An Explanatory Study for Effective Teaching Framework

Background
As elucidated by Martin (2019), teachers should have extensive seminars and orientation about the
Outcomes-based Learning Approach. For this matter, teachers in higher education are expected to employ in
their delivery of instruction what they gained from various engagements for the realization of Outcomes-
based instruction.

Commission on Higher Education (CHED) Memorandum Order # 46, series 2012 specifies the policies,
standards, and guidelines in the implementation of "shift to learning” competency-based standards/outcomes-
based education.

Theoretical Framework
Dewey's Learning by Doing Theory Teachers’ delivery of instruction will be explored. Adhering to
the concept of Outcomes-based teaching and learning, delivery of instruction for General Education Courses
must be relevant, practical and should address real-life situations to attain effective implementation of the
said educational shift in tertiary education. It is in this way that learners will become active participants in the
teaching and learning process by providing them with hands-on activities to extract solutions to problems
that they may encounter in their engagement with content and course-related concerns.

Motivation

The researcher aims to explore the delivery of instruction of General Education Course teachers. As a
GEC teacher, this motivates him to conduct an inquiry in the delivery of instruction on these courses. Also,
the implementation of Outcomes-based education is in its 10th year which still welcomes opportunities for
further areas of improvement especially in terms of instruction. This goes to show that on the teacher's end,
this study can contribute to the existing practices of teachers for better transfer of knowledge and satisfying
learning outcomes among learners.
