PRESIDENT FERDINAND E.
MARCOS SR.
In 1967, Ferdinand Marcos Sr. was one of the 12
countries who signed the Declaration on Population.
The country agreed that the population problem
should be considered as the principal element for long-
term economic development. Thus, under the
administration of the former president Marcos, the
Population Commission was created to push for a lower
family size norm and provide information and services
to lower fertility rates. He pushed for a systematic
distribution of contraceptives all over the country, a
policy that was called "coercive", by its leading
administrator.

PRESIDENT CORAZON C.
AQUINO
The Corazon Aquino administration focused on giving
couples the right to have the number of children they
prefer. It is under President Corazon Aquino that family
planning element of the programme was transferred to
the Department of Health, where it became part of a
five year health plan for improvements in health,
nutrition and family planning. According to the
Philippines National Statistics Office, the strong
influence of the Catholic Church undermined political
and financial support for family planning, so that the
focus of the health policy was on maternal and child
health, not on fertility reduction.

PRESIDENT FIDEL V.
RAMOS
Fidel V. Ramos shifted his ways from population control
to population management. Population control is the
methodology or the practice used to control and
maintain the type, location and number of people that
inhabit the earth. As for the population management,
the Ramos administration launched the Philippine
Population Management Program or PPMP in 1993. This
was modified in 1999, incorporating "responsible
parenthood" as a central theme. During the Philippines
12th Congress (2001-2004) policymakers and politicians
began to focus on "reproductive health." The
Responsible Parenthood and Natural Family Planning
Program's primary policy objective is to promote
natural family planning, birth spacing (three years birth
spacing) and breastfeeding which are good for the
health of the mother, child, family, and community.
While LGUs can promote artificial family planning
because of local autonomy, the national government
advocates natural family planning.

PRESIDENT JOSEPH E.
ESTRADA
Joseph Estrada used mixed methods of reducing
fertility rates, focusing on mainstreaming natural family
planning. The Natural family planning or NFP comprises
the family planning methods approved by the Catholic
Church and some Protestant denominations for both
achieving and postponing or avoiding pregnancy.

PRESIDENT GLORIA M.
ARROYO
As reported in The New York Times, President Gloria
Macapagal Arroyo affirmed her backing for the ''rhythm
method'' of natural contraception that critics say is
unreliable, complicated to follow and requires unusual
restraint on the part of husbands. Mrs. Arroyo suggested
that the rhythm method would promote family values
by bringing spouses together, with the wife observing
her body temperature, vaginal secretions and
menstrual cycle and her husband writing them down
on a chart. The rhythm method is an inexpensive and
safe way to help a woman chart her fertility — the time
of month when she’s most likely to be able to get
pregnant. Using the rhythm method as a form of birth
control doesn't pose any direct risks. However, it's
considered one of the least effective forms of birth
control.

PRESIDENT BENIGNO C.
AQUINO III
President Benigno Aquino III supported and signed on
December 2012 the Republic Act No. 10354 or "An Act
Providing for a National Policy on Responsible
Parenthood and Reproductive Health." Aquino’s stance
on the Reproductive Health Bill is heavily influenced by
groups that promote population control because these
agencies are already giving financial and logistical
support for population control programs in the guise of
health projects.
