ORDER: The Government vide G.O. 3" read above have issued orders empower the District Collectors to entrust the works of Municipal Roads and C.C. Drain works in Municipalities sanctioned vide reference 1* and 2 read above with an upper limit of Rs.5.00 Lakhs (Rupees five lakhs only) in each case, to the Registered Contractors on Nomination basis in relaxation of Rule 3(1) of the A.P. Municipalities Tender Rules, 1967, as a special case. 1 2. 3. 4 2. The Government vide reference 3% read above have issued orders also empower the Commissioners of the concerned Municipal Corporations to entrust the works sanctioned under maintenance of Internal roads and drains vide reference 1* and 2° read above to the Registered Contractors on Nomination basis up to s.5.00 Lakhs (Rupees five lakhs only) in each case, not withstanding Rule 3(2) of MCH Tender Rules 1970, as a special case 3. The Government vide reference 4” read above have issued orders for entrustment of works costing below Rs.5.00 Lakhs to the Registered Contractors/ Self Help Groups (SHGs) / Ward Level Committee / Resident Welfare Association (RWA) on nomination basis dispensing with the tenders on e-procurement, for administrative convenience in implementation of urgent maintenance works’ and public utility works in the Urban Local Bodies in the State through the Committee headed by the District Collector. 4. The President, Chairpersons & Mayors Association, Telangana vide reference 5S read above has represented to the Hon'ble Minister, MA&UD, that the proposals Up to Rs.5.00 Lakhs to be sanctioned in ULBs by a Committee headed by the District Collectors as per the G.0.Ms.No.91, MA & UD Dept., dt.25.3.2017 are being delayed due to heavy workload upon the District Collectors and requested to examine to entrust the powers to the Commissioners of ULBs for speedy delivery of works within the time limit and also requested to examine to entrust the works to the Self Help Groups (SHGs) on par with Societies to exempt EMD and other charges. 5. After careful examination of the matter, Government hereby empowers the Municipal Commissioners of all ULBs for according administrative sanction of civil works on nomination basis (Roads & Drains) up to Rs.5.00 Lakhs duly amending G.O.Ms.No.719, MA & UD (TC.2) Department, dt.18.10.2008, to avoid delay in execution of works, in accordance with existing rules. The list of all such nomination works shall be sent to Collectors who in turn shall bring these to the notice of Government. PTO6.
