PNP P.AT.R.OLL Plan 2030; and d. Makakalikasan Core Value of the PNP. 2. RATIONALE: This Command Memorandum Circular (CMC) prescribes the guidelines to be observed by offices/units of the Philippine National Police (PNP) in the conduct and participation in the sustained tree planting activity in support to the programs of the government in the protection and preservation of environment and natural resources and disaster response and management 3. SITUATION: The geographical location of the Philippines, being situated between the Pacific and Eurasian Plates, makes it vulnerable to highly destructive natural disasters. The natural disasters brought by flooding and landslides due to typhoons had caused great loss of lives, destruction of properties, and economic resources. Different strategies in disaster preparedness and response have already been done through the conduct of training, seminars, and public information drives. However, the non-preservation and destruction of our environment and natural resources brought by continuous illegal cutting of trees have caused a worsening effect to the environment. The lessons learned by the PNP during these natural disasters brought us to the realization that there is a need to strengthen the PNP programs on the preservation ‘and protection of the environment to mitigate the devastating effects of natural disasters through the tree planting program. Poles General Chief, PIF See Command Group P inzo, sonason re iii 084498 P-Staff D, NSUs RD, PROs FEB 10 2021 SPA to the SILG Page 7 of 7 The PNP, as an advocate of environmental protection and preservation and ‘exemplifying one of its organizational core values of makakalikasan shall adopt a program dubbed as “PLANT A TREE PROGRAM: THE PNP’S NEW NORMAL OF DISASTER PREPAREDNESS AND RESPONSE.’ It will serve as the contribution of the PNP in promoting environmental protection and preservation and the new normal of disaster management. 4. MISSION: The PNP, concurrent with its mission and functions, to protect lives and properties shall support the government's program on the protection and preservation of environment and natural resources through the conduct of nationwide tree planting activities, 5. EXECUTION: a. Concept of Operations: ‘The PNP in coordination with the Department of Environment and Natural Resources (DENR) and Local Government Unit (LGUs) shall adopt an area and implement a sustainable nationwide tree planting activities to be conducted by the different PNP offices/units. The tree planting activities shall be conducted in public lands. 1) Atthe National Headquarters, the Administrative Officers/C, ARMDs of all offices/units shall be designated as the Makakalikasan Officer and shall have the following responsibilities: a) Monitor the tree planting activities of respective personnel for purposes of accounting and validation; b) Ensure that every PNP personnel in respective offices/units must participate in the activity and should have planted at least ten seedlings in every semester; and c) Render periodic report of tree planting activities to the DPCR (Attn: CAD). 2) At the Police Regional Offices, the Regional, Community Affairs and Development Division shall be the Makakalikasan Monitoring Center, and shall have the following functions: a) Serve as the coordinating office of the PNP with the DENR and LGU, to seek support and assistance especially on the source of seedlings and tree planting area; b) Monitor the status of compliance of lower units and provide necessary recommendations; c) Submit periodic reports of compliance to DPCR (Attn; CAD); and Page 2 of 7 d) Monitor the growth of the trees planted for replacement during succeeding tree planting sorties. b. Tasks: 1) 2) 3) DPCR a) Designated as the overall supervisor in the implementation of this cmc; b) Monitor compliance of all PNP offices/units; c) Consolidate the tree planting accomplishment report of all PNP offices/units; d) Provide Information Operation intended for the program and prepare the formation plan and program of the tree planting activity; €) Provide personnel during tree planting activities; f) Coordinate with DENR to identify suitable areas for the tree planting activity; and @) Perform other tasks as directed. Do a) Conduct monitoring of the activity through the PNP Command Center; b) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; ©) Provide personnel during tree planting activities; and d) Perform other tasks as directed. 1 a) Provide appropriate covert security during the tree planting activity; b) Provide intel summary of the area to operating units; c) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; d) Provide personnel during tree planting activities; and e) Perform other tasks as directed. Page 3 of 7 4) DPRM a) Provide appropriate awards and commendations to the personnel involved in the preparation and execution of the program; b) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; ©) Provide personnel during tree planting activities; and d) Performed other tasks as directed 5) DL a) Provide logistical requirements such as but not limited to, trucks, buses, FOL, food, drinking water, shovels, etc., as may be deemed necessary during the conduct of tree planting activity; b) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; c) Provide personnel during tree planting activities; and d) Performed other tasks as directed. 6) DHRDD a) Include the compliance of said activity as requirements of application in every police career courses/schoolings; b) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; ©) Provide personnel during tree planting activities; and d) Perform other tasks as directed. 7) Dc a) Provide funds in the implementation of this CMC; b) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; ©) Provide personnel during tree planting activities; and 4d) Perform other tasks as directed 8) PIO a) Provide photo/video coverage during the activity; b) Conduct information dissemination through social media platforms; ¢) Issue press release in connection with the activity; Page 4 of 7 d) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; e) Provide personnel during tree planting activities; and ) Perform other tasks as directed. 9) LSS a) Provide PNP vehicles with FOL allocation for every tree planting activity of the NHQ offices/units; b) Provide personnel during tree planting activities; and ©) Perform other tasks as directed. 10) PCADG a) Initiate and shall be the OPR in the tree planting activities to be participated in by the different NHQ-based offices/units; b) Consolidate the tree planting accomplishment report in all PNP units; ¢) Provide personnel during tree planting activities; d) Provide personnel to act as bus commander; and e) Perform other tasks as directed. 44) HPG a) Provide motorcycle/mobile security escorts during the activity; b) Deploy personnel for the traffic management going to the site of tree planting activity; c) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; and d) Perform other tasks as directed. 12) 1G a) Provide and deploy covert security personnel during the activity; b) Conduct counterintelligence measures before and during the activity; ©) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; and d) Perform other tasks as directed. Page 5 of 7 13) SAF a) Provide security teams for the activity; b) Provide available mobility during the activity; c) Designate a Pulis Makakalikasan Officer and submit name with contact number to PCADG; and d) Perform other tasks as directed. 14) Command Group, Other D-Staff, P-Staff, and NSUs. a) Designate Administrative Officer as Makakalikasan Officer; b) Provide personnel during tree planting activities; and ©) Perform other tasks as directed. 15) PROs a) Designate C, RCADD as the Makakalikasan Officer; b) Coordinate, supervise, and monitor the tree planting activities in their respective area; c) Sustain the conduct of tree planting activities in coordination with the DENR regional offices and LGUs; d) Establish nurseries to serve as resources of seedlings, in coordination with DENR regional offices and/or PENRO; @) Submit periodic of compliance to DPCR (Attn: CAD); and f) Perform other tasks as directed. ¢. Coordinating Instructions: 1) Head of Offices/Units shall be held responsible and accountable in the implementation of tree planting activities in their respective area of jurisdictions; 2) All PNP personnel who shall be detailed as Makakalikasan Officer shall be covered with letter orders; 3) All PROs and NSUs shall come up with their respective IMPLAN to be ‘submitted to DPCR (Attention: CAD); 4) All PNP personnel must participate in the program and each should have planted at least ten seedlings per semester; 5) Preferred seedlings to be planted are those indigenous and/or endemic in the area in coordination with DENR; and 6) Lateral coordination is highly encouraged to ensure the successful implementation of this CMC.
