MUSCAT: 15,000 male and fe-
male students from all the gov-
ernorates and schools of Oman
will receive training under the
National Youth Programme for
Skills Development. The initia-
tive is sponsored by the Diwan
of Royal Court of the Sultanate
of Oman, and comes within its
framework of the national initia-
tives launched by the body.
In a statement to the Oman
of Royal Court, said, “The Sultan-
ate has never held back on its citi-
zens, and there is a firm belief that
development is a continuous pro-
cess. Once we reach a particular
stage, it becomes a starting point
for the next stage.”
Al Busaidi also praised the fruit-
ful cooperation between the Di-
wan of Royal Court and the Min-
istry of Education, which played a
major role in designing and imple-
menting the programme.
Adding to this, Dr Ali bin Qas-
sim bin Jawad, an Advisor for
Studies and Research at the Di-

ised on its accumulated knowl-
edge and expertise to design a
high-level programme, building
on available modern technologies.
“The programme seeks to pre-

He thanked the German Uni-

“In collaboration with the Minis-
try of Education, and following a
predefined set of criteria, 15,000
students were nominated to par-
ticipate in the programme.
These students are currently in
grades 10 and 11 and come from
every secondary school in the Sul-

MUSCAT: Oman’s health sec-
tor has developed tremendously
over the past years from having
only two hospitals during early
1970 with 12 beds and 10 clinics
to now having a national total of
81 hospitals.
Out of these 81 hospitals, 50 are
run under the Ministry of Health
(MoH) with a total of 5,027 hos-
pital beds, according to the MoH’s
Annual Health Report 2018.
In its support for primary
healthcare, MoH opened one new
Health Centre in Muscat and Al
Wusta Governorate and upgraded
one health centre to Hospital with
14 beds in Dhofar Governorate.
This makes the total number of
health centres 207 of which 55 are
equipped with beds (a total of 95
beds), and 22 extended health cen-
tres in the MoH. This comes a long
way from having 19 health centres
in the early 1970 with zero beds in
it, and no extended health centres,
according to the data provided in
MoH’s annual report 2018.
From a life expectancy of 50
years in the 70s, the country
has a life expectancy of 77 years
at present. The country is also
witnessing a shift in its main
health problems from communi-
cable diseases to changes in life
style and changes in population
structure manifested in non-
communicable diseases.
Talking to the Times of Oman
in an exclusive interview in June
2018, Dr Ahmed bin Mohammed
said, “In 1970, when (the late) His
Majesty Sultan Qaboos bin Said
bin Taimour became the Sultan of
Oman, life expectancy in the coun-
try was only 50 years. The mortal-
ity rates among pregnant women,
infants less than one year and chil-
dren below five years were one of
the highest worldwide.”
He added that “about 200 per
1,000 live births of children below
five didn’t live to see their fifth
birthday. Today, our life expec-
tancy has exceeded over 76 years,
and the mortality rate in children
below five has declined to 9.5 per
cent from 20 per cent in the 70s.”
Al Saidi continued saying that
when the late HM Sultan Qaboos
became the ruler, he prioritised
education and health.
“When His Majesty became the
ruler and started building Oman,
he made education and health a
priority in addition to the security.
So, school and healthcare facilities
started building across the coun-
try,” recalled Al Saidi.
“My predecessors worked very
hard and established the basic
needs and facilities of health care
in the country. Their concentra-
tion was on primary healthcare
which is extremely important,”
he added.
Since 1976, the MoH started
its five-year health development
plans, in order to achieve its mis-
sion and carry out its responsi-
bilities for social and economic
development.
“The first phase of the health
planning in Sultanate of Oman
extended from 1976 to 1990, in
which three 5-year plans were
implemented. These plans were
concerned with building health
service infrastructure as prior to
the blessed renaissance there were
only few health institutions that
were not enough to face the pre-
vailing unsatisfactory health sta-
tus. The second phase of planning
started in 1991 and included three
5-year health plans (the fourth,
fifth and sixth), and was completed
by 2005,” the report said.
In 1993 the local directorates at
a wilayat level were established
followed by hospital autonomy in
2000. The preparation of plans
of the second phase followed “the
managerial process for national
health development”.
“The general framework of the
4th, 5th and 6th plans was pre-
pared at the central level. The 5th
and 6th plans included 10 detailed
government plans while the 6th
plan included an additional 19
Wilayat plans, in line with the de-
centralisation policy of the Minis-
try of Health,” the report added.
Several hospitals were estab-
lished in all governorates in or-
der to provide specialty services
mainly secondary care and limited
tertiary care. Human resource de-
velopment was emphasised with
the establishment of training
health institutes to qualify staff in
the field of nursing, medical labo-
ratories, radiography, assistant
dentists, assistant pharmacists,
health inspectors and other para-
medical fields.
Supportive plans at the wilayat
level were also designed by the
wilayat health committees to
support the government’s opera-
tional plans.
A fourth stage of planning was
started in 2011 by the beginning
of the development of “Health Vi-
sion 2050”. This stage witnessed
the development of a vision on
how health system needs to be
in the following 40 years and
was accompanied by the design-
ing and publishing of the Health
Atlas 2050 and a number of stra-
tegic studies.
Today, the MoH provides
health services to all the peo-
ple of Oman through its health
institutions. It also attempted
to strengthen health services
outside the Muscat governorate.
Therefore, an umbrella of health
services was established to cover
the entire Sultanate.
“There is a Governorate Hos-
pital in each health governorate
that provides secondary care (ter-
tiary in some) for the people in its
catchment area. This is in addition
to the Wilayat Hospitals, Local
Hospitals and Health Centres in
each health governorate,” the 2018
annual report read.
In addition to that, besides pri-
mary healthcare services, MoH
also realised the importance of
secondary and tertiary care ser-
vices to face the changes in disease
trends and the future needs to
control and treat non-communi-
cable diseases.
“The MoH has equipped its
hospitals with sufficient number
of beds in various specialties.
During 2015, three specialised
centres – Cardiac, Diabetic and
Genetic and Hereditary Diseases
in Muscat govenorate, attached
to Royal Hopsital, Cardiac centre
in Dhofar Governorate attached
to Sultan Qaboos Hospital and
Diabetic Centre at Sur, attached to
Sur Extended Health centre,” the
report said.

