Position: Human Resources Generalist


Department: Human Resources
FLSA: Non-Exempt

GENERAL STATEMENT OF JOB:

The job requires intermediate professional work involving the administration, preparation
and/or maintenance of payroll and related payroll and benefit records for all County
employees; performs duties in proactively enhancing an effective human resources program.
does related work as required under limited supervision.

This job reports to the Assistant County Administrator.

ESSENTIAL FUNCTIONS

These essential functions are intended only as illustrations of the various types of work
performed. The omission of specific duties does not exclude them from the position if the
work is similar, related, or a logical assignment to the position with support and guidance of
the Assistant County Administrator:

• Collects and processes payroll time data from all County employees
• Plans, directs, manages and reconciles County payroll bi-monthly
• Reconciles and processes monthly benefit payments, including VRS, Mission Square,
Lincoln National, Securian (Minnesota Life), AFLAC, Ameri-Flex and Colonial Life
• Responsible for all aspects of new hire processing for all employees into payroll
system
• Conducting new hire orientation meetings to review policies & available benefits
• Responsible for enrolling new hires in selected benefit programs
• Responsible for processing employee status changes in payroll system
• Coordinates the administration of various benefits and programs including medical
and dental insurance, VRS retirement, voluntary benefit program deductions;
answering questions regarding policies and procedures of benefit programs

• Assists departments in recruitment for open positions
• Responds to inquiries regarding verification of employment
• Responds and processes garnishment & support orders
• Maintains and updates various personnel files/records & sets up new employee files
• Maintains files of employment applications
• Prepares and distributes annual Holiday and Payroll Processing Schedules to all
departments
• Responsible for responding to all employee inquiries but not limited to FMLA, FSLA,
Title VII, ADA, policies and workers compensation questions
• Reconciles all Federal and State tax returns for each calendar quarter
• Prepares and files quarterly VEC FC-20 & FC21 returns
• Prepares and submits monthly federal Current Employment Status report
• Prepares and submits quarterly federal Multiple Worksite Report
• Reviews and distributes annual employee W2 statements
• Ensures compliance with employment laws/state codes, including I-9 and Virginia
New Hire Reports
• Handles VEC unemployment claims, including fraudulent Liability of Benefit Notices
• Processes and monitors status of Workers Compensation claims
• Prepares and submits monthly payroll analysis reports to Dept. of Social Services &
the Rappahannock County Water & Sewer Authority
• Organizes and completes annual Open Enrollment for Benefit Programs
• Reviews premium changes and prepares annual renewal sheet for healthcare
insurance program
• Prepares & distributes annual health insurance Notice of Credible Coverage
• Collects data & files annual Form 720 for PCORI fees
• Collects and prepares 3 reconciliation reports for ACA annual reporting for Form
1095-C
• Attends training sessions & webinars on ADP, insurance & benefit topics
• Collects payroll data for various reports including Cost Allocation Plan and GASB 75
OPEB
• Assists Treasurer & auditing firm with payroll data/reports needed for annual audit
• Prepares and reconciles annual payroll for Workers Compensation insurance
renewal and annual audit
• Tracks and processes attendance payments for Planning Commission & BZA
• Tracks and processes annual awards for employee service
• Assists new retirees with retirement paperwork with VRS & Mission Square and
transitioning to retiree health plans
• Manages and collects health care premiums of retirees; responses to retiree inquiries

JOB REQUIREMENTS: MINIMUM QUALIFICATIONS

Comprehensive knowledge of HR practices and employment laws, procedures and general


computer skills. Thorough knowledge of benefits administration. Ability to communicate
complex ideas effectively both orally and in writing; ability to work independently; possesses
excellent organizational skills with exceptional attention to detail; thorough knowledge of
functions, organization and payroll policies; comprehensive knowledge of business English
and spelling; ability to follow instructions both verbally and written; ability to maintain
confidentiality of employee information; ability to establish harmonious working
relationships with associates and the general public.

KNOWLEDGE, SKILLS AND ABILITIES:

RESPONSIBILITY:

Responsibilities include: working under limited supervision following standardized


practices and/or methods; providing information and/or advising others; and operating
within a defined budget.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to a Bachelor’s degree in Human


Resource Management, Public Administration or related field and at least two (2) years of
experience within the field of Human Resources.

PHYSICAL REQUIREMENTS:

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a
negligible amount of force frequently or constantly to move objects; works requires reaching,
fingering, grasping, and repetitive motions; vocal communication is required for expressing
or exchanging ideas by means of the spoken word; hearing is required to perceive
information at normal spoken word levels; visual acuity is required for preparing and
analyzing written or computer data, determining the accuracy and thoroughness of work,
and observing general surroundings and activities; the worker is not subject to adverse
environmental conditions.

NECESSARY SPECIAL QUALIFICATIONS:

Documented use and knowledge of ADP Workforce Now payroll software for at least one
year is required. Knowledge of Virginia Retirement System a plus. Intermediate software
skills in Microsoft Office (Word & Excel) will be necessary to perform essential functions of
this position.
