Notice Inviting Tender
Sub: - Invitation to tender for Design updation, Engineering, Manufacture, shop fabrication,
testing at works, shop painting, packing & forwarding, supply, transportation to site, transit
insurance and erection /testing/commissioning assistance forupdation of pneumatic conveying
system atOxidation Plant ofKMML, Titanium dioxide pigment unit, Chavara,Kollam,Kerala.
1. The Kerala Minerals and Metals Ltd. (KMML), incorporated under Indian Companies Act,
1956 having its registered office at Sankaramangalam, Chavara, Kollam in the State of Kerala
propose to install an updated pneumatic conveying system adding suitable modification to
the existing system.
2. The company invites tenders from reputed manufacturers having good technical as well as
financial background and experience in the field of Design, Engineering, Manufacture, shop
fabrication, testing at works, shop painting, packing & forwarding, transportation to site,
insurance and erection/testing/commissioning assistance for updation of pneumatic
conveying system at Oxidation Plant of KMML.
3. The tenderer shall carefully examine the enclosed technical specifications, drawings,
instructions to bidders, general conditions of contract, safety regulations, etc. and fully
acquaint themselves with the nature and location of the work. Visit to the site can be
permitted with prior approval on any working day between 9 AM to 5 PM before submission
of tender at the tenderer cost.
4. It should be carefully noted that the rates tendered will not be increased under any
circumstances during the contract period including the extended period if any granted by the
company for any reasons whatsoever.
5. All entries in the tender documents shall be clearly written in English.
6. Tenders not submitted with the prescribed tender documents, conditional tenders, tenders
containing absurd rates and amounts and tenders which are incomplete otherwise are liable to
be rejected.

7. Rate for Design updation, supply, erection/commissioning assistance shall be entered in the
separate multisheet price format (BOQ) uploaded along with the tender document. Detailed
split up price to be entered in the prescribed format.
Split up of two years O & M spares price for trouble free operation to be entered in the pdf
Proforma enclosed.
8. Tenderer shall upload a confirmation letter on acceptance of all clauses and points mentioned
in the tender documents along with deviations & exclusions, if any. (Proforma attached).
9. Tenderer should confirm the minimum time required for completing the project from the
date of issue of letter of intent. A detailed PERT network and bar chart, indicating all
activities like Engineering, preparation of drawings, supply of equipment, erection of
equipment, commissioning, etc. are to be furnished.
10. The tendered rates shall be kept valid for acceptance for a period of six months (180 days)
from the date of tender opening.
11. Bidders should have valid Digital Signature Certificate of class II or above.
13. Pre-bid meeting: Scheduled at KMML on 17.01.2022,10.00 AM
The offer to be submitted in two parts and shall be uploaded in the e-procurement portal latest
by 05.00 P.M on 08.02.2022
Techno-commercial Part
Techno- commercial proposal shall contain the scanned copies of the following documents
which every bidder has to upload:
a. Copies of supply orders and a ‘testimonial’ toward satisfactory completion of similar or
bigger capacity works {refer pre-qualification criteria 2.2 of Instruction to Bidders}.
b. Documents in support of the pre-qualification criteria 2.1, 2.2 &2.3 of Instruction to
Bidders}.
c. Copies of audited profit & loss account/Annual turnover during the previous five years,
balance sheets OR a certificate IN ORIGINAL from a practicing Chartered Accountant as
per enclosed Proforma {see pre-qualification criteria 2.1of Instruction to Bidders}.
d. Solvency Certificate {see pre-qualification criteria 2.3 of Instruction to Bidders}.
e. Power of attorney duly executed by the authority having concurrence of Board of Directors
with the seal of the company in favour of the person signing the tender.
f. Detailed time schedule (completion period) indicating the respective period by which
tenderer proposes to complete various activities of design updation, supply and
erection/commissioning within the time of completion of works.
g. Tender acceptance letter with list of deviations and exclusions, if any.

KMML doesn’t take any responsibility for any technical snag or failure that has taken place
during bid uploading.
Price part Cover
The Bidder shall complete the Price bid (multisheet BOQ) as per format given for download
along with this tender.

www.etenders.kerala.gov.in
Bidders should have a Class II or above Digital Signature Certificate (DSC) to be procured from
any Registration Authorities (RA) under the Certifying Agency of India. Details of RAs will be
available on www.cca.gov.in. Once, the DSC is obtained, bidders have to register on
www.etenders.kerala.gov.in website for participating in this tender. Website registration is a one-
time process without any registration fees. However, bidders have to procure DSC at their own
cost.

