1- Scope and purpose:-

1.1 To ensure that mixing, placement & compaction of fill material along with all related activities
are executed safely & in accordance with the contract requirements & that all quality control
activities are conducted in a systematic manner.

1.2 This method statement outlines the procedure to be followed for placement and compaction
of fill materials for the project.

1.3 This method statement describes the responsibilities, procedure, inspections and/or tests to
be carried out, associated with the works.

4- Personnel & Responsibility:-

4.1 Senior Construction Manager:


 Senior Construction Manager are responsible for the implementation of Method Statement & safety of all
operations during activity.
 Senior Construction Manager shall ensure that the key personnel are well aware of the Specification and
Method Statement.
 Ensure availability of welfare facility for the workforce.
 Senior Construction Manager shall ensure that all resources like Manpower, Material and Equipment are
available to carry out the work as planned and without any delay or confusions.
 Coordinate with the QC and EHS team for proper execution of work in a safe environment.
 Implement and monitor effectiveness of the risk assessment program
 Regularly discuses OSH at periodic meetings.
 Ensure allocation of budget and resources to execute the activities as per the legal and local
requirements.

4.2 Construction Engineer:


 The Construction Engineer is responsible to carry out the work as per the Method Statement,
Specification and Approved Drawings.
 The Construction Engineer shall ensure that the resources are available to carry out the works as
scheduled.
 The Construction Engineer shall be available at site full time for the execution of works as per schedule
and specification.
 Ensure that MS/RA trained to site supervisors upon approval and prior to work executions, in additional to
periodic training for the MS/RA.
 Ensure reporting of any new hazard/ incidents/ unplanned event to EHS team to review of the MS/RA.
 Ensure that all workforces are fully aware about the emergency response and evacuation procedure.
 Ensure full compliance with EHS recommendations during ejection of the activity.

4.3 QA/QC Manager:


 Manage the planning, preparation and implementation and maintenance of the Method of Statement
 Ensure that the work is carried out as per the approved MS, shop drawing, specification and project
quality plan.
 Ensure that the method of statement is communicated to the workforce before doing the activity.
 Take immediate action if there is any non-conformity observed at site.

4.4 QA/QC Engineer/Inspector:


 The QA/QC Engineer/Inspector is responsible for the effective monitoring, implementation &
documentation of QA/QC Procedures.
 The QA/QC Engineer/Inspector shall ensure the implementation of ITP and Method Statements.
 The QA/QC Engineer/Inspector shall ensure that all the approvals are available for the safe movements of
works.
 The QA/QC Engineer/Inspector will coordinate with the consultant for site work inspection.

4.5 Foreman:
 The Foreman is responsible to carry out the work as per the Method Statement, Specification and
Approved Drawings.
 The Foreman shall be available at site full time for the execution of works.
 Ensure that workforce is trained about the MS/RA.
 Ensure that welfare facilities are well maintained and housekeeping is proper during work execution.
 Ensure that daily task briefing is conducted prior to work commencement.
 Ensure that head counting is in place after break hours.

4.6 Surveyor:
 The Surveyor shall ensure that all the survey related works carried out as per the approved drawings.
 The Surveyor shall ensure that setting out and level carried out with Total station and Auto level.
 For all survey related works he shall be available at site full time.

4.7 Applicators / subcontractor (if any):


 The Applicator shall be trained and approved from Main Contractor

4.8 Safety Manager:


 Leadership of development, implementation and maintenance of the MS/RA from EHS side.
 Ensure that RA is consulted and well educated to the workforce through the construction team.
 To assist the hazard of any used chemicals and to advice the management for the required resources to
execute the activity safely.
 Ensure that all near misses/ incidents are reported/ recorded on time and to concerned parties.

4.9 Safety Engineer/Officer:


 The Safety officer shall observe and advise all site personnel of all safety requirements in addition to
giving safety inductions on regular basis or whenever necessary.
 Conduct induction/training to site staff/workers.
 Conduct site inspection and report deficiencies to project manager/HSE Manager

5- Health & Safety:-

5.1 The Safety engineer/officer is responsible for check the site safety and health precautions are
effectively completed prior to start the activity on site.
5.2 The Safety engineer/officer responsible to carry out safety induction for the workers.
5.3 The Safety engineer/officer responsible to conduct safety tool box meeting prior start activity on site in
daily basis.
5.4 The Safety engineer/officer responsible to inspect and monitor the site work activities and ensure the
workers wear PPE equipment (such as gloves, safety belt, helmet and safety shoes) and prepare safety
report.
5.5 The Safety engineer/officer has the responsibility to assess any process has particular safety risk and
addressed as required.
5.6 The Safety engineer/officer has the responsibility to ensure that working during night time has
adequate lighting and adequate space and good ventilation.
5.7 The Safety engineer/officer has the responsibility to ensure that working at height shall be safe and
make all precautions to avoid falling from height.
5.8 The Safety engineer/officer has the responsibility to ensure the site openings are provided with
barricade, tape and safety nets.

