EXECUTIVE ORDER NO. 5
SERIES OF 2021
WHEREAS, pursuant to DILG MC No. 2004-052 dated May 13, 2004, creation of a sub-
committee of the Barangay Council for the Protection of Children (BCPC) to be called
Sub-committee on Bright Child (SCPC) in every Barangay;
WHEREAS, policy content of DILG MC No. 2021-039 dated April 7, 2021, LCPC shall
be the main conduit through which local stakeholders including child-focused institutions
and Non-Government Organizations (NGOs), and people’s and youth organizations are
consulted and their meaningful participation ensured in the planning and implementation
of interventions and programs for Children;
Section I. Organization
The Barangay Council for the Protection of Children (BCPC) of this barangay shall be
reorganized and strengthen to ensure its sustainability. Following the principle of
devolution, the Ordinance or Executive Order (EO) shall also prescribe other guidelines
or rules for the establishment and operation of the LCPC/BCP.

A. Functions of BCPC (in relation to DILG MC No. 2002-121 and DILG MC No.
2021-039)
PUNONG BARANGAY
1. Foster education of every child;
2. Take steps to prevent juvenile delinquency and assist parents of children with
behavior problems so that they can get expert advice;
3. Adopt measures for the health of children;
4. Conduct advocacy activities on the promotion and protection of the rights and
welfare of children including the development of information, education and
advocacy materials;
5. Encourage the proper performance of the duties and responsibilities of parents,
and provide learning opportunities on the adequate rearing of children and positive
parent-child relationship;
6. Promote wholesome entertainment in the community, especially in movie houses;
7. Prepare an Annual Work and Financial Plan (AWFP-LCPC WFP Form 001-A)
consistent with its functions as provided herein and in the Barangay EO creating it
and submit to Barangay Council before the schedule of budget preparations to
ensure incorporation and funding in the Barangay Annual Investment Program
(AIP);
8. Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
9. Establish and maintain an updated and disaggregated database on children within
the barangay;
10. Advocate for the establishment and maintenance of playgrounds, day care centers
and other facilities necessary for child and youth development;
11. Make recommendations to the barangay on policies and PPAs relative to the
promotion of the rights and welfare of children for inclusion in the comprehensive
and annual development plan of the barangay;
12. Perform functions related to its mandate as provided by national laws and policies
concerning the protection, intervention, assistance, and other interference
necessary to promote the rights and needs of children-in-conflict with the law,
children-at-risk, and children in special protection (e.g. abandoned, maltreated &
dependents) and refer cases filed against child abusers to proper
agencies/institutions;
13. Monitor situational reports on children and prepare quarterly updates including the
implementation of children’s program and make recommendations to the Municipal
Council for the Protection of Children for consideration and nationwide
applications;
14. Perform such other functions and other child related laws, especially in matters of
child and parent education, health, entertainment, etc.

052)
PUNONG BARANGAY
1. Ensure sustained delivery of basic services for children especially on health and
nutrition, early education and psychosocial programs for children 0-6 years old;
2. Advocates for the passage of barangay resolutions and ordinances responsive in
promoting child survival, protection, participation and development;
3. Enhance and sustain the efforts of communities in promoting the Bright Child thru
the conduct of parents education, home visits, family day care programs and
neighborhood play groups;
4. Strengthen coordinative linkages with the BCPC in capacitating ECCD volunteers,
service providers, parents and other caregivers; and
5. Monitor and evaluate the bright child and submit semestral report including
recommendations to the Municipal Council for the Protection of Children (MCPC)
Pursuant to Section 15 of Republic Act No. 9344, one percent (1%) of the
internal revenue allotment of barangays shall be allocated for the strengthening and
implementation of the programs, projects and activities of the BCPC provided, such
allocation shall be disburded in accordance with the AWFP endorsed by the BCPC to
the Sangguniang Barangay.
