The focus of this document is on the Construction and Pre-commissioning phases shown above, which starts
with the mobilization of Construction teams and ends with the completion of Pre-commissioning activities,
marked by Mechanical Completion (MC).

This procedure aims to describe the activities and deliverables for constructing a facility and bringing it to
MC in the most efficient and the safest manner, following the principles and agreed specifications outlined
in the earlier Stage Gate deliverables (eg. Basis of Design, Project Implementation Plan, HSE Review, P&C
Plan). These phases include the actual, on-site work and due to this nature, contain a lot of activities that
should be performed in series. However, every project is expected to have its unique characteristics and
requirements and therefore might need to contain activities not included in this deliverable. Therefore, this
procedure should be regarded to contain the minimum requirements that should be applied in each project.

2 Scope
This procedure is applicable to all Capital Expenditure Projects funded and executed by MARAFIQ, including
New Facility / Expansions, BMRR (Balancing, Modernization, Rehabilitation and Replacement) and HSE
Mandatory compliance type projects. It is not applicable for third party projects.