6- General Requirements:-

8- Methodology:-

8.1 Prior Activities:-

 Verify the survey bench marks, control points and intended elevation of the works are as shown on the
drawings.
 Ensure all necessary work permits are obtained.
 Ensure all machineries and equipment’s are in working condition and certified by approved for use.
 Obtain safety sign board and flagging will be provided for pedestrian and traffic diversion purpose.
 All precautions shall be taken to avoid any disturbance to any existing structures / activities.
 Ensure previous backfill material stocked sufficiently and approved by the Engineer.
 All testing of stocked material has been done & accepted by Engineer.
 All the received material has been verified and approved through material inspection request after site
delivery.
 Materials that do not comply with the requirements of these Standard Specifications shall be rejected and
removed immediately from the site of the works unless otherwise instructed by the Engineer. No rejected
materials, the defects of which have been corrected, shall be used until approval has been given by the
Engineer.

 Ensure that subgrade layer to receive fill has been inspected and approved by the Engineer.
 Ensure that location of any geotextile to be placed in defined on the drawings and also on site.

8.2 Surface Preparation, Geotextile Laying & Placing of Fill:-

 Ensure the sub-grade top proof rolled and is tested and approved by the Engineer.
 Prior to laying the geotextile (if any), the subgrade top shall be slighted sprinkled with water and rolling
shall be done to ensure the subgrade surface to receive the geotextile fabric shall be in a relatively
smooth condition, free from obstructions, depressions and debris.
 Approved geotextile material shall be spread over the surface
 The geotextile fabric shall not be laid in a stretched condition, but shall be laid loosely.
 Overlapped shall be a minimum of 0.5m.
 To prevent slippage of the over-lapping fabric, the areas of overlaps shall be stabilized as approved by the
Engineer with pins, anchor blocks or aggregate piles.
 The stock pile material to be tested for the all the required tests as per project specification.
 The approved type material shall be spread over the laid geotextile with bob cat or shovel and shall be
leveled properly to achieve a thickness of 150mm.

8.3 Placing of Geotextile, Laying & Compaction of Fill:-


 After placing of the approved geogrid material (if any) with minimum overlap shall be 500 mm in both
directions for the geogrids.
 Overlaps must be maintained during the filling operation. This is generally achieved by placing small heaps
of fill locally over the overlaps ahead of the main filling operation, or by nylon ties or plastic clips.
 Care shall be taken to avoid damage to the grids. No traffic or site plant shall be permitted to travel on the
grids prior to placing of fill materials.
 Stock piles of suitable fill material shall be done up to 1000 m3 near the site areas and marked with sign
boards as stockpile nos.
 The stocked material shall be mixed properly with loader or excavated after adding the sufficient quantity
of water. The screening of aggregate shall be done if the oversize aggregate presence in the stock if
required by Engineer.
 Handling and stockpiling of aggregates shall at all times be such as to eliminate segregation or
contamination of the various sizes.
 Material shall then be spread on the prepared surface in layers not more than 15cm of compacted
thickness to achieve the total thickness as indicated on the Drawings.

 Care shall be taken in spreading and compaction of fill material, so that it shall not to damage the
geotextile fabric.
 The material shall not be dumped directly on the fabric, nor shall the haul trucks run on the fabric. The
aggregate shall be spread by a bulldozer or front-end loader. The blade or bucket shall be kept sufficiently
high so that the aggregate is not being pulled over the fabric, but is being dropped at a minimum height to
the satisfaction of the Engineer
 Fill material shall be laid in additional loose thickness to achieve the required compacted thickness.
 Level will be controlled by surveyor. Compaction shall start immediately thereafter, by means of
pneumatic and steel rollers or vibratory rollers and in accordance with the Employer Requirement and to
achieve the required compaction levels.
 The material shall be placed in layers (maximum thickness of 150mm) and compacted to a density of not
less than 98 percent of the maximum dry density as determined by BS 1377 for Standard and Modified
compaction.
 Field density tests, Maximum Dry Density, C.B.R shall be carried out at a frequency as stipulated in the
Employer Requirements in Clause C.3.3.2.1 TABLE 2 : TESTING FREQUENCY ON GENERAL FILL MATERIAL
and / or as directed by Engineer.

