Community Survey PURPOSE

• Part of the Information Collection Phase of the Project


• Build Upon and Supplement the Stakeholder Interviews
• 20 interviews completed lasting 55 minutes on average
• A wide range of stakeholder groups were scheduled
• One-on-one and group interviews occurred
• 35 interview participants
• Primary focus on important challenges and critical
skills/characteristics needed in next Chief of Police

• The Community Survey will permit similar information to


be gathered from an expanded number of stakeholders

Community Survey DESIGN

• The Community Survey contained five different parts:


1. Answering 4 (optional) demographic questions
2. Rating 22 statements about the current state of the Honolulu Police
Department
3. Selecting the 7 most pressing challenges for HPD (out of a list of 19
challenges)
4. Selecting the 10 most critical skills/characteristics for the next HPD
Chief (out of a list of 25 important skills/characteristics)
5. A Comment field for listing any additional comments from the
participant

• Although the demographic questions were optional, they


will provide additional understanding of the results.

1. Complete the detailed analysis of the entire survey to
include:

• Determining the most critical challenges and needed


skills/characteristics for the next HPD Chief

• Examining the additional comments (provided by 618


respondents) and identifying important themes

2. Leverage findings to guide the design of the entire exam


content including candidate questions and exercises

3. Once the exam design is finalized, develop the Phase 1
