Establishing a Social Services Portal

for Senior Citizens,

PWD and

Solo Parents in the

Municipality of Pateros.
Introduction

Background of the Study

It is a big challenge, especially during this pandemic, to accurately monitor every eligible

citizen that needs immediate medical or financial assistance. This is even more difficult when

talking about senior citizen, PWD and our Solo Parent. Seniors are not allowed to go outside.

This goes also with our PWD. To be safe, they are encourage to stay at home. But because of

incomplete database and lack of online portal they have no choice but to go outside to claim

their benefits and other matter.

Everything now can be done online. Every category has a portal to visit in order

to make the transaction smoother. From online sabong to buying and selling ukay-ukay. It is all

within the palm of our hands. It has its advantages and disadvantages, still it is clear that we

need to go with flow of time and advancement of the technology in order for us to innovate as a

community and as a country. Having a portal specifically design for people that are less unable

to ride the modernization can really be a big help.

In this light, we decided to create a portal that will help them to easily locate and

modernize the experience for them. No more long queuing, just typing. According to Schleyer

et. al., (2017) automation runs the important task in the global and in daily experience. Office

procedures are done through the use of computer technology. Even in the Government,

automation is a big contribution to help and reduce task and give effect to society. This system

will fulfill the task less hustle and to make work easier for the golden age, the differently abled

person and for the lone parent.


General Objectives

To develop a database for the individuals that contains their personal details, ailments

and medication that can be used for monitoring and distributing assistance.

This process will help the local government unit to determine the accurate number of

individuals that were under this category.

Specific Objectives

The portal will be the venue for the registration and will store personal details of the user;

a booklet will be issued with a personal QR code that will serve as their identification.

The QR code code will serve as a coupon for financial, medication and other assistance

that will be provided by the local government unit.

The data that will be collected on the portal will be used to determine the number of

individuals that belong to the senior citizen, PWD and solo parent sector in the Municipality of

Pateros.
Theoretical Framework

Change Management System Theory (The ADKAR Change Management Model).

The ADKAR Model is a bottom-up method created by Jeffrey Hiatt. It puts the focus on the

people behind the change.

● Awareness (of the need to change)

● Desire (to participate in and support the change)

● Knowledge (on how to change)

● Ability (to implement required skills and behaviors)

● Reinforcement (to sustain the change)

The method’s knowledge and ability goals are closely linked, but knowledge focuses more

on understanding how the change can be made, while ability is about giving employees the

confidence they need to complete the transformation. This people-centric method ensures a

higher success rate for sustained change compared to methods that do not actively involve the

people affected by the change. This framework is best suited for small, incremental changes so

that daily routines are not significantly disrupted all at once.

Scope and Delimitation of the Study

Scope

Below is the scope of the systems

User (Senior, PWD and Solo Parent) Module

The user can register, sign in and sign out in the system. They can input and update their data

and it will be automatically saved or categorize by the system. Their designated category will be

sent by the admin and will be store in the database

Administrator Module

The administrator can see, edit, delete and send all the necessary details needed by the user

or system. In short they have all the controls in the portal.

Delimitation

 It is only available for Pateros residents under the three category Senior, PWD

and Solo Parent

 System is only for categorizing and storing records of registered residents under

the said group

 System is only accessible on web and does not have an app

 System can only produce a QR Code as their unique ID

 System cannot send an Email or any form of electronic message to the

registered user if ever there is an announcement.


Significance of the study

The researchers find this project beneficial for it serves as a gateway to provide fast and

accurate service to the people in this study. This will provide them an online profile that will be

used for easy profiling and cope with the need to automate the registration process in order for

us to take out the need for them to go outside.

The implementation of this project is useful for the following:

Beneficiaries (Seniors, PWD and Solo Parent)

- The registered users will have an online QR barcode that will also be their profile or

ID. This will make the distribution of “ayuda” and other benefits easier.

- There is also no need for them to go out since this is an online portal, everything can

be done at home.

- Safer for them and less effort since there is no need for long queueing in the

government office.

Institution

- Collated data will be shared with the Department head with the details of the

individual's medical condition and medication needed.

= The result of the study will help the social workers to determine which barangay has

the most number of individuals under this sector.


= The data will help in allocating the annual budget needed to provide the assistance

that will be provided for the individuals under this sector.

Future Researcher

- The findings of this study will guide them in determining the effects of having an

online portal for different categories of the Municipality.

- This will make way for more cities to follow and make more research or system to

build or test for their own residents.

Review of Related Literature and Studies

This chapter presents the relevant literature and studies both from local and foreign that

the researchers considers brings significant bearings on the variables in the research. This also

includes the synthesis of the art to fully understand the research and bridged the gap of each

studies.

Social Service during Pandemic

Social workers recognise that while COVID-19 affects all members of society, as we

have seen domestically and internationally, the impacts are far worse for people from

marginalised and disadvantaged groups .Based on the article of Cristine Craik-AASW (2020).