Problem-solving
The event will showcase concrete
examples of innovative use of
technology, game based learning,
critical thinking problem-solving,
student engagement strategies,
outcome based learning, active
learning, and the flipped class-
room approach.
One featured example is a dem-
onstration of how 14 members of
the physics department have
worked to totally revise how
first year physics is being taught
at SQU. Other featured faculty
are from the Colleges of Nursing,
Commerce and Political Science,
Agriculture and Marine Sciences,
Engineering, and the Center for
Preparatory Studies.
“It is important for us to sup-
port initiatives such as the Teach-
ing Highlights event.
“This important collaboration
supports SQU Strategic goals
directed toward transitioning
teaching practices at SQU to in-
sure that all graduates meet the
requirements of the 21st centu-

16.21 million passengers.
Meanwhile, the number of

tics and information (NCSI).

Bangladesh court sentences five cops to

death for shooting at Sheikh Hasina’s rally
DHAKA: A Bangladesh court sen-
tenced to death five former police
officials on Monday for shooting
dead 24 people in an anti-govern-
ment protest, led by then-oppo-
sition leader and current Prime
Minister Sheikh Hasina, 31 years
ago. A special court in Bangla-
desh’s southeastern city of Chat-
togram sentenced the punish-
ment to the officers for their
involvement in the 1988 Chat-
togram massacre, officials con-
firmed Monday.
Bangladhesh’s Criminal In-
vestigations Department had
charged eight policemen with
murder but three of the defend-
ants died during the trial.

Hossain announced the verdict
with four of the defendants pre-
sent, prosecution lawyer Shibu
Prakash Biswas said. One defend-
ant was on the run, he added. The
court cross-examined a total of 56
witnesses.
1988 massacre
Hasina’s Awami League party
organized a rally on January
24, 1988 against then- military
dictator Hussain Muhammad
Ershad. She had been touring
Chattogram to mobilize support
against Ershad.
From her truck, Hasina led a
procession surrounded by her
supporters. According to the pros-
ecution, the target was to assassi-
nate Hasina, but she was saved by
her supporters’ “human shield”
when the shooting began.
At least 24 people were killed
and more than 200 others in-
jured as police opened fired at
the rally.
After the shootings, the bodies
were cremated at a local cremato-
rium regardless of their religious
identities. The families of the
dead were not permitted to see
them. Hasina survived the attack
unharmed.
Ershad ruled Bangladesh for al-
most nine years until he was over-
thrown in an uprising in 1990.
Political bickering
Political disputes delayed the le-
gal proceedings of the decades-
long case.
A case was filed in 1992 when
former Prime Minister Khaleda
Zia took office. The case, however,
was shelved for several years be-
cause Hasina is her political rival.
Hasina rose to power in 1996
when Zia’s five-year term ended
and a probe began into the Chat-
togram massacre. According to
Hasina’s Awami League party,
the now-prime minister has
survived at least 19 attempts on
her life since her return from
exile in 1981, following the as-
sassination of her father and

