Mr Suresh Swamy , Mr Ravi Kumar and Mr Naresh Upadhyay were the candidates from

Hindustan Party , Shikar Parvat Party and Indian National Party respectively who were
contesting for the Lok Sabha seat of Purola constituency in Uttarakhand. Mr Ashok Negi was
the returning officer who was appointed by the election commissioner of India to accept the
nomination paper from the candidates. The returning officer declared the date of filing the
Nomination paper from 12-03-2019 to 15-03-2019. All the three candidates along with Mr
Milind Pant who decided to contest the election as an independent candidate from Purola
Constituency filed their nomination paper within the prescribed time. During the scrutiny the
returning officer rejected the nomination paper of Mr Naresh Upadhyay as he did not submit
the necessary documents along with his nomination paper. Mr Naresh Upadhyay was a retired
Police officer of ACP rank, and he quit his post to serve the people of Purola Constituency
which was his home city. The Lok Sabha elections were held from 11-04-2019 to 19-05-2020.
During the voting phase in Purola Constituency, the presiding officer Mr Ajay Dawat found
out that specific EVM machines were not working properly. So he decided to conduct elections
in few of the booths in ballot paper in order to ensure the election results are declared in a
timely manner. The voting was over, and the results were declared on 25-05-2019. Mr Ravi
Kumar was declared as the returned candidate from the Lok Sabha seat of Purola. The other
candidates were highly disappointed and were surprised to find out the results as the exit polls
in the Local News channel AKTK(Aaj Ki Taza Khabar) showed that Mr Ravi and his party
would secure the least number of votes. This raised suspicion in the mind of Mr Naresh
Upadhyay who was an ex cop. He used the help of his police connections and found out certain
shocking revelations. He gave a call to Mr Suresh Swamy and Mr Milind Pant and asked them
to meet at Baba Dhaba in the outskirts of city of Purola during midnight.

During their meeting, Mr Naresh informed the other candidates that the entire election was
rigged. He informed Mr Pant that the officer who was incharge of scrutiny of the nomination
papers his wife Mrs Ambica Negi was appointed as the women president of the Shikar Parvat
Party and was given an official post of Chairman of Mahila Microfinance Bank immediately
after the election. He told the other candidates that all three of them were leading in those
polling booths were voting was done by EVM but wherever ballots was used they lost by a
heavy margin as 80% votes went to Mr Ravi Kumar. He told them that the Ballot papers were
counted at the end and the van carrying the ballot paper reached the office of the election
commissioner 5 hours late. He also informed that as per the information received from Mr
Magan Malang a retired head constable when he was the ACP of Haridwar, Mr Ravi promised
to make a temple of Bihad devi during his campaign to the residents of banua village who
comprise of 30% electors of Purola Constituency. He cried foul play in the elections and
requested Mr Suresh Swamy who is a practising advocate to challenge the election of Mr Ravi
Kumar on behalf of all the candidates. As Mr Suresh Swami draft an election petition before
the honourable High Court of Uttarakhand located in Nainital.
