Sub:Incentive Scheme for Capacity Building for Officers and Clerical Employees

The revised scheme guidelines are enumerated below and the same shall come into effect
from 01.04.2021. In terms of directions of RBI to Banks on Capacity Building, Bank has
identified specialized areas for certification by the staff manning critical positions.

Accordingly, all Officers discharging their duties in the following identified areas will have
to mandatorily obtain at least one CERTIFICATION relevant to their functional/work area,
preferably those identified by IBA & approved by RBI(under Group-III) and/or courses
additionally identified by the Bank (furnished in Group-II) within the timelines

Those Officer employees who fail to acquire the relevant certification within the
prescribed timelines shall be shifted out of such areas/functions.

Employees acquiring certifications in the above mentioned areas shall be considered for a
placement to such posts, based on the administrative needs.

The salient features of the modified/revised “Incentive Scheme for Capacity Building for
Officers and Clerical Employees” is furnished in Annexure-I. The updated list of eligible

courses under Group-I, Group-II & Group-III of the scheme is furnished in Annexures-II,
III and IV respectively. The format of „Letter of Undertaking‟ to be submitted by the
eligible employees is furnished in Annexure-V.

The revised/modified Incentive Scheme for Capacity Building for Officers & Clerical
employees shall come into effect from 01.04.2021.

This is in supersession of all our earlier guidelines issued on the subject matter.

“INCENTIVE SCHEME FOR CAPACITY BUILDING FOR OFFICERS & CLERICAL EMPLOYEES”

1. All Officers / Clerical employees (including those on probation) are eligible under
the scheme and can undertake the courses listed under the Scheme.

2. Officers and Clerical employees desirous of taking up the courses may inform in
advance to respective HR Department (i.e., HOSA Section / PM Section, HR Wing/
HRM Section of respective CO / SA Section, Inspection Wing). However,
HR Departments shall not deny the reimbursement/incentive claims on the pretext
of employees not having informed them in advance. Pursuing the courses should
not come in the way of discharging their duties in the Bank. The permission for
Officers/Clerical employees to attend the classroom learning/training is subject to

administrative exigencies.

3. Claims for reimbursement of course fee/incentives to be considered only if the


claim application is submitted to the respective processing office (CO/HO) within

4. Reimbursement/Cash Incentives shall be restricted to three (03) Courses/

Certifications per Financial Year (Date of passing the exam shall be reckoned for

the purpose). This restriction shall not apply to employees working in identified
critical areas, for acquiring Mandatory Certifications identified for such critical
areas.

5. Upon successful completion of the courses under the scheme, the Officers /
Clerical employees are eligible for Cash Incentives and Fee Reimbursement as
under:

(a) Cash Incentive

(b) Fee Reimbursement

Upon successful completion of each of the courses under the scheme, in addition
to the cash incentive payable as above, the Officers / Clerical employees are also
eligible for reimbursement towards Registration/Enrolment Fee, Tuition Fee,
Examination Fee and Class Room Learning/Training Fee (remitted to
University/Institute), as under:

(i) Subject to a maximum of Rs.50,000/- per course for courses under Group-I
and Group-II.
(ii) For mandatory courses under Group-III, fee reimbursement will be at
actuals.

(c) Further, in respect of MFM and MBA courses (other than MBA-Banking & Finance
and MBA-Finance) listed under Group-II of the scheme, the employee shall be
eligible for both reimbursement of fee and release of incentive only upon
scoring 60% or more marks.
CISA / CISM / CRISC / CSNPC / CSNFC / CISSP/ IS AUDIT / Financial Risk
Management [FRM] / Professional Risk Manager (PRMIA), ACS (ICSI), Chartered
Financial Analyst [CFA] Course etc are Group II & III courses. Fee component
consists of one time Membership Fee and Exam Fee. The same may be
reimbursed (in rupee equivalent as on date of payment of the fee) upon
submission of original fee paid receipts, subject to completion of all the
levels/parts of the course by scoring the minimum marks/grades as stipulated
by the institutes. Reimbursement of annual membership fee is subject to active
membership being mandatory to keep the certification in force.

(d) Certain courses like CISA/CISM/CRISC/CISSP, etc. require an annual renewal
fee to keep their certifications in force/active. Further, courses like CSNPC
(CSXPC), CSNFC (CSXFC), etc., are valid for three years initially, thereafter

requiring annual renewals as part of Continuous Professional Education (CPE).

The respective HRM Section (CO)/Staff Admin Sections (HO) may consider

reimbursement of such renewal/ membership fee on a case to case basis,

provided the Bank is utilizing the services of the employee in roles where

such qualification acquired is essential. Such cases shall be referred to HR


&OD Section, HR Wing for permission from the Chief General Manager/General
Manager, HR Wing. However, for such CPE/renewals /annual maintenance, no

incentive shall be payable.


(e) Chartered Accountancy (ICAI) and Company Secretary (ICSI) courses have been
included under Group II of the Scheme. However, only those employees who
have completed articleship / practical training prior to joining the Bank and
upon successful completion of CA/CS course after joining Bank are eligible for
benefits as per the scheme. Fee reimbursement and incentive shall be released
upon successful completion of all the levels of the course by scoring the

minimum pass scores / grades stipulated by the Institute.

(f) Reimbursement claims of all Executives shall be processed by PM Section,


HR Wing.

6. Employees can appear and acquire certification for CAIIB electives additionally and
the same shall be reimbursed at par with courses of Group-I.

7. Upon completion of either Life Insurance or General Insurance Certification,


Employees shall be eligible for incentive of Rs.3,000/- along with fee
reimbursement. If an employee has already completed either of the above courses
and availed the eligible incentive of Rs. 3000/-, and further obtains Composite
Insurance Certification, he/she shall be eligible for fee reimbursement and the
differential incentive which shall not exceed Rs. 3,000/-. In any case, the total
cash incentive paid to an employee for clearing Life Insurance, General Insurance
& Composite Insurance Certifications put together shall not exceed Rs. 6,000/-.

8. For such courses covered under Group I and II of the Scheme, where class room
learning/training is mandatory, the employee shall avail appropriate leave duly
obtaining prior sanction. He / She shall not be eligible for TA/HA etc., for
attending the same.

9. In case of courses covered under Group-III, the employee shall avail appropriate
leave duly obtaining prior sanction. The period of such classroom learning/training
shall be treated as one on ON-DUTY subject to successful completion of the
course. Employees shall be eligible for reimbursement of TA/HA etc., for attending
the same as per prevalent guidelines subject to completion of the course.

10. Reimbursement of fees/payment of cash incentives shall be subject to following:

(a) Completion of the Course within the time line set by the Institutes

(b) Submission of the claim application along with a certified copy of the course
completion certificate, marks sheet, to respective HR Department.
(c) Successful completion of all levels/parts as per course syllabus

11. Along with claim application, Employees shall submit a „Letter of Undertaking‟ to
serve the Bank for a minimum period as under, from the date of receipt of the

Incentive / reimbursement of fee, failing which he/she will have to refund the
entire amount received (along with applicable taxes):

(a) in respect of courses under Group-I & II : 02 years or till superannuation,


whichever is earlier

12. HR Departments shall maintain a register duly recording the full details of
payments/disbursements made as per the scheme and also update the relevant
details/qualifications/certifications in HRMS Package.

13. HR Departments shall submit the details of fee reimbursement/incentive paid

under the Scheme for the period from 1st April to 31st March of every financial
year to HR &OD Section, HR Wing, by 15th April every year.
