I. Overview
The National Housing Authority (NHA) is the sole national agency mandated to
engage in housing production for low-income families. It traces its roots to the People’s
Homesite Corporation (PHC), the first government housing agency established on 14
October 1938 and to the National Housing Commission (NHC) which was created seven
years later, on 17 September 1945. These two agencies, the PHC and NHC, were
eventually merged on 4 October 1947 into the People’s Homesite and Housing
Corporation (PHHC).
          In the years that followed, six (6) more housing agencies were created to respond
to separate and distinct shelter requirements, namely: the Presidential Assistant on
Housing and Resettlement Agency (PAHRA); the Tondo Foreshore Development
Authority (TFDA); the Central Institute for the Training and Relocation of Urban
Squatters (CITRUS); the Presidential Committee for Housing and Urban Resettlement
(PRECHUR); the Sapang Palay Development Committee (SPDC); the Inter-Agency task
Force to Undertake the Relocation of Families in Barrio Nabacaan, Villanueva, Misamis
Oriental.
On 14 February 2019, Republic Act (RA) 11201 was issued creating the
Department of Human Settlement and Urban Development (DHSUD), under section 50
of said RA 11201 Executive Order (EO) 90 was released placing NHA and other attached
agencies and corporation under the administrative supervision for purposes of policy and
program coordination, monitoring and evaluation. NHA shall continue to function as a
production and financing arm in housing and shall exercise all other functions based on
its existing laws.

Mission: By 2025, NHA shall have addressed 23% of the housing need by building
affordable, livable, adequate, and inclusive communities with basic services and socio-
economic opportunities.

Vision: A viable organization that leads in the provision of comprehensive and well-
planned human settlements for the homeless, marginalized, and low-income families,
thereby improving their quality of life.
NHA has an Environmental Protection Program that has a goal to plant seedlings
that will help our environment. Last September 15, 2018, a total of 180 fruit and non-
fruit bearing seedlings were planted at the open spaces of Kidapawan City Resettlement
Project/LGU Pabahay Phase 3, Brgy. Magsaysay Kidapawan City last, as part of the
Environmental Protection Program of the National Housing Authority- Kidapawan
District Office, Region XII. NHA has provided the participants with sets of gardening
tools and tree guards for the 180 seedlings to ensure the proper nurturing and tree
growing in the community while the seedlings were courtesy of City Environment and
Natural Resources Office (CENRO) and Office of the City Agriculture.

II. Statement of the Problem


1. What can be an alternative to the raw materials used in their resettlement/housing
projects?
2. How can NHA assure that the site they selected is safe and hazard free for the
workers and the people that will be relocated?
3. What are the possible effects of selecting sites near rural areas?
III. Alternative Courses of Action
 Choosing to build green saves energy. The low embodied energy of green products
ensures that very little energy went into their manufacture and production, with a direct
reduction in carbon emissions. Eco friendly design methodology can further reduce
energy consumption by minimising energy inputs for heating, cooling and light, and
incorporating energy efficient appliances. Saving energy for the occupant also saves
money – an issue that will become increasingly important as the cost of fossil fuels
inevitably rises in the near future. Reclaimed or recycled wood has much less of an
environmental impact than harvesting new timber. Since many homes and other
structures have used wood for several years, it’s relatively easy to reclaim those
structures for new home building. Wood can be used in the construction of a home —
reclaimed and recycled wood can also be used to make unique floors or exposed beams
with an antique look.
 National Housing Authority has criteria and standards in selecting a site. Conduct of
geohazard assessment by the Mines and Geosciences Bureau, research organizations,
qualified professionals prior to site selection. Also, setting standards for site planning and
development and post-occupation estate management to avoid creating new risks and
aggravating existing ones. One of the site selection standards is taking into consideration
easement requirements, as well as the necessary access for maintenance of streams. If a
site is assessed as having low-risk to a particular natural hazard, the site must
accommodate engineering or design solution that will reduce vulnerability to the hazard.
 The interaction between geographical factors and man have resulted in land use. There
are numerous factors affecting land use. Following factors affect the land
use in rural areas: Climate, soil, type of slope, Irrigation facilities etc.
