CUSB was established under the Central Universities Act, 2009, with the motto, "Collective
Reasoning". The University has been conducting its academic and other activities in its campus
which extends over 300 acres at Panchanpur (near Gaya town). The School of Law and Governance
is a pioneer in grooming modern day legal professionals with a multidisciplinary edge by providing
specialization in Corporate Law, Criminal Law, Labour Law, Constitutional Law, Taxation Law,
International Trade & Investment, Banking, Finance & Insurance, IPR, Environment Law and
Medical & Forensic Law.
Since liberalizing its markets in 1991, India has emerged as one of the fastest growing economies in
the world. New horizons were opened in the field of trade & commerce, science & technology and
law & jurisprudence. Various new areas in the field of law were opened. Now the world is heading
towards rapid progress in all most all fields of knowledge including law and the globalization has
changed the entire fabric of polity and society. Change is the law of nature and law is the regulator
of social change. Law is also a social science and it is closely linked with society. A society cannot
remain static and therefore, law in order to meet the changing requirements should keep abreast of
time. It is not fanciful omnipotence in the sky but a flexible instrument of social order, dependent
on the political and other values of the society which it purports to regulate.
School of Law and Governance, CUSB is contributing towards legal education which helps in
bringing and establishing socio-economic justice. Therefore, department of School of Law and
Governance purports to provide quality legal education to the law students taking into
consideration the changing needs of the society and in the changing era of globalization. At the
same time, this department purports to provide traditional views of legal education and research as
well because they have become relic of the past.
The Legal Aid Clinic of any law school is one of the most important student
body with an attitude to impart the students an exceller experience by
providing them with practical experience that goes hand in hand with the
academics. The committee aims to mould well informed and aware citizens of
the country on women rights and provide room of discourse, dissent, and
discussion in the
student community.
The Legal Aid Clinic at Central University of South Bihar under the astute
guidance of Faculty Coordinator Dr. Deo Narayan Singh, Assistant Professor,
SLG, CUSB is in its 9th year of continuous functioning since its inception.
The Legal Aid Clinic has organized prison visits and conducted various social
awareness programs in schools and villages. National Conferences & Quiz
competitions have also been organized to raise awareness about importance of
legal services among the budding lawyers.
In any educational institution of Law, the students work towards playing the role
of social engineer by spreading the letter of law to the society by providing those
letters with spirit of law. In order to functioning of the Legal Aid Clinic properly,
the students need to face the gravity of time and changing trends. Owing to the
present pandemic situation, this seminar is proposed to be conducted in online
mode only via using the platforms like google meet etc. The seminar is expected to
accommodate 7 resource persons to deliver the ongoing trends in the respect of
Consumer law practice and advocacy. The students of Law shall get benefitted
through this seminar. The earlier Act of Consumer law (1986 Act) has been
repealed by the new Act of 2019. Series of new addition has been brought inside
the new Act. Also, the students who had learnt the consumer law before 2019
enactment, deserve to receive insights of the new Act and emerging trends in the
subject area of law.
The speakers for this event are purported as intelligence and idol for the specialized
area of Consumer Law. We are proposing the illuminating upcoming experience
to students of law as a whole. The seminar is expected to be conducted at
international level to provide the young brains of law students with exposure and
great value addition.

Prof. (Dr.) M.K. Padhy has a teaching experience of more than 18 years. He has attended
more than 30 seminars, conferences and workshops organized by reputed institutions and has
delivered lectures on emerging issues on many occasions. He has written 1 book titled
“Consumer Protection and Advertisement Laws”, Satyam Law International, New Delhi 2015
(ISBN: 978-93-82823-34-6). He has also written 1 book chapter, 25 articles and many
research papers which have been published in reputed journals. He was the Assistant Editor of
the Banaras Law Journal Committee in 2013 & 2014 and Associate Editor, Banaras Law
Journal Committee in 2015. He has also been the Guest Editor of the VBU Journal of Law
and Governance January 2015, No. 1 (Vol.2). Dr. Padhy organized a National Seminar on
“Legal Protection of Consumers in a Global Economy - Recent Approaches and the Way
Forward” on 29-30, March 2014 in the Faculty of Law, BHU.
Dr. Christine Richardson is the chief advisor, Dean at the Faculty of Law as well as the
chairperson of the Department of Land Management and Law at the Jagannath University.
She has significant teaching experiences of around 12 years and she has been a marvelous
lecturer at numerous prestigious educational institutions. Her indifferent and charismatic way
of imparting knowledge cannot be denied. We look forward to receive her guidance.
Dr. Sushila teaches Law of Torts, Consumer Protection Laws and Clinic (Legal Aid and
Services). She has more than 15 years of teaching at different Central and State Universities
including NLU Delhi and University of Delhi. Dr. Sushila has been member of Law Drafting
Committee constituted by Government of India for framing Rules under the New Consumer
Protection Bill, 2019. She is member of Editorial Committees and also peer-reviewer of
different UGC listed journals. She has presented various papers and has chaired sessions during
different conferences and seminars. She has written research papers which are published in
different journals. Dr. Sushila has undertook significant projects by Food Safety & Standard
Law (UGC MRP), Law on Sexual Harassment (PoSH Act) (NCW), Chair on Consumer Law,
(Ministry of Consumer Affairs, GOI). She finds her areas of interest as Consumer Protection
Laws & Law of Torts; Food Safety & Standards Law, Competition Law & Consumer Welfare;
Law relating to Sexual Harassment, Gender Justice, Human Rights; Commercial Laws,
Contract & Company Law.
Since August 2014 to June 2015, Prof. Balaram Prasad Raut has been part of Civil Society
Scholar, Open Society Foundations, United Kingdom, and has been significantly playing
role in research work on "Legalization of Prostitution in Nepal: Prospects and Challenges."
One of his major research was titled as “Socio-cultural Dynamics and Understanding Human
Rights in Nepal.” He also has worked as a Consultant in Japan International Cooperation
Agency (JICA) Nepal Office for 2 years. He further worked as a Consultant with Chemonics
International/USAID. He also had worked in United Nations Mission in Nepal (UNMIN).
His role as a Human Rights Officer at Human Rights Project of Nepal Bar Association,
Funded by Norwegian Bar Association, Norway has remained remarkable. He has been a
Support Researcher in Centre for Legal Research and Resource Development. Prof. Balaram
Prasad Raut finds his areas of interest as Law and Economic Development, Public Interest
Law, Rule of Law, International Human Rights, Transitional Justice and Humanitarian Law.
Dr. Singh is at present working as an Assistant Professor of Law at the USLLS, GGSIP
University, Delhi, India. Earlier she was working as a Research Officer at the Indian Institute
of Public Administration (IIPA). Her areas of specialization are Intellectual Property Rights,
Alternative Dispute Resolution, Private International Laws, and Consumer Laws.
Mr. Vijay Pd. Jayshwal had worked with different academic sector abroad and in Nepal,
he shared research works on wide range of legal, social and political issues in different
international as well as national conferences. He worked with Fulbright Professor on law
and Justice system in Nepal.
