . The discussion focused on teachers’ healthy well-
being amidst the crisis that the country is facing.
The positive use of ICT was the 2 nd most
pressing need of the school. It was discussed on the second day.
The facilitator discussed how an individual becomes a digital
citizen. It pertains to how we interact with people in the online
world. It talked on how we packaged ourselves in the net where
future career opportunities were at stake. Basic troubleshooting
was also touched during the training. Participants were taught
how to do basic troubleshooting on their laptops and printers
since these are the primary resources on the new normal
teaching and learning process. Microsoft Office 365 was also
discussed. The participants were asked to activate the DepEd
O365 account of their learners. The O365 activation workshop
was among the most tedious output made by the participant.
The slow internet speed and the usual on and off of the
electricity didn’t help much in achieving the expected output.
But with the eagerness of the participant to learn and their
enthusiasm to activate the learner’s account made the day a
successful one.
The 3rd day’s topic was on Analysis of the
Assessment of the Status of Learners re Acquisition of MELCs
for the First Quarter. The facilitator first discussed the Student
Learning Portfolio . She emphasized that through this form, the
teacher were able to assessed the ability of the learners. The
significance of Individual Learning Monitoring Plan was
discussed. Learners lagging behind was made an ILMP . The
facilitator asked the participants to have a copy of their
summative tests result on quarter 1. They were asked to have an
item analysis of each test result. The least learned skills were
identified based on the test item analysis result.
On the 4th day , the facilitator asked the
participants to come up with their catch up plan based on the
result of each summative tests. Test items that were identified
as least learned skills were modified to its simplest form . The
facilitator made an overview on the Weekly Home Learning
Plan. The participants were asked to make a WHLP based on
the identified least learned skills .Intervention lessons were
made .
The 5th day topic was on preparation of the
quarter 2 lessons. The facilitator discussed the importance of
Learning Activity Sheet in building a quality learner with the
modular learning delivery modality.
In conclusion, the conduct of 2020 School-
Based In-service Training was a successful one. The
participants’ insight on the training were all positive. They were
challenged on working for the best quality learner even without
the traditional face to face instruction. They believed that in-
service trainings are beneficial for teacher’s professional
upliftment.

Resource Materials Materials used during the in-service training were Laptops,
Projector , Sound System , Printers and Bond Papers
M & E Analysis Different tools were used in monitoring and evaluation ,
starting with Division Memorandum No. 37, s. 2019 for the
conduct of Training Needs Analysis . QAME Form A –
Training Program Design Evaluation Form was used as an M&
E tool during the crafting of training design. For the
Development of Session Learning Episodes, QAME Form B –
Session Guide Evaluation Form was used. The QAME Form C
- Pre-Implementation Evaluation Form was used as an M & E
tool in evaluating the resource materials and venue for the in–
service training.
During the actual conduct of LAC session ,
QAME Form D & E were used such as the Session and
Facilitators Evaluation Form & On-Site Monitoring Form. The
Division Monitoring Team were not able to assess the actual
conduct of in–service training due to overlapping of activities.
The School Head, Mr. Rogelio M. Yanson evaluated the
session run by the Teacher-Facilitators.
In the Post –implementation, the Principal –Mr.
Rogelio M. Yanson evaluated the entire process of the INSET .
Several factors were assessed such as: program management,
attainment of objectives , delivery of content ,provision of
support materials , program and management team ,venue and
accommodation .
The QUALITY ASSURANCE &
MONITORING FORMS (QAME) used to evaluate the In-
Service Training from Pre , During and Post Implementation
are attached in this report for record purposes.
General Comments and In-service Trainings are important in honing and
Issues Encountered enhancing the capability of teachers in the teaching-learning
process. It is the time where educators share their knowledge
and skills and collaborate with one another.
Topics for the in-service training must augment
the skills and professionalism of educators. It was taken from
the DepEd Professional Development Priorities for Teachers
and School Leaders. The teachers most pressing needs were
considered in choosing appropriate topics for discussion during
the training. Giving each school the chance to identify the most
pressing needs of the teachers made the In-service Training a
fruitful one. Teachers were able to learn new ideas and cultivate
previous knowledge during the training .
The Teachers “Mental Health In the School
Setting” and the “ Positive Use of Information &
Communication Technology “ were the most pressing needs of
the teachers in Pawican Elementary School. With the new
normal set-up of education system , teachers mental health were
badly affected. Capacity Building among the teachers are of
great importance to inspire and motivate them during this trying
time.
With the challenges that teachers are facing
today , it is an advantage if one is oriented with the new trends
in technology.
Assessing learner’s status for the first quarter is
important in making instructional lesson for quarter 2. It enable
the teachers to know the learner’s level of academic instruction.
The teacher was able to adjust the lesson that are suited to the
learners’ ability.
Although the INSET was a success as a whole ,
some unforeseen issues cannot be predicted. The unscheduled
on and off power interruption slowed down the proceedings of
the session. It was coupled by the slow internet connectivity
when online workshops are going on. Setbacks cannot be
avoided in any gathering or activities but with the support from
all the partakers, success is inevitable.
Recommendation For a successful DepEd trainings in the future , the training
manager must look into consideration the following factors :
1.) Capability and expertise of the training team. ;
2.) Preparation period for the training ;
3.) Availability of resources ;
4.) Collaboration and support among the team.

Financial Reports: Finances used during the INSET were charged against the 4th
quarter MOOE . A tarpaulin worth 900 pesos and the daily
meal allowance for teacher- participant were among expenses
incurred during the in-service training .
