The Government and Governance of Philippines

The Philippines is a republic with a presidential form of government

wherein power is equally divided among its three branches: executive,
legislative, and judicial. The government seeks to act in the best
interests of its citizens through this system of check and balance.
The local government in the Philippines is divided into three levels:
provinces and independent cities, component cities and municipalities,
and barangays, all of which are collectively known as local government
units (LGUs).

The Philippines is a democratic and republican State. Sovereignty

resides in the people and all government authority emanates from them.
Democracy improves the quality of decision-making. Democracy
provides a method to deal with differences and conflicts. Democracy
enhances the dignity of citizens. Democracy is better than other forms of
government because it allows us to correct our own mistakes.

Good governance sets the normative standards of development. It

fosters participation, ensures transparency, demands accountability,
promotes efficiency, and upholds the rule of law in economic, political
and administrative institutions and processes.
Governance helps you to always act in the best interests of the
business. More specifically, it can improve the performance of your
business, help it become more stable and productive, and unlock new
opportunities. It can reduce risks, and enable faster and safer growth.
The world’s most successful organizations, institutions, and governments
relied greatly on the ability of its central body to take care of their
constituents, with some even saying that good governance is the “single
most important factor in eradicating poverty and promoting development”.
(Annan, 2012). Governance is defined to be the dynamic interaction
between people, structures, processes and traditions; the act of good
governance is composed of pillars, namely legitimacy, participation (or
engagement), responsible stewardship, ethical conduct, transparency,
predictability, and accountability (Gil, 2009). With this in mind, our group
has determined that while good governance is a necessity for all
governing bodies, not a lot of people are aware of what good governance
entails and its effects on them. For the Philippines in particular, the
national government has decided to challenge local communities to
improve their services by establishing the “Seal of Good Local
Governance” (SGLG).

where councils exercise their power and responsibilities to work together
for peace, order and good governance of their municipal districts.