 Proper safety precaution will be taken place prior to start any activity.
 Inspection and testing shall be done with the Engineer for approval.
 If more than one layer is required for reaching the required thickness described in the specifications, each
such course shall be constructed as specified herein.
 Where the finished total compacted thickness exceeds 15cm, each layer shall be executed in composite
layers not exceeding 15 cm in thickness after compaction, unless otherwise approved by the Engineer in
writing.
 The finish surface shall be well closed, free from ruts, cracks, with no segregation or loose material
 Protect the finish fill surface so that it shall be maintained sound during work progress, after its
completion and prior to receiving the subbase layers. Any damage caused to the layer if exposed to traffic
or natural conditions resulting in damage to its surface should be made good to the satisfaction of the
Engineer prior to placing the consecutive layers.

9- Program:-

 The work plan and time schedule of work will be submit prior to mobilization and commencement of each
activity.

10- QA/QC:-

 All material control and above activity shall be controlled as per the approved project quality plan and
procedure.
 As a record of joint inspection activity checklist will be provided for inspection and work certification by
contractor representative.
 On the basis of activity checklist work inspection request will be submitted later with all supporting
documents.

11- House Keeping:-

 All work places will be cleaned from waste materials and ensuring clean and healthy work environment as
well as maintain free access and egress in the event of emergency. All generated waste shall be shifted to
the centralized waste segregation area.

12- Safety:-

 All the above operation shall be executed in according with the occupational health, safety and
environment plan.
 Safety procedures are to be considered before, through and after the completion of the work to avoid any
possibility of danger to humans or the construction.
 Movement of vehicles should be controlled to avoid any confusion with any other casual traffic.
 All the above operations shall be executed strictly in accordance with Project Occupational Health, Safety,
Security and Environmental Plan, once it becomes an approved document.
 Prior to the commencement of any activities, the workforce will receive a safety induction on the project
site safety requirements; this safety induction will include Project HSE Policy, project details and layout,
site management team, general site HSE requirements, emergency procedure including emergency
contact numbers, roles and responsibilities of the workers, site discipline, general environmental
awareness, PPE requirements.
 The HSE roles and responsibilities shall be delivered to all staff (construction manager, engineer,
supervisor, foremen, and charge hand).
 All activities will be performed according to the control measures and instructions prescribed in the
attached Risk Assessment Sheets.
 All Vehicles will have valid licenses and passes before entering the site.
 PPE shall be issued to all personnel (Mandatory PPE’s: Hard hat, Safety glass, high visibility vest, Safety
shoes and cover all. Task specific PPE; Dust mask, goggles, hand gloves).
 Specific training shall be given for task specific tools and equipment’s; records shall be kept in HSE
department.
 Heat stress training will be provided during summer time, records shall be kept in HSE department.
 Welfare facilities will be provided to all personnel (toilet, rest room, first aid room etc).
 Adequate cool drinking water, shade and hydrolyte shall be placed.
 Plant and equipment shall have back up alarms, lights and all other applicable safety devices.
 Provide Banks man when operating equipment reverse and moving the equipment where pedestrian
movement is exist.
 Risk assessment could be reviewed anytime followed the instructions of consultant or change in activity or
regulations.

13- Emergency Response:-

Requirement of the Project Emergency Preparedness and Response plan shall be strictly followed.

 In the event of an accident, contact the area HSE Supervisor.


 Easy means of access/Rescue the workers will be available at all time.
 Contact numbers of all emergency supervisors will be distributed to site personnel (Site engineer, Safety
officer, male nurse and concerned authorities and emergency services).
 Injuries will have the highest priority to be directly dealt with at once.
 There are different types of situations that we need to consider under this section. These are:
Basic first aid – approved first aider shall check for the required treatment.
Medical – to be taken to the nearest hospital if it’s not cleared from basic first aid.
 Property damage – any damage to existing property or utility the respective authority be notified
 Fatality – Call ambulance and police immediately
 Fire – Call civil defense immediately
