PROCEDURE CONTRACT NO.: OPS/10/011
SHEET: Page 2 of 6

1. PROJECT DESCRIPTION
Energy Equity EPIC (Sengkang) Pty. Ltd plans to upgrade Kampung Baru Gas
Plant Facility with built Train #2 gas processing plant called CPP Train #2. This
facility will be located at Kampung Baru, Wajo, Sulawesi Selatan, Indonesia. The
CPP train #2 facility will be designed for Capacity of 35 MMSCFD. This facility
shall cover fluid/gas from new KB-9, KB-10, KB-11 Well and existing wells. The
upgrading also built new PMS Receiving facilities.

2. APPLICATION
This procedure shall apply to Hydrostatic Test for EPCI Kampung Baru Gas Plant
Upgrading Project.

3. SCOPE
• This procedure covers the detail of hydro testing of process piping to meet
the code and client’s specification and ASME B31.3
• The scope of pressure test of systems shall be in accordance with isometric or
hydrostatic test flow diagram.
• All valves dia. 2 inch and above shall also be hydro-tested for body leakage
and seat leakage

4. REFERENCE
ASME B31.3 – Process Piping

5. RESPONSIBILITY
• Contractor shall assure that the procedure is executed and record are kept
and documented
• QC Inspector shall monitor that each stage of procedure is performed and the
report is properly maintained
• Piping Supervisor shall perform the hydrostatic test in accordance with
approved procedure.

6. PREPARATION FOR TESTING

• The test pressure shall be in accordance with Hydro test Calculation x 1.5 of
the Design Pressure at 100 deg F.
• The piping system to be tested should undergo a detailed visual inspection for
connection of weld joints, proper weld finish, completion of securing and
bolting and correct routing. All NDE result shall be verified to confirm
acceptance as per specifications.
• Before attaching test ends, blind flanges and enclosures, the pipe shall be
cleared out and blown out to remove all loose material and foreign subject.
• Before carrying out the test pressure, ball valves and plug valves shall be set
in the half open position. Safety valves, check valves disc, control valves,
globe valves and other items which can not be subjected to test pressure
shall be isolated.

• Vents and drains are to be provided for the system before the
commencement of hydro test.
• All welded, screwed and flanged joints shall be exposed for examination
during hydro testing. Welded joints should be free of slag’s and rust on the
surface.
• Careful examination shall be done to assess the requirement of additional
support before hydro testing.
• Approved water (clean and non – saline) with a minimum temperature of 45°
F shall be use as a Test medium.
• The thickness of any temporary blind flanges and blanking spades used shall
be in accordance with ASME B31.3 as applicable.
• All QC documentation shall be ready prior to performing the hydro-testing

7. GAUGE AND RECORDERS

• The range of pressure gauges and recorders will be preferably twice the test
pressure but in no case shall the range be less than 1.5 not more than 4
times the test pressure.
• A pressure recorder shall be used to record the test pressure, duration of
testing and all relevant details are to be entered in the chart.
• The test pump, manifold and the line is to be tested shall be provided with
separate indicating test gauge. In case of testing between a high and low
point of the module, gauges shall be placed one at top and one at the bottom
to measure the pressure drop. The test pressure shall be equal to that
recorded at the top.
• Calibration.
All gauges and recorders shall be calibrated before each test. Any gauges
showing an uncorrectable zero error or error more than ± 1.0 % of full scale
range shall not be used without repair and re-calibration. Gauges which are
doubtful in accuracy shall be calibrated immediately.

8. TESTING PROCEDURE
• Piping system shall be dimensionally and geometrically confirmed to agree
with the latest approved revisions of piping drawing.
• Applicable isometric drawing/hydro test flow diagrams shall be submitted to
owner specifying the details of lines to be tested.
• Pressure shall be applied by means of a suitable test pump gradually to
working pressure. There after the pressure is to be applied in stages
preferably in increment of 10 % test pressure. Once the required test
pressure is reached, pump/compressor should be isolated from the test line
by means of cut – off valves.
• The test pressure shall be maintained for fifteen minute minimum. QC
inspector referencing the company shall carry out a detailed inspection of the
weld joints, flange and threaded dislocation/movement of support. The test
pressure and time is recorded on a calibrated recorder as per requirement.

9. DEFECTS AND REPAIRS

Any leaks or defects seen as a result or hydro test are to be repaired and hydro
tested per procedure.

10. RECORDS
Hydrostatic test report package are to be prepared and signed by authorized
person. The reports shall include :
• Application for Inspection
• Identification of piping system ( System Test Number ).
• Line number, sizes and line check.
• Termination points of the system.
• Weld Traceability Sheet
• Test medium.
• Test pressure and duration.
• Operating and design temperature.
• P&ID/Test Block Diagram
• Isometric Drawing List
• Summary of NDT Record
• NDT Record
• Certificate Calibration of Pressure Gauge
• Mill Certificate
• Tag number for items to be removed during testing.
• Signature and names of company representative.
• Sketch of drawing showing line number, limits test and gauge points, etc.
• Post pipe installation check list
• Certificate Calibration of Recorder (Equipment)
• Sketch of Equipment

11. SAFETY
• Safety shall be strictly observed at all times during hydro testing. The area
shall be cordoned of and sign boards and barriers are to be provided.
• Protection shall be applied a necessary to electric motors, junction boxes
and instruments in the vicinity of flushing.
• Vent are to be kept open to prevent air locking during commencement of
pressurizing.
• Safety Valves shall be provided and set pressure shall be 10% above the
test pressure to prevent over pressurizing the system.
