PROJECT PROPOSAL
S.Y. 2021-2022

I. Program Title:

SIX (6) UNITS OF HANDWASHING FACILITIES -


A GRADE 12 HRPTA PROJECT FOR S.Y. 2021-2022

II. Background and Rationale:

Schools in the Philippines have been closed since the start of the COVID-19
pandemic. It has presented unprecedented challenges to the nation’s K-12 education system.
The spread of the virus led to closure of schools across the country, with little time to ensure
continuity of instruction or to create a framework for deciding when and how to reopen
schools. Schools are now grappling with the complex and high-stake questions of whether to
reopen school buildings and how to operate them safely if they do reopen.

On September 20, 2021, the Philippine government approved a pilot run of limited
in-person schooling in low-risk areas. As some schools are set to reopen on a small scale,
public health and safety measures are also important to keep every child and every teacher
safe.

DepEd Memorandum No. 85, s. 2021 – Preparations for the


Implementation for the Expanded Phase of Face-to-Face Classes, paragraph 3b,
states “…schools shall set up physical structures, WASH facilities and supplies, health
and safety protocols…”. In anticipation to DepEd’s gradual reopening of classes in a wider
scale, parents, teachers and school administrators of Cataingan National High School are set
to prepare its facilities to welcome back learners in their classrooms. They opt to put health
and safety of the learners on the top of their priority. Washing hands with soap is a powerful
hygiene behavior that must be done regularly and habitually at critical times in home and in
school. Sufficient handwashing stations must be spread out for social distancing and
maintain health and safety standards. Hand hygiene must be frequent and a schedule is
recommended, thus, parents and teachers work together

III. Description of the Activity:

Considering the population of Grade 12 learners in Cataingan National High School


where prescribed number of physical attendance and hygiene behavior is a must in every
classroom, the school, in partnership with the Homeroom Parents and Teachers Association
(HRPTA) of Grade 12, opt to construct six (6) units of handwashing facility. The said project
units will be fairly distributed in front of every Grade 12 classroom building, as described
below:
 2 units - HUMSS building
- 1 unit in front Ms. RJ Lanurias’s classroom
- 1 unit in front Ms. Rubelyn Pepito’s classroom

 2 units - GAS building


- 1 unit in front of Mrs. Analuna Abonita’s classroom
- 1 unit in front of Mr. Geromel Marcojos’s classroom

 2 units - Near the ICT building

IV. Goals and Objectives:

The general goal of the project is to maintain the overall hygiene of learners.
Its specific objectives are (1) to keep hands sanitized at all times before and after entering the
classrooms; and (2) to maintain physical distancing while sanitizing hands.

V. Target Participants:
 Grade 12 Homeroom Parents and Teachers Association
 Grade 12 learners

VII. Implementation Mechanics:


 Identify location for each handwashing facility unit
 Estimate/computation of material cost of the 6-unit facility, see Annex A
 Estimate/computation of labor cost of the 6-unit facility, see Annex A
 Estimate/computation of per-section (Grade 12) contribution, see Annex B

Each handwashing facility unit will contain the following descriptions:


 10 faucets with sink for each faucet
 furnished with tiles
 with roof
 with division
 with drainage

Cost computation (see Annex A):


Estimated cost of materials per unit - P 16,963.00
Labor cost - 4,000.00
Total cost per facility unit (1 unit) - 20,963.00

x (number of units to be constructed) - 6


Total cost for 6 facility units - P 125,778.00

Since all Grade 12 learners are recipients of the said project, it is best to divide the
total cost by the number of Grade 12 learners. Right now, there are 644 Grade 12 learners
enrolled in Cataingan NHS.

P 125,778.00/ 644 = P 195.00 (contribution per learner)

Each section’s contribution depends on the number of enrolled learners multiplied by


each learner’s contribution (see Annex B for each section’s computation).

For freight expenses, Grade 12 teacher-advisers will contribute 200 pesos each.
IX. Monitoring and Evaluation Scheme:
Completion reports, financial statements, photo documentation and other documents
related to the implementation of this project shall be prepared by the adviser to be submitted
to the Grade 12 level chairman (assistant school principal) and school principal.