Downloading of tender document: Tender document will be available for free download on
www.etenders.kerala.gov.in. However, tender document fees shall be payable at the time of bid
submission as stipulated in this tender document.
Pre-bid meeting: Yes
Publishing of Corrigendum: All corrigenda shall be published on www.etenders.kerala.gov.in
and shall not be available elsewhere.
Bid submission: Bidders have to submit their bids along with supporting documents to support
their eligibility, as required in this tender document on www.etenders.kerala.gov.in. No manual
submission of bid is allowed and manual bids shall not be accepted under any circumstances.

Opening of Technical Bid and Bidder short-listing: The technical bids will be opened,
evaluated and shortlisted as per the eligibility and technical qualifications. All documents in
support of technical qualifications shall be submitted (online). Failure to submit the documents
online will attract disqualification. Bids shortlisted by this process will be taken up for opening
the financial bid.
Opening of Financial Bids: Bids of the qualified bidder’s shall only be considered for opening
and evaluation of the financial bid on the date and time mentioned in critical date’s section.
The department doesn’t take any responsibility for any technical snag or failure that has taken
place during document upload. Hard copies of the above documents shall be submitted to the
office of KMML.

During the online bid submission process, bidder shall select SBI MOPS option and Submit the
page, to view the Terms and Conditions page. On further submitting the same, the e-
Procurement system will re-direct the bidder to MOPS Gateway, where two options namely SBI
and Other Banks* will be shown. Here,Bidder may proceed as per below:
a) SBI Account Holdersshall click SBI option to with its Net Banking Facility., where
bidder can enter their internet banking credentials and transfer the Tender Fee
and EMD amount.
b) Other Bank Account Holders may click Other Banks optionto view the bank
selection page. Here, bidders can select from any of the 54 Banks to proceed with
its Net Banking Facility, for remitting tender payments.
*Transaction Charges for Other Banks vide SBI Letter No. LHO/TVM/AC/2016-17/47 – 1%
of transaction value subject to a minimum of Rs. 50/- and maximum of Rs. 150/-
Any transaction charges levied while using any of the above modes of online payment has be
borne by the bidder. The supplier/contractor's bid will be evaluated only if payment status
against bidder is showing “Success” during bid opening.
V) SUBMISSION PROCESS:
For submission of bids, all interested bidders have to register online as explained above in this
document. After registration, bidders shall submit their Technical bid and Financial bid online on
www.etenders.kerala.gov.in along with online payment of tender document fees and EMD.

It is necessary to click on “Freeze bid” link/ icon to complete the process of bid
submission otherwise the bid will not get submitted online and the same shall not be
available for viewing/ opening during bid opening process.
Amount as per Remittance form: Bidder should ensure that the amountbeing remitted is
neither less nor higher than the amount shown in remittance form.
UTR Number: Bidders should ensure that the remittance confirmation (UTRnumber) received
after payment should be updated as it is, in the e-Procurement system for tracking the payment.
One Remittance Form per Bidder and per Bid:The remittance formprovided by e-
Procurement system shall be valid for that particular bidder and bid and should not be re-used
for any other tender or bid or by any other bidder.
Any transaction charges levied while using any of the above modes of online payment has be
borne by the bidder. The supplier/contractors bid will be evaluated only if payment status against
bidder is showing “Success” during bid opening.

NOTE
All questions, disputes or differences arising under, out of or in connection with this tender shall
be decided by the Managing Director of the Company and his decision shall be final and binding.
All disputes differences questions or claims arising under, out of or in connection with the
contract shall be subject to the exclusive jurisdiction of the courts at Kollam/Karunagappally,
Kerala, India only.
If there are any conditions in theGeneral conditions of Contract which are in conflict with any
special instructions, the latter shall prevail.
Companies blacklisted/ordered for blacklisting by Govt. of Kerala or KMML would not be
considered.
The company reserves the right to reject any or all tenders or accept any tender or part thereto
without assigning any reason whatsoever.