dent Sheikh Mujibur Rahman in

a hold on their tariff spat until
2021, a French diplomatic source

to negotiations until the end of
the year,” the source said. “Dur-
ing that time period, there won’t
be successive tariffs.”

source said the two presidents
agreed to give talks a chance to
“find a solution in an internation-
al framework” and avoid “a trade
war that will benefit no one.”
Macron tweeted earlier Mon-
day that he had had a “great dis-
cussion” with Trump on the is-

a good agreement to avoid tariff

died from pneumonia in the cen-
tral Chinese city of Wuhan follow-
ing the outbreak of a new corona-
virus, authorities have confirmed.
The 89-year-old man, who had
underlying health diseases in-
cluding coronary heart disease,
suffered with symptoms for near-
ly a week, the Wuhan Municipal
Health Commission said in a
statement. He died on Sunday.
A separate statement said that
15 medical workers had been diag-
nosed with pneumonia, with one
in critical condition. In total, 217
cases have been reported since
the outbreak began in December.
Since first being identified
in Wuhan, the disease has now
spread to Beijing and Shanghai.
Cases have also been reported
outside China, in South Korea,
Thailand and Japan. The outbreak

Thai court drops
charges against
opposition party
BANGKOK: Thailand’s Constitu-
tional Court on Tuesday found the
opposition Future Forward Party
not guilty of seeking to overthrow
the monarchy.
Future Forward Party, led by
Thanathon Juangroongruangkrit,
showed no intention of commit-
ting the offense, ruled the court.
However, the party could still
be banned under another pending
charge of breaking election laws.
The court did find that the party
should revise the wording in its
constitution so it clearly states it
does not oppose the constitutional
monarchy.
“This should not have been a
case in the first place. I would like
to stress that neither Thanathorn,
myself, nor the party, want to un-
dermine the constitutional mon-
archy,” said Piyabutr Saengkanok-
kul, the party’s secretary-general.
Lawyer say Future Forward
violated the constitution
The case was brought by law-
yer Natthaporn Toprayoon who
charged the leaders of the party
in July 2019 with violating sec-
tion 49 of the constitution. This
section forbids actions seeking
to overthrow the constitutional
monarchy.
He also charged that the party

Girls, and Water.

In November, the Gambia filed a
case with the UN’s International
Court of Justice (ICJ), accusing
Myanmar of an “ongoing geno-
cide” against the Rohingya, and
urging the court to take emergency
measures. The ICJ in The Hague
will issue a decision on the request
Thursday.
Myanmar’s leader, Aung San
Suu Kyi, has strongly denied
wrongdoing by government secu-
rity forces at the initial hearing on
the case in December.
The ICOE report says that al-
though killings and acts of dis-
placement took place, they were
not committed “to destroy the
Muslim or any other community
in northern Rakhine State.”
“There is insufficient evidence
to argue that the crimes commit-
ted were undertaken with the in-
tent to destroy, in whole or in part,
a national, ethnic, racial or reli-
gious group for the international
crime of genocide,” the statement
said. A UN team also conducted an
investigation and found grounds
for bringing charges of genocide.
However, the UN team was not
allowed to enter Myanmar, and re-
lied on interviews with Rohingya
refugees in Bangladesh.
The ICOE said it collected evi-
dence in Rakhine State, Yangon
and Myanmar’s capital Naypyitaw,
but did not mention visiting refu-
gee camps in Bangladesh.DW