She also stated that there is a challenge in ensuring support to those who are most

vulnerable around us, the PWD and Senior Citizens. Misinformation and fear are also a factor
that cause stigma and discrimination. This pandemic is also a way to create long term and

sustainable change.

Web Portals – The New Gateways To Internet Information and Services

According to Tattnall (2005) A Web portal is a gateway to information and services from

multiple sources in a unified way, using a single, unique user interface. A Web portal usually

features specific functions, such as search mechanisms, access to databases, user registration

and personalization options. 

Half of Older Adults Don’t Use Patient Portals for Health Care

According to Kara Gavin (2018). Despite widespread availability, the online resource

goes unused by many older Americans. And adaptation varies by age, income and education

level. Only about half of people age 50 to 80 have set up an account on a secure online access

site, or “patient portal,” offered by their health care provider.

Dealing with Disability

 Field and Jette (2008) stated that better efforts to mitigate controllable risks can reduce

the impacts of disability, but the failure to address systematic barriers to people with disabilities

will result in ever–increasing social costs. Equal access online will only be achievable when

Federal government policy unequivocally asserts guarantees for accessible Web sites, social

media tools, mobile devices, and all other aspects of the online environment. 
B. Related Studies

Online Portals

This study was based on the research of Al-Debel (2013) on the Measuring of Web

Portals Success where it is stated that “Web Portals are promoting task innovations, enablers

for business intelligence since they are used to gather information existing in disparate

databases and they also help in the retrieval of accurate and timely information”.

It is also stated that Gaining access to needed useful information existing in disperse

sources in a timely, efficient and effective manner makes it more possible for decision makers

to make strategic and more informed decisions.

Online Portals for Improving Public Access

This evaluation is done by Astrid Austvoll-Dahlgren et al (2012) where they evaluated

that the use of the web portal was found to improve attitudes towards searching for health

information. Furthermore, participants or users of the portal found it a relevant tool. It also

increases the participation in health care decision making.

Internet Accessibility: Internet use by persons with disabilities: Moving Forward

The Internet Society (2012) wishes to expand our work with everyone in the Internet

community to improving persons with disabilities’ access to the Internet. If the appropriate
Internet tools are available, people with disability can participate equally in society and make

substantial contributions to economic and social development.

For persons with disabilities, accessibility means being able to use a product or service

as effectively as a person without a disability. This means using inclusive design principles to

make products and services usable by a wider section of the population. In some cases, this is

not possible, and assistive technologies may be called upon to fill the gap. If so, mainstream

technologies should enable the software or hardware connection of the assistive device

seamlessly, in terms of both interoperability and data portability.

Synthesis

The reviewed literatures and studies deal primarily with the effects of having an online

portal specially for the Seniors, PWD and Solo Parent. It also discussed the importance of

health care and other social services during this time of the pandemic Cristine Craik-AASW

(2020).

When it comes to Online or Web Portal itself, it is said that it eases the task and

organize the data more accurately and in timely fashion Al-Debel (2013). This will significantly

improve the experience of our said groups when it comes to claim whatever benefits they are

eligible to. However, there is still a lack of awareness specially to the Senior Citizen about the

use of an Online Portal Kara Gavin (2018), Internet Society (2012).

This project can help make this group of people more aware of its benefits hence

improving participation in health care and social services. This in turn will also make our

decision makers (public servant or social worker) make more strategic and informed

recommendation Astrid Austvoll-Dahlgren et al (2012).


Chapter 3

Descriptive Research

Descriptive research is defined as a research method that describes the characteristics

of the population or phenomenon studied. This methodology focuses more on the “what” of the

research subject than the “why” of the research subject.

The descriptive research method primarily focuses on describing the nature of a

demographic segment, without focusing on “why” a particular phenomenon occurs. In other

words, it “describes” the subject of the research, without covering “why” it happens.

Experimental Research

Experimental research is research conducted with a scientific approach using two sets of

variables. The first set acts as a constant, which you use to measure the differences of the

second set. Quantitative research methods, for example, are experimental.

If you don’t have enough data to support your decisions, you must first determine the facts.

Experimental research gathers the data necessary to help you make better decisions.
Any research conducted under scientifically acceptable conditions uses experimental methods.

The success of experimental studies hinges on researchers confirming the change of a variable

is based solely on the manipulation of the constant variable. The research should establish a

notable cause and effect.

Developmental Research

Developmental research, as opposed to simple instructional development, has been

defined as the systematic study of designing, developing, and evaluating instructional programs,

processes, and products that must meet criteria of internal consistency and effectiveness.

Developmental research is particularly important in the field of instructional technology. The

most common types of developmental research involve situations in which the product-

development process is analyzed and described, and the final product is evaluated.
