I. INTRODUCTION

Western Bicutan is one of the 28 barangays of Taguig, Metro Manila, Philippines. It is

the city's most populated barangay and the largest in term of land area. It is located in

the northwestern part of city.

II. COMMUNITY PROFILE

A. Historical Background

Before the Spaniard came, Taguig was a part of the Kingdom of Tondo Ruled by Rajah Soliman.

Taguig was one of the earliest known territories to have been Christianized when the Spaniards

succeeded in subjugating mainland Luzon through the Legazpi expedition in 1571. At the start of

American regime, Taguig was proclaimed as an independent municipally with the promulgation of

General Order No. 4 on March 29, 1900. On October 12, 1903, Taguig Muntinlupa and Pateros

were merged by the virtue of Act No. 942 with Pateros hosting the seat of the Municipal

government. The merger did not last long as a month later Muntinlupa segregated from it and

made part of Biñan. However, it was returned to Taguig on March 22, 1905 with the promulgation

Act No. 1308. On February 29. 1908, Taguig was again declared an independent municipally

through Executive Order No. 20. Eventually, Pateros separated from Taguig and both became

independent municipalities of Rizal province on January 1, 1918.

The Town’s political subdivision was changes to Barangays following the Nationwide

implementation of the Integrated Reorganization Plan (IRP) in the 1970’s when the country was

under Martial Law The IRP has increased its subdivision into 18 Barangays, Namely, Bagong

Tanyag, Bagumbayan, Bangbang Calzada, Hagonoy, Ibayo-Tipas, Lower Bicutan, Maharlika,

Napindan, Palingon, Signal Village, Sta. Ana, Tuktukan, Upper Bicutan, Ususan, Wawa and

Western Bicutan. In the year 2000 Taguig re-organized and re-arranged there barangays making a
total of 28, the 10 added being Fort Bonifacio, South Daanghari, North Daanghari, San Miguel,

New Lower Bicutan, South Signal, Pinagsama and Tanyag on November 7, 1975, Taguig was

carved our from the province of Rizal to from the National Capital Region through Presidential

Dccrcc No. 824. Today, Taguig is still one of the Seventeen (17) cities and municipalities that make

up Metro Manila. In 1998, a bill was passed in congress pushing for the city of Taguig. The resulting

plebiscite in April showed that the citizens were against cityhood. A recent petition to the Supreme

Court sought recount of the plebiscite and the Supreme Court on February19, 2004 ordered the

Corecount. The recount showed that the residents mmission Elections to conduct a did want the

municipality of Taguig to become a City. Subsequently, Taguig became a City on December 8, 2004.

Ito ay kasama sa mga aksyon ng ating Pamahalaang Barangay sa pangunguna ng ating Punong

Table 1 represents the weighted mean and its equivalent interpretation for the five (5) questions
under the environment category. The first question has garnered a total weighted mean of 4.55
with an interpretation of “Strongly Agree”. The second question has accumulated a weighted
mean of 4.3 with an interpretation of “Agree”. While the third question has collected a 4.15
weighted mean which is equivalent to “Strongly Agree”. On the other hand, the fourth question
has 4.05 weighted mean and an interpretation of “Strongly Agree”. And lastly, the fifth question
has a total weighted mean of 4.25 corresponding with “Strongly Agree” interpretation. In
accordance with the table shown above, questions under the environment category has
accumulated a total of 4.26 and an interpretation of “Strongly Agree

Table 2 represents the weighted mean and its subsequent interpretation for the five (5) questions
under the security category. The first question garnered a weighted mean of 4.1, which is
interpreted as “Strongly agree”. As for the second question, it managed a weighted mean of 4.05,
and is interpreted also as “agree”. The third question is interpreted as “agree” with a weighted
mean of 3.4. For the fourth question, with a weighted mean of 4.15, it is interpreted as “Strongly
agree”. And lastly, the fifth question has received a weighted mean of 3.83, for an interpreted
“agree”. Using table 2 above, it is abundantly clear that the questions concerning security has
received an astounding “Agree”.