relentless journey across Saudi
Arabia on Stage 8 of the classic
desert race.
Leads came and went as com-
petitors were forced to navigate a
series of dunes amid spectacular
scenery.
It was another pulsating day
of action in the car race with the
leading trio even closer together
after Stage 8. Race leader Carlos
Sainz (ESP) saw his advantage cut
to less than seven minutes on the
477-kilometre loop stage around
the Wadi Al-Dawasir bivouac.
“We were all together on the
stage, in a group of five with Nasser
(Al-Attiyah), Stéphane (Peterhan-
sel), Yazeed (Al Rajhi) and Bern-
hard (Ten Brinke),” said Carlos
Sainz.
Nasser Al-Attiyah (QAT) now
has four days left to try and leap-
frog Sainz while Stéphane Peter-
pointed for long, however, as men’s
fourth seed Daniil Medvedev pro-
gressed to round two after a 6-3,
4-6, 6-4, 6-2 win over Frances Tia-

At the beginning of the meet-
ing, a visual presentation was
given about the Gulf and West
Asia Weightlifting Champion-
ship 2019, which was hosted by
the Sultanate and witnessed the
first participation of the women’s
national team.
The committee presented their
plans for preparing a national
team for International competi-
tions, in addition to incubating
and refining talented people in
the sport.
The most important achieve-
ments of the lifters during the pe-
riod (2011 - 2019) were discussed
in various international, Asian,
Arab and Gulf participations.

tanate, in addition to hosting a
number of international events
as well as the International Com-
petitions.
Statistics were also reviewed
for the number of coaches, play-
ers, referees and clubs registered
to play the game in the Sultanate.
Disucussions were made on
the priorities that the commit-
tee focuses on in the current
period to spread the sport and
improve the technical levels of
players, as well as the commit-
tee’s interest in girls participa-
tion and the most important
activities and competitions or-
ganised in this aspect.

loan standard in the first quarter
amid the government’s efforts
to curb speculative investment
in the property market, central
bank survey showed Tuesday.
The household loan attitude
index, which measures banks’
loan standard, came in at mi-
nus 7 for the January-March
quarter, staying below zero for
the second consecutive quarter,
according to the Bank of Korea
(BOK). The reading below zero
means that banks plan to con-
strict household loan during the
cited quarter.
The tighter loan standard
came as the government un-
veiled a series of measures to
control speculative investment
in the real estate market.
Households rushed to buy
new home with borrowed mon-
ey amid the record-low bor-
rowing cost. The central bank
slashed its benchmark interest
rate to a record low of 1.25 per
cent in October last year, after
lowering it from 1.75 per cent to
1.50 per cent in July.

a strategic framework agreement
with Italy’s energy company, Eni,
to explore new opportunities for
collaboration in carbon capture
utilisation and storage, CCUS, and
additional strategic opportuni-
ties in research and development
across the oil and gas value chain.
The agreement brings together
two leading energy producers and
harnesses their world-class talent
and technologies to unlock value
in areas of strategic importance
to both companies while reinforc-
ing their existing partnerships
across the oil and gas value chain.
It also builds on Adnoc’s recently
announced sustainability goals,
particularly its commitment to
decrease its greenhouse gas, GHG,
intensity by 25 per cent by 2030,
enabled by its industry-leading
CCUS programme.

(FDI) in 2019 with FDI inflow up
5.8 per cent year on year to 941.5

dollars) in 2019, the Ministry of
Commerce said on Tuesday.
More than 40,000 new for-
eign-funded enterprises were
established last year, said Qian
Keming, Vice Minister of Com-
merce, at a press conference.
The number of projects re-
ceiving FDI above 100 mil-
lion US dollars stood at 834 in
2019, up 15.8 per cent from a
year earlier.
The structure of FDI has
been optimising as 266 billion
yuan of FDI went to the high-
tech sector in 2019, up 25.6 per
cent year on year, accounting
for 28.3 percent of the total FDI.
Investment from Singapore
climbed 51.1 per cent year on
year in 2019, that from the
Netherlands expanded 43.1 per
cent and that from the Republic
of Korea rose 21.7 per cent.
Pilot free trade zones (FTZs)
have played a larger role in at-

