HAND OUT _: TEMPORARY LEARNING SPACES

While the module for the session on Temporary Learning Spaces (TLS) outlines the discussion
flow for each activity, this hand out summarizes the key points to ponder in constructing and
implementing TLS.
A. TLS Considerations

Site Selection Considerations Planning and Design

Consideration
1. Security within the emergency 1. Ground condition
In general, it is best to avoid locations close to industrial 2. Local building code
areas, military camps, large road junctions or traffic provisions
interchanges. It is advisable to avoid steep slopes, as
they typically have the following increased risks:
landslides, erosion, problems with road designs and
access and maintenance, as well as difficulty with access
especially by fire protection equipment and emergency
vehicles. Locations that are adjacent to the damaged
classrooms should also be avoided.
2. Orientation, siting, vegetation, trees 3.’Safety through
The considerations are (1) the location of the sun where it transparency’
shines the hottest to make provisions for protection and 4. Outdoor space
(2) direction of the wind to design for better ventilation.
3. Access to site/routes to school 5. Lighting, thermal comfort,
The main entrance to the school grounds and the ventilation, acoustics
perimeter fencing are important site layout considerations. 6. Drainage
In general, it is best to avoid locations or main entrances
close to industrial areas, military camps, large road
junctions or traffic interchanges that could increase the
vulnerability of the children and staff.
4. Terrain 7. Connection to water and
electricity

B. DepEd TLS Construction Process

1
C. TLS Procurement Process

1. Upon approval of authority for the TLS, sub-ARO will be processed in the DepEd Central
Office
2. While the sub-ARO is being processed, the design, specification of TLS and the
approved authority are sent to concerned Division or Region for them to process the
bidding.
3. Once the concerned Division or Region is informed about the approved authority, it will
post the invitation to bid in PHILGEPS
4. Pre-bid will be conducted for 12 calendar days
5. Resolution to award to winning lowest responsive bidder will be done for 3 days after the
pre-bid.
6. The 3 days will be used for complying with the additional documents like; CPM
(construction project management, schedule of construction and the 10% performance
bond.
7. DepEd will issue a notice to proceed and contract will be processed within 10 calendar
days.