education category. The first question has a weighted mean of 4.35, indicating a “Strongly agree”
interpretation. Second question has a 4.2 weighted mean with an interpretation of “strongly
agree”. While, the third question has a weighted mean of 3.9 which is interpreted as “Strongly
agree”. Along with the fourth question that has gathered a total of 3.9 weighted mean revealing
an “Strongly agree” interpretation. And lastly, the fifth question has 4.15 weighted mean that
has “agree” interpretation. In accordance with the table shown above, the questions under the
education category has accumulated a total of 4.1 weighted mean and is equivalent to “Strongly
agree” interpretation

for the first question was 3.25 with an interpretation of „Strongly Agree.‟ The second question's
weighted mean is 1.75, which similarly falls under the 'Agree' interpretation. However, the third
question has a 2.75 weighted mean with an interpretation of „Strongly Agree.‟ The weighted
mean for the fourth question was 2.5 which corresponds to the interpretation „Strongly Agree.‟
While the fifth question has a 2 weighted mean with an interpretation of „Strongly Agree.‟ As
per the table above, the questions in health category have a total weighted mean of 4.45, which
is equivalent to a „Strongly Agree' interpretation.

Table 5 shows the weighted mean and interpretation for five (5) questions. The weighted mean
for the first question was 3.8 with an interpretation of „Agree.‟ Similarly, the weighted mean for
the second question is 3.9, which is interpreted as 'Agree.‟ However, the third question has a 3.6
weighted mean with an interpretation of „Neutral.‟ The weighted mean for the fourth question
was 3.7 which corresponds to the interpretation „Agree.‟ The fifth question's weighted mean is
3.55, which similarly falls under the 'Agree' interpretation. As per the table above, the questions
in livelihood category have a total weighted mean of 3.71, which is equivalent to a „Agree'
interpretation.

Table 6 shows the weighted mean of all the interpretations of the other five (5) categories. The
first category is Environment (Kapaligaran) and has a weighted mean of 4.26 and is interpreted
as “Strongly Agree”. Security (Kaligtasan) is the second category and has a weighted mean of
3.83. The second category‟s results are “Agree”. The third category, Education (Edukasyon), is
interpreted as “Strongly Agree”, with a weighted mean of 4.1. Health (Kalusugan) is interpreted
as “Strongly Agree”, the fourth category has a 2.45 weighted mean. And finally, the fifth category
has a 3.71 weighted mean, and isinterpreted as “Agree”. In conclusion, the average of the
weighted mean of the five categories is 3.67 and will be interpreted as “Strongly agree”.
National Service Training Program
Project Proposal

PROJECT TITLE: Preparation of first aid kit in every family in barangay

RATIONALE: First aid is the first assistance and support when a person presents
with an obvious or complainedabout injury or sudden health status change. All
staff have a duty of care to ensure that any potentially life-threatening or long-
term health deterioration consequences are identified as accurately as possible
and stabilised while professional care is sought.

PROJECT DESCRIPTION: The purpose of this initiative is to conduct a seminar for


people who are in need of a first aid kit.As the final component of this project, we would
want to say that- without the correct action at the proper time, danger awaits us with a
greater face in this epidemic. We must act on time when a person is meant to be.
Otherwise, a precious life may be lost. We will give a presentation in which participants
will learn how to use several types of first aid kits such as gloves/eye protection, CPR
pocket masks, and tourniquets. There are two triangular bandages. Roller Gauze.44
Gauze Pads Tape for Medical Purposes Splint, Sam, we need to recognize how
valuable people's lives are and how important first aid is in saving these valuable lives.
If this effort spreads this concept to even more people, it will be a success .

OBJECTIVES: Preventing disease or injury from worsening As part of your first aid
training, you'll learn how to limit wounds and treat injuries to avoid further spread or
harm. For example, if a patient is bleeding heavily, the first aider's purpose is to halt the
bleeding until expert medical help comes. And protect the unconscious This involves
securely transporting an unconscious individual from a harmful location, such as a fire
or a busy road, to safer conditions nearby. Participants in a first aid training learn how to
position an unconscious person so that breathing passages are not impeded. The
purpose of protecting a person who is unconscious is to ensure their safety before
medical assistance arrives.