All of the 18 pilot FTZs saw
6,242 new foreign-funded en-

To realise the vision, Hyundai
Motor showcased three mobility
solutions, comprising Urban Air
Mobility (UAM), Purpose Built
Vehicle (PBV) and Hub, a place for
mobility transfer and community
activities.
Based on these mobility solu-
tions, Hyundai aims to free future
cities and people from constraints
of time and space and allow them
to create more value in their lives.
The company will also acceler-
ate the implementation of its brand
vision ‘Progress for Humanity’ and
transform itself into a ‘Smart Mo-
bility Solution Provider’.
Working closely together, UAM,
PBV and Hub play key roles in vi-
talising human-centred future cit-
ies and enriching people’s lives.
UAM connects the sky and the
ground, while PBV links people
to people on the road. These two
smart mobility solutions connect
at the Hub, which will be installed
across future cities to form a mo-
bility ecosystem.
With this smart mobility vision

The company established the
Human-Centred City Advisory
Group with top global experts
from fields such as psychology,
architecture, urban design, trans-
portation, and political science,
and researched how future cities
should be designed to foster new
human-centred values.
The advisory group derived three
key values for future cities: vital-
ise, enable, and care. Considering
Hyundai’s strength in mobility and
connecting people, the advisory
group decided to place a priority on
the ‘vitalisation’ of cities.
“All three values are important,
but Hyundai is exceptionally well-
positioned to vitalise communi-
ties with new forms of mobility,”
said Art Markman, a member of
Hyundai’s Human-Centred City
Advisory Group and professor of
Cognitive Psychology at the Uni-
versity of Texas at Austin.
In addition to the advisory
group, Hyundai also envisioned
different city archetypes and de-
veloped future city scenarios to
predict the infrastructure and de-
velopment direction that will be
required for future cities.
The company focused on hu-
man-centred mobility solutions
to address traffic congestion chal-
lenges in major cities.
“Based on advice from the ad-
visory group, we tried to find mo-
bility solutions that will vitalise
communities in a meaningful and
imaginative way. UAM, PBV, and
Hub are solutions that will help al-
leviate pain-points in big cities like
San Francisco,” said Youngcho Chi,
President and Chief Innovation Of-
ficer at Hyundai Motor Company.
UAM, innovative mobility solu-
tion offering liberation from grid-
lock. The first solution that Hyun-
dai is offering to vitalise future
cities is Urban Air Mobility, an in-
novative mobility solution that of-
fers ‘liberation from grid-lock’ and
‘democratisation of flight’.
Mega-urbanisation taking place
around the world has resulted in
a dramatic reduction of transfer
efficiency for urban residents and
increased social costs related to
logistics transportation.
UAM enables runway-free ur-
ban air travel with Personal Air
Vehicles capable of electric verti-
cal takeoff and landing (eVTOL).
UAM is considered a key future
innovation business that can help
overcome urban challenges like
traffic congestion and transform
the paradigm of mobility.
“We are looking at the dawn of a
completely new era that will open
the skies above our cities. Urban
Air Mobility will liberate people
from grid-lock and reclaim time for
people to invest in activities they

Hyundai also announced four
pillars of UAM: safe, quiet, afford-
able, and passenger-centred.
For safety, the PAV has multiple
rotors to provide multi-layer re-
dundancy and ensure safe opera-
tion, and a parachute deployment
system will be placed in the vehicle
for emergencies.
PAVs will be designed with low
noise levels, making them more
acceptable for urban travel and of-
fering comfort to passengers.
UAM will be made affordable
and accessible through the utilisa-
tion of Hyundai’s manufacturing
know-how in automobiles, aerody-
namic design, use of light-weight
from carbon composite materials,
product design technology, and re-
duced operating costs.
Lastly, Hyundai’s UAM will be
passenger-centred by designing the
interior with the Internet of Things
(IoT) features while ensuring the
comfort and safety of passengers.
The world premiere of ‘S-A1’,
concept PAV developed
jointly with Uber
Hyundai unveiled its first concept
Personal Air Vehicle, named ‘S-
A1’. The concept PAV is equipped
with eVTOL and designed to seat
five people, including a pilot.
The PAV will be operated initially
by a pilot during the early stages of
commercialisation and enable au-
tonomous operation once the rel-
evant technologies are developed.
Hyundai has the manufacturing
capacity and expertise required to
develop and mass-produce vehi-
cles such as the PAV.
The ‘S-A1’ concept PAV was
developed jointly with Uber, the
world’s largest mobility company.
